Scope of Consultancy:

World Vision International Nepal (WVIN) is implementing five years new country strategy starting October 2020. In the next strategy, three technical programs will be implemented to contribute to the well-being of most vulnerable children, families and communities in Nepal; the programmes are Inclusive & Quality Education (I&QE), Protection and CESP (P&CESP), and Nutrition and Resilient Livelihood (NRL). All of these technical program design has mainstreamed DRR and humanitarian response as a crosscutting theme. In addition, DRRintegration will continue to be WVIN focus in programmes and humanitarian responses. It will be important for WVIN to monitor progress on the DRR integration in different sectors. For this, needful skill will be equipped for DRR and proposal writing, which will be addressed by DRR perspectives.

A short-term consultancy support from independent DRR expert based in the organization can contribute to achieve this objective. This support will be utilized in assessing capacity gaps and building staff capacity, support preparing tools for DRR specific assessment, DRR supporting technical input in the proposal writing including the disaster preparedness for the foreseeable disaster in country like, floods and landslide. This consultant will also oversee and guide the DRR specific project staff and focal point person for the project implementation and other organizational compliance.

Purpose of consultancy:

With this background information, the main purpose of DRR consultant is to conduct an organizational capacity assessment with respect to DRR, finalize the DRR framework that will feed into the technical program and project model and build the capacity of WVIN and partner’s staff on DRR mainstreaming process/tools into program design, implementation, monitoring and evaluation. The specific objectives are:

  1. Capacity building for WVIN and partner NGOs staff on essential DRR concept and mainstreaming approach
  2. DRR Technical implementation guideline for TP/project models to WVIN staff and PNGOs
  3. Support to prepare the DRR specific grant and PNS proposal specially on the ECHO and other
  4. Support on the project implementation specifically on the Tayar II (DHPP), COPE Book Project including the NDRR project wrap up.
  5. Lead on the disaster preparedness for foreseeing specially on flood and landslides

Role of the Consultant

The role of the DRR Consultant includes the following:

  • Analyzing the organizational capacity on the DRR and provide specific on the DRR capacity statement and other related preparation
  • Support on the proposal writing on grants and PNS for the DRR aspect
  • Lead Project Management and support the field team to get the desired outcome
  • Work collaboratively with other functions on the DRR related business

Consultancy Duration and time frame:

The consultancy duration will be of approximately 65 working days starting from February 2021. This is inclusive of days of preparation and reporting.

The consultant will need to finish all assigned tasks by 30 April 2021.

Design training and resources for WVIN and PNGOs tailored to address the capacity and knowledge gaps and needs identified

Identify the capacity gaps and organize training for the PNGOs and FO team necessarily.


10 Days 
Training contains will very simple and practical

Deliver DRR Refreshing training through virtual mode  to different  team, department as their require and relevance

Consult and coordinate with different team department for time arrangement Deliver training

As the training will be in virtual mode, full day training will not be possible due to staff other priorities. So total working hour will consider rather than days

Provide specific inputs to integrate DRR actions into TP implementation guideline and quality benchmark

Prepare DRR contains for TP implementation guideline and quality benchmark Consult with MEAL and program team to include DRR contains in these document Review TP implementation guideline and quality benchmark and insure DRR integration

2 days will take for each technical program

 

Orient field offices and NGOs team on DRR actions integration in project model and implementing projects.

Share draft DRR framework for project model with field operation team and ask for feedback Organiz consultation meeting with concern team Finalize  DRR  framework for project model Organized orientation  to WVIN field operation and PNGO team

 One-day training will organize under each technical program. If there is plan for PNGO capacity building on project model, DRR session will include during training.

The positions reports to

Programme Readiness and Integration Manager based at National Office.

Field visit requirement

This position may require about 50% field visit for the field assessment, capacity building and quality assurance.

Required Experience

  • At least 5 years of field experience in managing DRR related projects or programming in the field or headquarters of a major NGO, INGO, or government department
  • Experience in the preparation of teaching material and tools
  • Familiarity with development theory, community-based disaster management, DRM frameworks; Vulnerability and Capacity Assessment,
  • Strong experience and recognized expertise in models and methods of training, facilitation and capacity building, and organizational development for staff and communities
  • Understanding and experience in working with children and communities in Nepal

Required Qualification

  • Master Degree in Disaster Management or any DRR related discipline Competent in the use of MS Office, social media and web platforms

Criteria for Evaluation and Basis of Award

Proposal shall be evaluated in 100 marks on the basis of criteria and weightage to each criteria shall be as per below;

  1. Understanding of problem and Soundness of approach (methodology, work plan, deliverables in responding to TOR) recommended by the consultant and how it address research objectives- 40 marks
  2. Specific experience and competency of the key personnel- 50 marks
  3. Innovative and uniqueness of the proposal – 10 marks

Consultant who has submitted the highest ranked technical proposal among the rest shall be selected and invited to negotiate a contract.

Consultancy Budgeting:

The consultant will be paid up on the basis of agreed remuneration per day for the above work days.

Output of the consultancy/assignment

The final output of the consultancy from this consultancy work be as following:

  • Project progress report and aligned with the planned vs achievement
  • Proposal writing completion in case of Grants and PNS
  • Monsoon preparedness plan
  • Capacity building plan for the NGO and NO staff on DRR
  • DRR integration into Programme Progress Report
