1. Background and Context
KOSHISH, in consortium with the Federation of Women with Disability Nepal (FWDN), is implementing the UN Women-funded PRODi-G project. The project seeks to empower women with disabilities, particularly from marginalized and underrepresented groups in Madhesh, Karnali, and Sudurpaschim Provinces. It strengthens their voice and agency to advocate for gender- and disability-responsive planning, programming, and budgeting in alignment with the Sustainable Development Goals (SDGs).
Under the UN Women funded project PRODi-G (Capacity Development Support to Organizations of Persons with Disabilities to Promote Disability Rights and Inclusion in the Governance and Development Process of Nepal), support is being provided to strengthen Organizations of Persons with Disabilities (OPDs) and Self-Help Groups (SHGs). The overall objective of the project is ‘to support women with disabilities from marginalized and underrepresented groups, and their OPDs, to strengthen their voice and agency to advocate for inclusion and meaningful participation, gender and disability responsive planning, programming and budgeting in line with SDGs at all levels, in particular at the local level’ and project will adopt an integrated approach which includes: 1) Capacity strengthening of right holders (with a particular focus on women and excluded groups of persons with disabilities) and their organizations and systematically engaging them in advocacy with the LGUs, 2) Sensitization and system strengthening of the local government for ensuring rights of persons with disabilities and 3) Meaningful participation of persons with disabilities in gender and disability responsive planning, and budgeting.
The project has reached the final phase of its implementation timeline. Throughout its duration, the project has implemented various interventions across three provinces, covering a total of fifteen Palikas (five Palikas in each province). These interventions have generated valuable experiences, successful approaches, and lessons learned at the local level.
With the project approaching completion, a systematic approach is required to document and disseminate successful models and key learnings derived from our interventions. To ensure comprehensive documentation and rigorous analysis, we are seeking a qualified consultant to identify, synthesize, and present best practices across all fifteen Palikas within the three provinces. This effort is critical for demonstrating project achievements, underscoring replicable strategies, and informing the design of future programs and policies.
2. Objectives:
This assignment aims to:
- Systematically identify best practices derived from project interventions implemented in fifteen Palikas across three provinces.
- Evaluate the effectiveness, key results, and sustainability of these practices.
- Document evidence-based outcomes and successful models in a clear, credible, and professional manner.
3. Purpose:
This assignment seeks a qualified consultant to identify, document, and analyze best practices derived from project interventions executed in fifteen Palikas spanning three provinces. The consultant will produce a comprehensive, evidence-based report that showcases successful strategies, key outcomes, and lessons learned. This documentation will facilitate learning, knowledge dissemination, and the potential replication of effective practices in future programs.
4. Scope of Work
- Identify and analyze best practices and promising models emerging from project interventions implemented across all 15 Palikas in three provinces
- Systematically document these best practices in a clear, evidence-based, and professional manner
- Prepare high-quality knowledge products (including case studies, practice notes, summaries, and/or a consolidated best practices report)
- Present the documented best practices in an accessible, attractive, and userfriendly format suitable for diverse audiences (government, donors, practitioners, right holders etc.)
- Information collection will apply a strong intersectional lens, capturing the experiences of women with disabilities, including Dalit women and women with severe disabilities. Data will also reflect variations across geographic locations, education levels, and access to services and resources to ensure inclusive and disaggregated analysis.
- Data collection will apply a strong intersectional approach, systematically capturing key dimensions including disability status and type, severity of disability, caste, gender, geographic location, education level, and access to essential services and resources. This approach will ensure that diverse experiences and disparities among different population groups are accurately reflected in the findings.
5. Expected Deliverables:
- Most Significant Change (Case Story), 10 case story/Success story along with consent and photos
- Best practice report with analysis of outcomes, lessons learned, and key achievements with evidence.
- A booklet with case stories, success stories, learnings, quotes, etc. to reflect the project’s achievements
- PPT presentation highlighting key findings and recommendations for knowledge sharing.
- Dissemination plan detailing target audiences, key messages, communication channels, and timelines to ensure that findings, lessons learned, and evidence are effectively shared with policymakers, development partners, and other relevant stakeholders.
6. Duration of the Assignment
The consultancy agreement will be for a maximum of 30 working days, effective from the date of signing the contract/MOU.
7. Eligibility and Required Qualifications of the Consultant
Eligible applicants include PAN/VAT-registered individual consultants or consultancy firms/companies.
Essential Qualifications:
- Master’s degree (or equivalent experience) in Public Health, Social Sciences, Development Studies, or a related field.
- Demonstrated expertise in documenting best practices, lessons learned, and case studies, with the ability to translate research and evaluation findings into clear, actionable reports for diverse stakeholders.
- Proven experience in documentation of best practices, success stories, and case studies, including Most Significant Change (MSC) methodology.
- Demonstrated experience in field-based qualitative research, including interviews, FGDs, and participatory methods.
- Prior experience in project evaluation, learning, or knowledge management is highly desirable.
- Strong understanding of best practice identification methodologies and qualitative analysis tools.
- Ability to design simple methodologies and tools for documenting best practices and outcomes.
- Strong analytical skills to synthesize results, lessons learned, and key achievements.
- Excellent report writing skills with the ability to produce clear, practical, and reader-friendly reports.
- Experience in evidence collection, including photos, testimonials, case narratives, and outcome documentation.
- Ability to develop summary briefs and presentations for knowledge sharing.
- Excellent facilitation and communication skills to engage with project staff, Palika representatives, Local Coordination Committee (LCC), and community members.
- Ability to work collaboratively with project teams and incorporate feedback effectively.
- Fluency in Nepali and good working knowledge of English (both written and spoken).
8. Required documents for proposal submission:
Interested eligible consultants/firms are requested to submit:
- Cover letter expressing interest.
- Technical proposal (including understanding of the assignment, methodology, work plan, and quality assurance mechanism).
- Financial proposal (detailed breakdown of fees and any other costs).
- Profile/CV of the consultant/team leader and key team members.
- Copy of company/firm registration certificate (with latest renewal).
- Copy of latest tax clearance certificate.
- Copy of VAT/PAN registration certificate.
9. Payment Terms
Proposals will be evaluated per KOSHISH's procurement guidelines. The contract will be awarded to the technically and financially responsive bidder.

All the installments released are subject to the request for payment or tax invoice (if applicable) from the consultant.
