Short-Term Consultancy for Biomedical Engineer
Technical Review and Recommendation of Medical, BC and Laboratory Equipment
1. Background
Action for Nepal (AFN) is undertaking the procurement of medical equipment and supplies, laboratory equipment, laboratory reagents and medical supplies for Health Posts with Birthing Centers at various project locations in Nepal. AFN has developed a Bill of Quantities (BOQ) and minimum technical specifications for the required items. Vendors are required to submit detailed technical compliance information, including the actual specifications, brand, model, country of origin, warranty and relevant technical documentation.
Considering the technical nature of medical and laboratory equipment, AFN intends to engage an experienced Biomedical Engineer on a short-term consultancy basis to provide independent technical support to the procurement/selection team. The consultant will review the required specifications and the technical offers submitted by vendors and provide recommendations to ensure that the selected equipment is technically appropriate, safe, functional, suitable for intended use and represents appropriate value for money.
2. Purpose of the Consultancy
The overall purpose of this consultancy is to provide independent biomedical engineering expertise to AFN's procurement/selection team in reviewing and assessing the technical suitability of medical, BC and laboratory equipment offered by prospective vendors.
The consultant will specifically support AFN to:
- Review the technical specifications of the equipment included in the BOQ.
- Review vendors' technical compliance submissions, catalogues, datasheets and other technical documents.
- Assess whether the proposed equipment meets or exceeds AFN's minimum technical requirements.
- Identify technically unsuitable, incomplete, ambiguous or potentially inappropriate offers.
- Compare technically compliant equipment/models across vendors.
- Assess equipment functionality, safety, quality, usability, maintainability and suitability for the intended health facilities/project locations.
- Review requirements related to installation, commissioning, calibration, user training, warranty, maintenance and after-sales technical support.
- Provide clear technical recommendations to the procurement/selection committee for vendor and/or equipment selection.
3. Required Qualification and Experience
The consultant should meet the following minimum requirements:
Education
- Bachelor's degree in Biomedical Engineering or a closely related engineering discipline from a recognized institution.
Professional Experience
- Minimum 3 years of relevant professional experience in biomedical/medical equipment assessment, procurement, installation, maintenance or technical management.
- Demonstrated experience in reviewing and assessing medical equipment and/or laboratory equipment.
- Experience in supporting procurement, tender evaluation or technical evaluation of medical/health equipment will be an advantage.
- Experience working with hospitals, health facilities, I/NGOs, government health institutions or development organizations will be an advantage.
- Practical knowledge of equipment installation, commissioning, calibration, maintenance, warranty and after-sales service requirements.
- Good understanding of technical specifications, manufacturer datasheets, equipment standards and quality/safety considerations.
4. Competencies Required
The consultant should demonstrate:
- Strong knowledge of biomedical and medical equipment;
- Ability to interpret technical specifications and manufacturers' datasheets;
- Ability to conduct objective technical compliance assessments;
- Good understanding of equipment quality and safety requirements;
- Knowledge of installation, commissioning and calibration requirements;
- Understanding of preventive and corrective maintenance;
- Ability to assess warranty and after-sales service arrangements;
- Strong analytical and comparative assessment skills;
- Ability to prepare clear technical recommendations;
- Good written and verbal communication skills;
- Ability to work independently within a short timeframe.
5. Selection of Consultant
AFN will select the Biomedical Engineer based on:
- Relevant academic qualification;
- Relevant biomedical/medical equipment experience;
- Experience in technical evaluation/procurement of medical equipment;
- Relevant experience with health facilities/NGOs/development organizations;
- Understanding of medical and laboratory equipment specifications;
- Availability to complete the assignment within the required timeframe;
- Professional fee.
6. Application Requirements

7. Payment
Payment will be made against satisfactory completion and acceptance of agreed deliverables, in accordance with the consultancy agreement and AF Nepal's financial procedures.
8. Expected Outcome
At the end of the consultancy, AF Nepal will have a transparent, competency-based and evidence-informed assessment and ranking of shortlisted candidates, including a clear recommendation of the three strongest candidates for the MEAL Manager position.
The final recruitment and appointment decision will remain with AF Nepal.
