Re - Terms of Reference for veterinary consultant to develop content and mentoring for continuous digital learning to Community Animal Health Workers (CAHWs)

Background: 

Heifer Project Nepal (HPN) is a non-profit and humanitarian organization dedicated to working with communities to end hunger and poverty and care for the earth. 

HPN has been implementing the long -term research project “Digital Mentoring and Continuing Education for Improved Service and Market Linkages among Community Animal Health Workers in Nepal” through which women were trained to become CAHWs using a tablet-based platform. Through its programming, HPN has access to hundreds of community animal health workers that can participate in the study, as well as thousands of members of livestock producer cooperatives created through HPN programming that serve as the clientele for the community animal health workers. The project designs and evaluates a digital Mentoring and Continuing Education (MCE) platform for CAHWs which will include digital training material and a mentoring portal. This will help to improve the skills and quality services of the CAHWs/Village Animal Health Workers (VAHWs) and enhance the link with the input suppliers and CAHWs leading to the increased social and economic opportunities.

Objectives:

The main objective of this assignment is to develop comprehensive and relevant content tailored to the needs of the project and engage in mentoring to the CAHWs/VAHWs in areas related to veterinary through the digital mentoring platform to enhance the skills and quality services of the trainee.

Scope of Work:

The scope of work for the content development and mentoring consultant includes, but is not limited to, the following tasks: 

A.     Content Development:

  • Develop engaging and informative educational materials, including manuals, guides, presentations, frequently asked questions, and other resources related to veterinary science (animal health).
  • Ensure that all content developed is accurate, linguistically appropriate, and relevant to the target audience.

B.     Mentoring:

  • Provide regular mentoring sessions to the selected CAHWs/VAHWs through developed digital mentoring platform for continuous learning process.
  • Offer technical guidance, problem-solving assistance and support on issues related to animal health practices to the distant trainees.
  • Conduct online training sessions and consultation to enhance the capacity of the trainee.

C.     Collaboration:

  • Collaborate with project teams to align mentoring and content development activities with project goals and objectives.
  • Participate in meetings, workshops, and discussions as required.

D.        Reporting:

  • Submit quarterly progress reports detailing activities undertaken, challenges faced, and outcomes achieved.
  • Provide recommendations for improvements and adjustments to the mentoring and content development approach, as necessary.

Duration of contract and work plan

The consultant shall work 7 days per month and will continue for 6 months with possibility of extension. He/she will develop the relevant content on prevalent animal diseases and their control, as well as other necessary informative educational materials for the trainee. During the working days, he/she will deliver the content through digital platforms to the CAHWs.

Key Deliverables: 

The expected deliverables from the content development and mentoring consultants include:

  • Training materials, manuals, and other content developed as per the project requirements.
  •  Mentoring reports summarizing sessions conducted, issues addressed, and recommendations made.
  • Progress reports submitted regularly as outlined in the contract agreement.

Required Qualifications, Experience, Skills: 

The consultant should have in-depth prior working experience through practical work or research in the relevant field. Consultant should have experience in content development, curriculum design, or educational material creation, preferably in an online or digital format. The consultants should possess the following qualifications and expertise:

  • Bachelor’s Degree from a recognized university or equivalent in Veterinary science or Animal Science or Preferable Master's degree major in Animal Nutrition / Animal Science plus at least five (5) years of related experience, or a master's degree from a recognized university or the equivalent in any of the above disciplines, plus at least two (2) years of relevant experience. 
  • Strong interpersonal and people management skills
  • Fluent in Nepali and English (both spoken and written)
  • Time management skills with the ability to prioritize multiple tasks.
  • Good leadership qualities and excellent communication skills.
  • Ability to work under pressure to meet deadlines.
  • Excellent computer knowledge with MS office and command ability to deal with ZOOM.
  • Teaching/Training experience will be given top priority.

Evaluation Criteria: 

Consultant will be evaluated based on the following criteria: 

  1. Relevance of qualifications and experience to the consultancy requirements. 
  2. Demonstrated ability to develop high-quality content. 
  3. Past performance and record of accomplishment in similar consultancy roles. 
  4. Proposed approach and methodology for undertaking the tasks outlined in the TOR (Terms of Reference).
