1. About the organization

Youth Innovation Lab (YI-Lab) is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. YI-Lab’s mission statement is, ‘to engage young people to bridge science to people and policy through innovation’. YI-Lab harnesses indigenous knowledge, citizen science approach, develops low-cost technological solutions, promotes open data, promotes entrepreneurship, and conducts evidence-based advocacy campaigns. YI-Lab provides a conducive environment for young people to co-create solutions for inclusive development.

2. About the project

Over the past four years, theYouthCAN.org project has worked to empower young people to lead climate action, promote environmental protection, and contribute to green economic growth. Initiated during the pandemic, the project recognized youth as both the most affected group and a vital force for recovery and transformation.

Implemented over 48 months, the project adopted a phased approach, working in Madhesh Province during the first and fourth years, Karnali Province during the second year, and Sudurpashchim Province during the third year. The activities under Climate Fellowship, Climate Smart Entrepreneurship, Mentee-mentorship, Digital Advocacy, and Youth Sounding Board have collectively contributed to strengthening youth leadership in climate governance, promoting innovative and sustainable climate-smart solutions, creating green employment opportunities, and advancing data-driven advocacy and policy dialogues across all levels of government.

3. Objectives of the Evaluation

The final evaluation will:

  • Assess the relevance, coherence, and effectiveness of the project interventions following OECD-DAC evaluation criteria
  • Evaluate the efficiency and impact of the project activities
  • Determine the sustainability of results beyond project completion
  • Provide recommendations for future initiatives
  • Identify and elaborate on lessons learned and good practices

4. Evaluation Methodology

The evaluator will apply qualitative and quantitative methods, including:

  • Desk review of the project documents, reports, and logical frameworks,
  • Key informant interviews and focus group discussions (hybrid, in-person and online) with project stakeholders and beneficiaries, including government officials of project municipalities, and youth and young professionals who were part of the project.
  • Visit sample municipalities in each province with a clear plan of how municipalities will be selected and how representation of different youth groups, genders, and provinces will be ensured.
  • Other relevant sources of information, as deemed necessary by the evaluator.

5. Deliverables and Timeline

  1. Inception Report (1 week after contract signing) – outlining methodology, work plan, and data collection tools.
  2. Draft Evaluation report (3 weeks after inception) – including preliminary findings and recommendations.
  3. Final Evaluation report (1 week after receiving feedback) – incorporating feedback from the project team.

Note: The timeline will be finalized during the inception phase, and the reporting outline will be shared after contracting.

6. Required Qualifications and Experience

A suggested consultant team should include one lead consultant with expertise in CCA and DRRM-related plans and policies, governance, green economy, entrepreneurial ecosystem, and sustainability. Required academic qualifications, experiences, expertise, and competencies of the consultant/firm and team members should include:

  1. At least 7 years of experience in evaluating development projects, preferably in youth engagement, entrepreneurship, and/or disaster and climate governance.
  2. Master’s in Environmental Science, Climate Studies, DRRM, Sustainability, Development Studies, Sustainable Livelihood and Entrepreneurship, and other related fields.
  3. Proven experience in using mixed-method evaluations.
  4. Familiarity with EU evaluation guidelines and logframe/approaches.
  5. Excellent analytical and report-writing skills.
  6. Fluency in English and Nepali.
  7. Prior working experiences in Madhesh, Karnali, and Sudurpashchim provinces would be a plus.

7. Application Process

Interested candidates should submit: 

  1. A technical proposal in English detailing methodology and approach.
  2. A financial proposal clearly indicating the per-day fee in NPR. In case of a team, distribution of days and roles and responsibilities, along with the daily fee of each member, should be provided. CVs of the evaluator(s) highlighting the relevant experience.
  3. One sample of a previous evaluation report.
  4. A statement declaring availability for the period mentioned in this ToR.
  5. For firms: Copy of firm registration certificate and renewal documents and profile/experience of the consultancy firm, VAT registration certificate, and latest Tax clearance certificate.
  6. For an individual: Business PAN and latest Tax clearance certificate
