The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). Background

The National Disaster Risk Reduction and Management Authority (NDRRMA), in collaboration with IFRC/DRC and with financial support from the Foreign, Commonwealth and Development Office (FCDO) and the Risk-informed Early Action Partnership (REAP), has established the Anticipatory Action (AA) Clinic — a specialized unit within NDRRMA dedicated to strengthening coordination, fostering collaboration, and providing strategic and technical guidance within Nepal’s growing Anticipatory Action community.

This consultancy will support NDRRMA’s efforts to enhance communication and raise awareness of Anticipatory Action, aiming to broaden understanding and engagement among national and local stakeholders and audiences.

1. Purpose, Theme and Audience

Purpose: 

The consultancy aims to produce four high-quality (4K) short video PSAs, each 1–2 minutes in duration, to increase awareness and understanding of Anticipatory Action (AA). The videos should be produced primarily in horizontal (landscape) format, while remaining adaptable for social media platforms such as TikTok and Instagram Reels, ensuring concise and visually engaging storytelling.

Audience: 

Primary: The general Nepali public, to increase awareness, understanding, and engagement with Anticipatory Action.

Secondary: National and local government authorities, humanitarian actors, donors, and Red Cross partners, who may utilize these videos to educate and inform their respective constituencies about AA and promote proactive disaster preparedness.

  • A financial proposal with a cost breakdown inclusive of all applicable VAT/tax.
  • Technical proposal
  • Accompanied by a tentative work plan, including working days for main activities and milestones.
  • A document presenting the consultancy team.
