BACKGROUND
Kalika Self-reliance Social Center (KSSC Nepal), based in Kapilvastu district, Lumbini province, is one of the lead civil society organizations having network and presence across Lumbini province. KSSC-Nepal over the past 3 decades has worked on food security, agriculture development, drinking water and sanitation, women empowerment, health and education, human rights and public advocacy with multiple donors/partners in Kapilvastu District and beyond of the Lumbini Province with the objective of improving the socio-economic status and quality of life of rural poor and disadvantaged communities. The target groups that receives the organization’s focuses have been the poor, Dalits, ethnic groups, marginalized, excluded, disadvantaged and women.
Project ID: NPL 1083-22, titled "Grassroots Civil Society Organizations as Promoters of Improved Food Systems and Equal Livelihood Opportunities," is scheduled from 1st June 2023 to 28th February 2027, spanning 45 months. It targets three Rural Municipalities in Kapilvastu district: Mayadevi, Sudhodhhan, and Yesodhara, with a specific focus on Agriculture and Nutrition sectors. The project's implementation is a collaborative effort, with Forward Nepal and Kalika-Self Reliance Social Center (KSSC) as valued partners, and in partnership with Welthungerhilfe (WHH) which is one of the Germany’s leading non-governmental organizations with the dual mandate in both development cooperation and emergency response.
STUDY OBJECTIVES
- To conduct a comprehensive and thorough mapping of existing Community-Based Organizations (CBOs) within three target municipalities.
- To assess their strategic capacity need, capacity gaps, managerial capacities, leadership capacities, Advocacy & campaign capacities, strategic need in accessing & influencing local governments, coverage and other capacity needs required to deliver on the Project objectives;
- To prioritize 10 potential CBOs from among the studied total CBOs across 3 Palikas, and explicitly put down the methodology used, criterions, tools in data collection.,
SCOPE OF ASSIGNMENT
The scope of the assignment for the detailed mapping of existing Community-Based Organizations (CBOs) involves conducting a comprehensive assessment to identify all CBOs operating within the three target municipalities. The consultant will gather essential information about their activities, focus areas, organizational structures, and geographical coverage. Special emphasis will be placed on prioritizing CBOs representing marginalized communities and adolescent youth. The mapping exercise will assess the organizational capacities and management skills of the identified CBOs, providing concrete recommendations for capacity development in areas such as leadership management, advocacy tools, local food system strengthening, networking, and food rights. The consultant will select 10 CBOs as the institutional target group, design a capacity development timeline, and coordinate logistics for training and IT equipment support, with the overarching objective of empowering CBOs to enhance their service delivery and foster inclusive rural development. Mapping is followed by a three days basic training conducted by Consultant for the capacity development of CBOs. Refer table 1 for targeted wards and respective rural municipalities for the survey.
KEY DELIVERABLE
- List of identified CBOs with focus areas and organizational details.
- Evaluation of CBO capacities and management skills with recommendations.
- Process and criteria for prioritizing 10 CBOs representing marginalized communities and youth.
- Detailed plan with timeline and objectives for strengthening the selected CBOs.
- Three days basic training the capacity development of CBOs followed by mapping.
- The Consultant should submit two pager baseline report to KSSC Nepal as the final delivery of the assignment. The project team will review the draft report and the consultant should incorporate the inputs in the draft report. The assignment will only be close once the report is formally accepted by the Welthungerhilfe Nepal.
TIMEFRAME/SCHEDULE
The study is expected to be accomplished by 31st August 2023, followed by 3 days basic training to be completed on the first week of September 2023. The assignment will be effective in action from the day of signing of contract. The assignment should not exceed more than 20 working days (including preparatory work, field visit, and report preparation).
CONFIDENTIALITY
All documents and data acquired from documents as well as during survey interviews and meetings are confidential and to be used solely for the purpose of the baseline. The quantitative data should be kept by consultant in confidential way adhering KSSC Nepal data protection policy. The deliverables as well as all material linked to this study (produced by the consultant or the organization itself) are confidential and remain at all times property of the contracting party.
EXPERTISE OF THE CONSULTANT/CONSULTING FIRM
Mapping and capacity development Study Consultant or Consulting Firm for the existing CBOs (NPL 1083-22) project should possess the following expertise:
The consultant/consulting firm are required to have the following expertise and qualifications:
- Demonstrated experience in working within the development sector, specifically with Civil Society Organizations (CSOs) and grassroots-level initiatives.
- Proven expertise in designing effective capacity development plans tailored to the needs of CBOs, encompassing leadership, advocacy, networking, and sustainability components.
- A track record of working with marginalized communities and youth, ensuring inclusive approaches in organizational development.
- Familiarity with using participatory tools like the Participatory Organizational Capacity Analysis Process (POCAP) for comprehensive assessments.
- The consultant/firm should demonstrate the ability to deliver the study within the agreed-upon timeline, adhere to the project's scope, and meet the specific requirements outlined in the Terms of Reference.
- The team leader must have prior work experience with or working for international development organizations and familiarity with development and humanitarian programmes/issues.
- The composition of the team of experts should be balanced to enable complete coverage of the different aspects of consultancy as set out in these terms of reference.
- The consultant(s)/consulting firm must have good command in both writing and speaking in English languages.
TECHNICAL AND FINANCIAL OFFER
- Applicants must provide technical and financial offers, including:
- Technical offer including a brief description of the overall design, methodology of the base-line, target population, tool, etc. The technical offer cannot exceed 5 pages and must comply with the Terms of Reference.
- Detailed workplan/timetable
- Financial offer detailing the proposed budget for the baseline study. It should state the fees per working day (plus the respective Tax/VAT, if applicable), the number of working days proposed and any other costs.
- CVs of team leader and team members
- Legal documents (registration & tax clearance in case of consulting firm and PAN/Vat registration card for individual).
DEADLINE FOR PROPOSAL
The interested and qualified consultant(s)/ consulting firm must submit their technical and financial proposal, including Supplier Declaration form (link given below), legal documents (registration & tax clearance in case of consulting firm and PAN/ Vat registration card for individual) and CVs of key personnel by 17:00 hours (COB) dated 16th August 2023 via email address: ksscnepal2050@gmail.com with subject line: “Mapping and Capacity Development Study Consultant for Civil Society Organizations (NPL 1083-22)”.
