1. Background
Forward Looking, an NGO working for the person with disabilities (PWDs) to improve their quality of life through education support and economic empowerment. It has been implementing the Education Support Project (ESP) with grant support from Felm, Nepal from 2022 to 2025.
The project aims to contribute to create an environment for the access to quality education for PWDs. Through the interventions of this project activities, ultimately the persons with disabilities have improved their dignified life, self-reliance and increases equal access to development benefits and services. Children with disabilities (CWDs) have increased their reach to quality education in an accessible educational institution. Persons with disabilities have improved their socio-economic status in conducive environment to enjoy their rights. Institutional and organizational capacity strengthened for policy, advocacy and disability inclusive development. The project is implemented in Sudurpaschim Province: 1. Dhangadi Sub-Metropolitan City 2. Ghodawari Municipality, 3. Gauriganga Municipality and Karnali Province: 1. Birendranagar Municipality, 2. Bheriganga Rural Municipality 3. Guruwakot Rural Municipality.
The project has the following outcomes and outputs;
Outcome 1: Children with disabilities have increased their reach to quality education in an accessible educational institutions.
Output 1.1: Improved infrastructure and promoted disable friendly learning environment in schools.
Output 1.2: Improved nutritional status and learning achievements of CWDs.
Output 1.3: PWD's have increased access to higher education and employment services.
Outcome 2: Persons with disabilities have improved their socio-economic status in conducive environment to enjoy their rights.
Output 2.1: Improved employment opportunities and increased income of persons with disabilities.
Output 2.2 Increased awareness and knowledge on disability rights and their relevance for inclusive development.
Outcome 3: Institutional and organizational capacity strengthened for policy advocacy and disability inclusive development.
Output 3.1 Improved organizational capacity for policy advocacy and disability inclusive development
Output 3.2 Duty bearers have taken enabling actions for promotion of quality education and socio-economic empowerment of PWD's.
Note: Detail logical framework with all logic level indicators of the project will be provided to the consulting firm after the agreement of the assignment, which can be taken as reference for designing field visits, data collection, designing study tools so that all necessary information is gathered and analyzed in the final evaluation report.
2. Purpose of the assignment
The main purpose of the assignment is to carry out an independent final evaluation of the Education Support Project funded by Felm Nepal and implemented by Forward Looking Nepal and provide findings and conclusions that are based on robust and transparent evidence.
The specific objectives of the final evaluation are:
- Explore the level of progress/changes made by the FL-ESP and analyze the extent to which the achievements have supported the program goals and their objectives,
- Evaluate the effectiveness of the FL-ESP project activities/services as well as the scope and extent of the institutionalization of the project,
- Explore the cost effectiveness of the FL-ESP project activities,
- Identify the target and level of achievements as specified in the project agreement,
- Explore the coordination between the concerned line agencies in the project districts,
- Find out the income and expenditure in compliance with the project agreement and proportion of programmatic and administrative cost incurred by the project,
- Examine the financial regularities\disciplines in accordance with the prevailing Rules and Regulations and fix assets purchased in duty free privileges and locally, and
- Assess the good lessons to be replicated in other projects and aspects to be improved in the days ahead.

Submission of Technical and Financial Proposals
The potential and interested firms/consultants must submit technical and financial proposals sharing their keenness to conduct the Final Evaluation of Forward Looking, Education Support Project in the email address (thapasurya143@yahoo.com or info@flooking.org.np) with the subject line “Application for FL-ESP Final Evaluation”. The deadline for the submission of technical and financial proposals is 19 June 2025. The documents required for the submission are as follows:
The technical proposal along with the CVs of key personnel of the team.
- Organization Documents (in case of firm)
- Financial proposal
- Cover letter expressing interest and potentiality for the final evaluation.
- PAN/VAT certificate.
Selection and evaluation criteria for proposals
The selection of proposal will be done transparently and fairly on the basis of following criteria and weightage like:
- Technical Proposal (relevance, methodology, approach) 40 %,
- Relevant experience and qualifications of the consultant/team 25 %,
- Financial proposal (cost effectiveness and value for money) 20 %,
- Understanding of the project context and disability inclusion 10 %,
- Proposed timeline and feasibility 5 %.
