Consultancy Services for Providing Technical Support to Develop Organizational Policies, Strategies, and Legal Registration Processes for Organizations of Persons with Disabilities (OPDs) and Self-Help Groups (SHGs)

1. Background and Context
KOSHISH, in consortium with the Federation of Women with Disability Nepal (FWDN), is implementing the UN Women-funded PRODi-G project. The project seeks to empower women with disabilities, particularly from marginalized and underrepresented groups in Madhesh, Karnali, and Sudurpaschim Provinces. It strengthens their voice and agency to advocate for gender- and disability-responsive planning, programming, and budgeting in alignment with the Sustainable Development Goals (SDGs).
Despite constitutional provisions in Nepal and ratification of the Convention on the Rights of Persons with Disabilities (CRPD), women and persons with disabilities continue to face systemic exclusion due to stigma, inaccessible services, limited representation, and inadequate support mechanisms. The project addresses these challenges through local government sensitization, capacity strengthening of OPDs and SHGs, and promotion of inclusive governance.
Under this initiative, six Self-Help Groups (SHGs) have been formed across the three provinces, and nine existing OPDs are receiving support. The SHGs are being empowered and are in the process of formalizing as registered OPDs. An organizational assessment has already identified gaps in existing policies. To ensure long-term sustainability, effectiveness, legal compliance, and institutional strength particularly for women-led OPDs and those representing marginalized groups targeted technical assistance is required to develop/revise key organizational documents, policies, strategies, and support registration/renewal processes.
2. Objective of the Consultancy
The overall objective is to provide specialized technical support to SHGs and OPDs to strengthen their institutional capacity through the development and institutionalization of inclusive governance frameworks, operational systems, and legal compliance mechanisms. This will enable them to function effectively, sustainably, and independently while enhancing their advocacy for disability rights and meaningful participation in Nepal's inclusive governance and development processes.
3. Specific Purpose
To deliver targeted technical assistance to OPDs and SHGs (with priority to women-led and marginalized group- representing entities) in:
- Developing and/or revising organizational constitutions, policies, strategies, and operational manuals;
- Orienting to district coordinator (DC) about these documents and its effective implementation;
- Facilitating legal registration/renewal with relevant authorities; and
- Ensuring full inclusivity, gender sensitivity, and compliance with national laws and regulations.
4. Scope of Work
The consultant will perform the following key tasks:
- Develop constitutions and operational manuals for newly forming OPDs (emerging from SHGs), ensuring alignment with legal requirements and best practices for disability-inclusive organizations.
- Review existing documents (project documents, constitutions, policies, etc.) of supported OPDs and provide technical support to develop, revise, and finalize key organizational documents, including but not limited to constitutions, bylaws, strategic plans, gender and inclusion policies, safeguarding policies, and financial/administrative guidelines.
- Provide technical assistance for registration and/or renewal of organizational registration with relevant local/district authorities, including preparation of required documentation and guidance on compliance procedures.
- Ensure inclusivity and compliance all developed/revised documents must be fully inclusive (gender- responsive, disability-sensitive, and responsive to marginalized groups), compliant with Nepal's Constitution, CRPD, relevant national laws (e.g., Organization Registration Act), and international standards.
The consultant is expected to adopt participatory and inclusive approaches throughout the assignment.
5. Expected Deliverables
- Inception report with detailed methodology and work plan.
- Constitutions and operational manuals for new/emerging OPDs.
- Revised/finalized key organizational documents for existing OPDs.
- Final consultancy report summarizing the process, achievements, challenges, and recommendations.
All deliverables must be provided in both English and Nepali languages where applicable.
6. Duration of the Assignment
The consultancy agreement will be for a maximum of 15 working days, effective from the date of signing the contract/MOU.
7. Eligibility and Required Qualifications of the Consultant
Eligible applicants include PAN/VAT-registered individual consultants or consultancy firms/companies.
Essential Qualifications:
- Master’s degree (or equivalent experience) in Law, Social Sciences, Development Studies, or a related field.
- Minimum 5 years of demonstrated experience in organizational development, capacity building, and policy development for local-level registered organizations, preferably OPDs, SHGs, or women-led organizations.
- Proven track record in developing constitutions, bylaws, policies, strategic plans, and operational manuals.
- Strong knowledge of organizational registration processes and legal compliance requirements in Nepal.
- In-depth understanding of disability rights (CRPD), gender equality, social inclusion, and intersectionality.
- Excellent facilitation, communication, and report-writing skills in English and Nepali.
8. Required Documents for Proposal Submission
Interested eligible consultants/firms are requested to submit:
- Cover letter expressing interest.
- Technical proposal (including understanding of the assignment, methodology, work plan, and quality assurance mechanism).
- Financial proposal (detailed breakdown of fees and any other costs).
- Profile/CV of the consultant/team leader and key team members.
- Copy of company/firm registration certificate (with latest renewal).
- Copy of latest tax clearance certificate.
- Copy of VAT/PAN registration certificate.
9. Payment Terms
Proposals will be evaluated per KOSHISH's procurement guidelines. The contract will be awarded to the technically and financially responsive bidder.
Payments will be released in the following installments:
