TERMS OF REFERENCE (TOR) FOR
CONSULTANCY ON
VOCATIONAL TRAINING PROVIDER (TECHNICAL INSTITUTES)-TAILORING (390 HOURS) AS ON CTEVT CURRICULUM
Background: Center for Development and Disaster Management (CDM Nepal) in partnership with Islamic Relief Nepal is implementing “Promotion of Resilience of Poor and Vulnerable Communities of Lumbini Province of Nepal (PRVC)" and Resilient Livelihood of Vulnerable Farmers in Rupandehi District of Nepal (ReLi) projects in Rupandehi District of Lumbini Province. The Project is being implemented in two Municipals i.e., Sammarimai Rural Municipality and Lumbini Sanskritik Municipality.
The project aims for improved well-being, food security, WASH, and resilience among poor and vulnerable households in two Municipalities in two rural/municipality i.e., Sammarimai Rural Municipality and Lumbini Sanskritik Municipality of Rupandehi district that is affected by climate change impacts. This will be achieved through better access to irrigation, developing community productive infrastructure, introduction of climate adaptive and resilient agricultural practices, livestock rearing and market linked alternative livelihoods. Ultra-poor families will be able to enhance their income and improve food security towards better resilience to climate change effect. Further, the project will establish an enabling environment for climate-adaptive actions and investment through evidence based adaptation measures, mainstreaming climate risk mitigation into local Development Planning and improving community access to timely and usable weather forecast to enable community members taking timely and appropriate action to reduce potential losses to lives and livelihoods. The project will improve access to safe drinking water and sanitation facilities for underserved families.
Through this Terms of Reference (ToR), CDM Nepal solicits proposals from qualified individuals with relevant experiences on "Vocational Training Provider(technical Institutes) who are affiliated with CTEVT- Advance Tailoring (390 hours) as on CTEVT curricular' to train small-scale entrepreneurs under the PRVC and RELI project who are belongings from Lumbini Cultural municipality and Sammarimai Rural municipality of Rupandehi district. Tailoring training is essential to small-scale entrepreneurs along with other training and inputs/technical assistance to improve their services and/or assess their efforts against best practice standards. In line with the project objective for sustainable income generation, the project will help small entrepreneurs to start up and revive their businesses.
Objectives of the Assignment
The objective of this TOR is to engage a qualified trainer with co-trainer to conduct a training program on the Tailoring program. The training program will be targeted at entrepreneurs and small business owners who are looking to start or improve their businesses.
- Conduct Tailoring training based on CTEVT manual to training participants.
- Facilitate to develop the individual business plan as per the beneficiary's interest, with details of material support required, in the business startup.
- To enable the selected beneficiaries to start and grow their enterprise
- Proper tailoring with relevant and appropriate skills and will continue as their major source of livelihood.
- Aware about different type of tools and materials related to Tailoring works.
- Repair and maintenance various types of accessories.
- Each Trainees will be certified with the skill test of level one from National Skills Test Board (NSTB) under CTEVT.
METHODOLOGY OF THE TRAINING:
Methods of training:
- Lecture and visual sessions.
- Group exercises.
- Practical sessions.
- Participatory and action learning methods.
- Certification of Skills test of Level one from NSTB.
- Technical institute may offer additional training methodology as per their requirement (mandatory)
Scope of Services Tasks and Activities to be completed
The training program should cover the essentials of tailoring, including techniques for cutting, stitching, and finishing. Participants should learn how to create garments and other textile products using upcycled materials. The consultant/firm shall design and deliver a training curriculum that covers the following topics:
- Advanced tailoring techniques, including pattern making
- Provide hands-on training to the beneficiaries, using a combination of lectures, demonstrations and practice sessions
- Assist in the development of a business plan, including identifying potential markets and pricing strategies
- Preparation for the sessions, resources and submission the session to CDM Nepal prior to training.
- Execute pre and post-test evaluation of the participants.
- Facilitate the training program as lead facilitator with support from co-facilitator in 1 places at once in parallel during Sept/Oct, 2023.
- The consultant/firm should ensure that the task is completed within 2 month duration in total
- Responsible for collection and preparation of training materials required for the training.
Outputs/Deliverables
The following deliverables are expected from the consultant in due process of the assignment:
- A detailed training curriculum and lesson plan
- Training materials and equipment, as needed
- Introduce new and innovative products that may be created using waste textile material as per market trends focusing on product diversification.
- The training should ensure that the final product would have an improved quality and finishing.
- Explain the elements of costing and pricing of the final product.
- Training materials from the consultant and a combined training completion report
Training location
The training should be organized in the project implementation palikas Lumbini Sanskritik Municipality and Sammarimai Rural Municipality of Rupandehi District. 1 batch of the training should be conducted at local level palikas. The training location in the palikas will be defined later after consultation with project team.
CDM will be responsible for the following tasks:
- Provide the trainees for the advance trailoring training from the targeted palikas.
- Support to consultant/consultancy firm finalize the training content and methodology
- Participate in the consultative process as per plan and when required
- Facilitate the administrative process from CDM side if required.
Reporting Line
The service providers (vocational training institutes) will report to Project Coordinator of PRVC and RELI Project under CDM Nepal. .
Timeframe
The training should be completed of 390 Hours/batch within 2 months ( 1 batch of the training at once with 20 people per batch). The training dates will be confirmed mutually after consultation with vocational training institute.
MINIMUM REQUIREMENTS FOR TRAINING INSTITUTE:
- Legislative documents (Registration, PAN, Affiliation document, Tax clearance certificates)
- At least 3 years of experience in delivering vocational trainings- specially in Advance Tailoring
- Certified training institute from CTEVT and Nepal government
- Availability of infrastructures and training equipment’s as stated by CTEVT for training institute.
- Capacity to present the content in clear and straightforward to the targeted participants.
- The supposed trainer must be (speaking and listening) familiar on Local language Awadi, and Hindi.
Payment Schedule
- 30% upon both parties’ agreement
- 70 % after completion of training and submission of final report
Budget plan
Consultant will be evaluated based on the following:

TERMS AND CONDITIONS:
a. Technical Institute
Documents to be submitted By Institute:
- Detail technical and financial Proposals should be submitted with budget breakdown and timeframe
- Registration and affiliation document.
- VAT registration certificate
- Agreed time sheet of all involved consultants or CVs upon completion of project – signed by vocational and technical institute and Project Coordinator-PRVC project.
- Detailed work plan – agreed by vocational and technical institute and Project Coordinator-PRVC project.
- Detailed budget sheet with breakdown – agreed by vocational and technical institute and Project Coordinator-PRVC project.
- Actual invoices to claim for expenses as per mentioned in the contract.
- Tax clearance certificate 2079/80
- Contact detail (Name, designation, organization, email ID and phone no.) of 2 referees
b. CDM Nepal
- CDM Nepal reserves the right to fully or partially cancel the bid and is not bound to any legal claim in this regard.
- Trainees will be treated as right holders till the end of training and CDM and IRW team may visit for monitoring at any time during the training.
- Final Payment will be released after approval of submitted final training’s report.
