Terms of Reference for Conducting Mason Training for (semi) Skilled Masons in Siraha and Saptari
1. BACKGROUND
Koshi Victim’s Society (KVS) and Nepal Red Cross Society (NRCS) Siraha through SAKSHAM project are supporting the vulnerable communities in Siraha and Saptari for strengthening their resilience to disasters. The project is closely working with the communities, local governments, and stakeholders for strengthening disaster preparedness, response and recovery capacities.
As a part of the project, KVS and NRCS Siraha intends to conduct 7 events of mason training for the (semi) skilled masons in the two districts to enhance their capacities in construction of earthquake resilient building techniques. For this, NRCS invites proposals from individuals or firms to facilitate the mason trainings. The trainers have to conduct 4 trainings in Saptari, one each in Saptakoshi, Kanchanrup, Hanumannagar Kankalini and Tilathi Koiladi municipalities and 3 trainings in Siraha, one each in Karjanha, Kalyanpur and Siraha municipalities.
2. OBJECTIVES AND SCOPE OF WORK
- To conduct 7 events of mason trainings as per the curriculum developed by DUDBC and NSET. (https://www.nset.org.np/nset2012/index.php/publication/publicationdetail/pubfileid-239/pubid-17/type-Recent )
- To evaluate the participants performance, carry out skill test and prepare completion report of the mason training.
3. SCOPE OF WORK
- The successful individuals or firm should be able to conduct the trainings as per the standard curriculum and methodologies for (semi) skilled mason working in the target municipalities.
- At least two events of the trainings should be carried out simultaneously.
- KVS Saptari and NRCS Siraha shall manage all the logistics for the participants, materials and other supports required for the training. Interested individuals or firms should facilitate the trainings at those sites.
- The successful individuals or firm should provide details of the materials required for the trainings, conduct pre and post training assessment and submit report on the trainings completed.
Trainers Qualifications and Experience
All the trainers/resource persons proposed for the assignment should have academic qualification of at least Bachelors in civil engineering, received ToT of Mason Training or Training For Instructors (TFI) Course and experienced in facilitating mason trainings.
Interested individuals or firms should propose human resources time and responsibilities to comply with the standard procedures of conducting mason training as per DUDBC guidelines.

The proposed budget should be valid for a minimum of 90 days.
Time Frames
The estimated time for the start of the training is 10th April 2022 and the proposal should be planned accordingly. It is suggested to conduct at least 2 events of the training simultaneously. However, the consultant is free to plan the training events to make it most price competitive.
Payment Procedures:
The successful bidder will be provided 40% of the total cost as advance and the remaining 60% will be provided after successful completion of the assigned as per the scope of work.
All the applicable taxes will be deducted as source or as per the policy of the Government of Nepal.

- Company registration certificate
- Tax clearance certificate
- Detailed technical proposal describing the experiences and expertise of the individuals or firm, methodology and timeframe.
- Detailed financial proposal clearly stating all the applicable costs for conducting the training.
- CV and mason training ToT certificates copy of all the human resources proposed.
