Develop HCGN Organizational Strategy for 10 year

1. Introduction:

Himalaya Conservation Group Nepal (HCGN) is a non-governmental, non-profit organization established and registered in September 2012 in Kathmandu. It is dedicated to promoting conservation issues in Himalaya based on scientific research, findings and bridging this information for policy advocacy and betterment of community. Being an emerging organization in the sector of climate change and Disaster Risk Reduction HCGN started its meaningful journey from 2015 only. Based on the experience gained from completed projects and our interactions with donors and stakeholders, there is a compelling need for us to formulate a long-term strategy to advance in our sector. We aim to develop a sound and forward-thinking strategy to guide our organization's growth and impact over the next decade.

Himalaya Conservation Group Nepal invites proposals from experienced and qualified consulting firms or individuals to support in the development of a comprehensive organizational strategy for the next 10 years.

2. Objectives:

The primary objectives of this consulting service are as follows:

  • To engage in a collaborative effort with the HCGN Board and program team to develop a 10-year organizational strategy in harmony with our mission, vision, and objectives.
  • To pinpoint essential strategic priorities and initiatives aimed at accomplishing our long-term objectives.
  • To furnish a comprehensive roadmap encompassing precise action plans, timelines, and performance indicators for ongoing monitoring.

3. Scope of Work:

The consulting firm's scope of work will include, but is not limited to, the following:

  • Conduct a thorough analysis of our organization's internal and external environment, including strength and weaknesses.
  • Facilitate strategic planning workshops and meetings with our board and program team and key stakeholders. (HCG will support the logistics for the workshop)
  • Develop a comprehensive 10-year organizational strategy document in English language.
  • Define key performance indicators (KPIs) and a monitoring and evaluation framework.
  • Provide guidance on resource allocation and budgeting for strategy implementation.
  • Clearly set the organization’s priority areas/sector for the next 10years and various strategies to ensure the long-term financial sustainability of the organization like fundraising, diversification of income sources, identify potential Donors.
  • Improvement on the organization ability to create meaningful and sustainable impacts in its target area or community with a proper sustainability plan.  
  • Develop Vision, Mission and Goal of the organization connecting with strategy and plan of the organization.

4. Deliverables:

The consulting firm will be expected to deliver the following:

  • A detailed project plan outlining the timeline and milestones for the engagement.
  • An inception report detailing the proposed approach and methodology.
  • A comprehensive 10-year organizational strategy document (reflecting strategies on governance and management, program development and implementation, fundraising, coordination and networking, knowledge management and documentation, Monitoring and Evaluation etc.).
  • Key performance indicators (KPIs) and a monitoring and evaluation framework.
  • Resource allocation and budgeting recommendations.
  • A communication/action plan for the strategy's rollout.

5. Timeline:

The anticipated timeline for this consulting engagement is one month. The consultant is expected to submit a final organizational strategy document no later than 30 November 2023.

6. Budget:

Interested consulting firms are requested to provide a detailed cost proposal, including consulting fees, expenses, and any other associated costs.

7. Proposal Submission:

All proposals must be submitted electronically to procurementhcgorg@gmail.com later than 6 November 2023.

8. Skills and Qualifications 

  • Master’s degree in in management, social science, public administration, public finance, business administration or any related field.
  • Experience of developing strategic plan, organizational development plan and policies of NGOs 
  • Prior consulting experience whether independently or with a consulting form,
  • Expertise in organization development plan and strategies planning methodology and framework such as SWOT analysis.
  • Ability to facilitate strategic planning, organization development plan processes like conducting stakeholder focal Group discussion, interview, workshop and key informative interview etc.
  • Strong analytical abilities to assess and NGO’S current situation, identify key issues in Nepal.
  • Excellent verbal and written skills both English and Nepali language
  • Good knowledge in project management and organizational management
  • Familiarity with grant writing and fundraising strategies can be beneficial.  
  • Ability to take initiative and work independently as well as part of a team

9. Selection Criteria:

The consulting firms or individual consultants will be evaluated based on the following criteria:

  • Prior experience in developing organizational strategies, especially for NGO
  • Expertise of the consultant team in strategic planning and facilitation.
  • Understanding of the organization's mission and values.
  • Proposed approach and methodology.
  • Cost-effectiveness and value for money.
  • Matching skills and qualifications mentioned above.
