Job Description: Senior Monitoring, Evaluation, and Learning Officer

Position: Senior Monitoring, Evaluation, and Learning Officer (Sr. MEL Officer)

Line Management Report To: Senior Program Coordinator- Eastern Regional Office- Dharan

Technical Report To:    Monitoring, Evaluation and Learning (MEL)  Team Leader, Central Office.

Duty Station: One Heart World-Wide (OHW) Eastern Regional Office- Dharan with frequent field visits

Purpose of the Position:

The Senior Monitoring, Evaluation, and Learning Officer is responsible for the oversight of the monitoring, evaluation and learning related work of the eastern region operation. This position will provide strategic information for the planning and implementation of OHW’s Network of Safety for Women and Newborns. He/she will visit program sites frequently to collect required information and monitor various interventions. This position reports to the Senior Program Coordinator for day-to-day work and to the Monitoring, Evaluation and Learning Team Leader at Central Office for technical works. Senior Monitoring, Evaluation, and Learning Officer's main responsibilities include but are not limited to:

    • Ensure timely and regular reporting from the districts, review reports and provide necessary feedback for the quality and complete reporting from the districts as per prescribed format
    • Prepare summary reports based on analysis of districts data and report  on monthly, quarterly and annual basis
    • Track program progress against established standards, identify gaps on time and communicate with concerned staff with possible solutions
    • Update, analyze and prepare report about maternal and neonatal health services and mortality status of the program districts regularly 
    • Contribute to design and update OHW database in close coordination with center, region and district team
    • Coordinate and work with concerned government offices to improve quality of service statistics and implementation of e-recording and e-reporting
    • Conduct field visit for monitoring of OHW interventions' and support district team for recording and reporting 
    • Collect, compile and analyze information of all interventions of OHW including specific projects like Solar Suitcase, RUSG, Phototherapy, Supply Chain and quality improvement process 
    • Implement available measures including routine data quality assessment to ensure quality of data 
    • Support in program planning by providing high quality data and information
    • Support in design and implementation of studies including baseline and end line
    • Support MEL Team Leader to implement and strengthen monitoring, evaluation and learning system of OHW
    • Support to organize and conduct training and capacity building session on MEL and MIS for project staffs
    • Document and share the lessons learned from field monitoring and analysis of data in order to progressively improve the quality of OHW interventions
    • Perform other program/MEL related duties assigned by the supervisor and needed for the program

Job Specifications (minimum job requirements):

Academic qualifications and work experience: 

  • Master’s degree in public health or related field
  • Minimum of five years of progressively professional experience in program monitoring, evaluation and learning role.

Skills and Abilities

  • Excellent analytical skills and the ability to summarize information in a clear and concise manner
  • Excellent knowledge and skill on research design and implementation 
  • Ability to create organizational work plans based on mission, vision and goals
  • Strong organizational skills in order to balance competing priorities
  • Ability to work independently to efficiently meet deadlines
  • Strong interpersonal skills.
  • Excellent computer skills, including word processing, spreadsheet, GIS and statistical software like STATA, SPSS, Epi Data etc
