1. Position: Senior Program Officer-1,

Location: Project Office Surkhet

FIAN Nepal invites applications from highly qualified and motivated individuals for the position of Senior Program Officer, based at the Project Office in Surkhet. The Senior Program Officer will be responsible for leading and overseeing the planning, implementation, monitoring, and evaluation of community-based programs, strengthening community networks, and promoting people-led advocacy for the Right to Food (RtF). This position requires a dynamic and results-oriented professional with proven experience in people management, community mobilization, program management, and stakeholder engagement, who can ensure high-quality, transparent, and accountable delivery of FIAN Nepal’s projects in alignment with organizational policies and standards.

Key Responsibilities:

  • Ensure overall project planning, implementation, monitoring, and reporting; ensure efficient resource utilization, financial accountability, and transparency in project operations.
  • Lead community empowerment and transformation processes by facilitating training, mentoring, and coaching for community groups and field staff.
  • Promote people-led advocacy and Right to Food (RtF) campaigns through evidence-based advocacy, public hearings, and social audits.
  • Ensure quality, transparency, and accountability in program implementation in line with project documents and FIAN standards.
  • Facilitate the formation and strengthening of palika-level networks and coordinate with local municipalities and stakeholders.
  • Conduct regular monitoring, review, and reflection meetings to assess progress and identify areas for improvement.
  • Maintain strong communication and coordination with local governments, CSOs, networks, and other key stakeholders.
  • Lead the preparation of periodic work plans, reports, and documentation in coordination with the project and finance teams.
  • Facilitate training sessions, workshops, and community interactions with government bodies, CSOs, and community networks to strengthen capacity and advocacy skills.
  • Provide mentoring, coaching, and performance evaluation support to subordinate staff, ensuring continuous learning and professional growth.
  • Manage subordinate staff (Program Officers) to ensure effective team performance and accountability.
  • Liaise and represent FIAN Nepal at province and municipality levels; build strategic partnerships with government institutions, networks, CSOs, and other stakeholders.
  • Ensure efficient use of project resources, maintaining compliance with organizational policies and donor requirements.
  • Foster a positive and inclusive working environment; strengthen teamwork, uphold organizational values, and maintain constructive relationships with colleagues and partners.
  • Ensure compliance with FIAN’s mission, values, and code of conduct; carry out additional responsibilities as assigned by the Line Manager and Executive Director.

Qualification and Experience:

  • Master’s Degree in Management, Natural Resource Management, Agriculture, Social Studies, Rural Development, Law, or a relevant field.
  • Minimum Seven (7) years of progressively responsible experience in a senior-level position within the development sector.
  • Proven experience in people management, community mobilization, team building, concept note/proposal writing, monitoring, evaluation, and reporting.
  • Strong strategic thinking, commitment, and a learning-oriented attitude, with the ability to work independently or collaboratively under minimal supervision.
  • Proficiency in computer applications and knowledge of financial/budget practices.
  • Excellent communication, coordination, and report-writing skills in both English and Nepali.
  • Willingness to travel frequently to project areas and ability to work both independently and as part of a team.

2. Position:  MEAL Officer-1, 

Location: Project Office Surkhet

FIAN Nepal invites applications from highly qualified and motivated individuals for the position of MEAL Officer, based at the Project Office in Surkhet. The MEAL Officer will be responsible for overseeing monitoring, evaluation, accountability, and learning (MEAL) activities to ensure effective tracking of project performance, outcomes, and impact. This position requires a dynamic, results-oriented professional with strong data management, analytical, and documentation skills, who can support evidence-based decision-making, strengthen M&E systems, and contribute to the organization’s transparency, accountability, and learning processes.

Key Responsibilities:

  • Monitor and evaluate the project’s progress by implementing and overseeing the monitoring and evaluation system to track performance and outcomes.
  • Support project planning by working closely with the project team to design, develop, and communicate key strategies with stakeholders.
  • Prepare and produce periodic progress reports to update key stakeholders on the project's status, challenges, and achievements.
  • Coordinate and conduct key MEAL activities such as baseline surveys, mid-term assessments, end-line evaluations, annual outcome mapping, and performance reviews.
  • Ensure accurate data collection and analysis, and support the development of a comprehensive Monitoring and Evaluation system for effective database management and reporting.
  • Develop appropriate tools, formats, and reports to streamline data collection, ensure quality control, and support evidence-based decision-making processes.
  • Disseminate monitoring and evaluation data and reports to stakeholders, and ensure proper communication of findings to enhance transparency and accountability.
  • Collect and document case studies and best practices related to the right to food and share them with relevant stakeholders to promote learning and advocacy.
  • Assist the Project Manager in compiling, analyzing, and presenting monitoring and evaluation findings, including finalizing and submitting six-monthly and annual narrative reports to donors.
  • Produce high-quality reports, publications, and bulletins that communicate key findings, project progress, and lessons learned.
  • Establish and maintain strong working relationships with FIAN Nepal staff, project partners, and other stakeholders to foster collaboration and facilitate the implementation of MEAL activities.
  • Support the team in capacity-building by facilitating training and workshops on M&E tools and processes to improve overall understanding and effectiveness of M&E efforts.
  • Ensure compliance with FIAN’s mission, values, and code of conduct, and contribute to creating a positive and inclusive work environment. Contribute to other project-related tasks as assigned by the line manager, demonstrating flexibility and a proactive attitude.

Qualification and Experience:

  • Bachelor’s degree in Development Studies, Social Science, Agriculture, or a related field.
  • Minimum five (5) years of progressively responsible experience in a similar position within the development sector.
  • Proven experience in proposal development, results framework design, database management, and M&E systems.
  • Strong facilitation and analytical skills, including experience with M&E tools and IT systems (e.g., KOBO, and other monitoring tools).
  • Excellent communication, coordination, and report-writing skills in both English and Nepali.
  • Willingness to travel frequently to project areas and ability to work both independently and as part of a team.
