The Danish Red Cross (DRC) has a longstanding partnership with the Nepal Red Cross Society (NRCS) having worked closely with them for more than 30 years, including in response and recovery, as well as in the delivery of community preparedness, disaster risk reduction (DRR), and health. The DRC Nepal Country Strategy 2022-2025 focused on, i) Emergency preparedness and response, ii) Inclusion in DRR, iii) Climate-smart solutions, and iv) Strategic advocacy and engagement with authorities.

Since 2022, under the strategic direction of the Country Manager, the DRC Country Office has embarked on ambitious plan to expand and diversify its funding base. This is as an effort to maintain as well grow the position of DRC as a leading actor in support of the NRCS as an integrated member of IFRC, but also within the broader humanitarian-development community in Nepal. To do so necessitates increased focus on external partner engagement, branding, communications, as well as upholding the utmost quality assurance of the existing programming being implemented with support from key donors. This requires specialised human resources dedicated to the task to ensure successful delivery.

Job purpose

The Senior Partnerships and Quality Assurance Officer will be based in the DRC Country Office (CO) which is an integrated part of the IFRC in Nepal and located in Kathmandu. They will work under the supervision of the DRCs Country Manager, but in liaison technically with other members of the CO, the Eurasia Regional Officer, and Global Partnerships unit in Copenhagen. Technical reporting line will be to the DRCs Project Design Specialist based in its Regional Office.

The Senior Partnerships and Quality Assurance Officer will be responsible under the guidance of the Country Manager for the identification of stakeholder mapping, project idea creation, development of concept notes and proposals as well as managing of internal processes for fundraising based on the broader ambitions, priorities and needs of the DRC CO. They will act as a support to the Country Manager in external engagement with key donors and partners to strengthen relationships with them, including ensuring they are kept engaged and informed of the work being done by DRC in Nepal.

The Senior Partnerships and Quality Assurance Officer will be responsible for providing support to members of the DRC CO on all aspects of Planning, Monitoring, Evaluation, and Reporting (PMER) and Learning, and ensuring of accountability in terms of donor compliance and regulations. There will be specific focus on the program supported by DG ECHO (“the “STRONG in DRM” action”), but they will work in a matrix manner to offer support where there is a need to on other DRC programs.

They will work closely with Communications counterparts in the DRC CO, Regional Office and as needed IFRC Country Delegation to create communication products, and externally orientated that demonstrate the impact of the work being done with NRCS. This will include developing case studies, testimonials, and content suitable for internet and SoMe accounts.

There is an expectation that they will contribute actively to building the capacity of the DRC CO staff and NRCS counterparts on donor compliance and regulations, as well as PMER and Learning as identified a need to. As required, they will be called to travel to areas where DRC is supporting programming, but also other operations (as required).

Job duties and responsibilities

PMER and Learning (40%)

  • Support the responsible Program Coordinator with the development of implementation plans.
  • Together with technical staff and in consultation with HQ matrices, create, and manage a PMER and Learning system for the DG ECHO funded program, and ensure routine monitoring against agreed indicators. 
  • Support NRCS in developing appropriate monitoring and reporting tools for DG ECHO funded programming.
  • Coordinate the preparation of reports for DG ECHO (interim and final), as well as provide QA on reports to other donors supporting DRC programming.
  • Support the development of research methodologies and tools for data collection (assessments, surveys etc.)
  • Ensure that all assessment processes are followed including supervision, internal review, end line survey and final evaluation or lessons learnt workshop.
  • Analyse emerging risks to the implementation of the programs and communicate these to the responsible Program Coordinator.
  • Coordinate with NRCS to ensure that monthly, quarterly, and annual reporting is submitted on time and to the expected quality. 
  • Ensure that all DG ECHO reporting requirements are met including writing and editing programme updates and reports and provide QA for all other donor reporting prior to submission to HQ.
  • Develop Standard Operating Procedures for development of applications and donor reporting for the DRC CO. 
  • Support the responsible Senior Officer with the documentation of learning, and evidence on the DG ECHO funded program.
  • Coordination and oversight of baselines, reviews and evaluations of the DG ECHO supported program, and other DRC supported programs as needed. This can include ToR preparation for, and management of, programme surveys (e.g. baselines), special studies as technical assistance needs arise. 
  • Assist the Country Manager and responsible Program Coordinator with the preparation of informal updates and situation reports at the outset of an emergency/disaster.

Partnership and Resource Mobilization (40%)

  • Support assessments, research, project idea development, concept note, and project proposal writing based on needs and opportunities aligned with Country Strategy.
  • Coordinate proposal development for DG ECHO using the Single Form, as well as the preparation and submission of any Modification Requests required.
  • Assist the Country Manager in stakeholder mapping, identification of potential funding opportunities, and initiate development of applications. 
  • Build and strengthen donor relations together with the Country Manager to ensure regular dialogue with DG ECHO, EU Delegation, Danish Embassy, Danish companies and other RCRC partners. This includes the creation of engagement plans and strategies, convening of events and meetings.
  • Manage the Partnership and Resource Mobilization Plan (PRMP) for the DRC CO in consultation with the Country Manager, and Deputy Head of Region. 
  • Continuously monitor the donor landscape for upcoming calls for proposals or opportunities for new partnerships with relevant actors. 
  • Coordinate with DRC Global Partnerships on funding requirements for the DRC CO in consultation with the Country Manager and initiate applications as relevant and agreed.
  • Support the preparation of Go-No Go papers for decision making to initiate applications.

Coordination and Communications (15%)

  • Work closely with relevant technical staff to create communications products (audio-visual material, capacity statements, case studies, testimonials, etc.) that support the positioning of DRC on specific thematic areas where it is enacting shared leadership, as well as contributing to the development of communications plans.
  • Develop content for sharing on the DRC CO SoMe (LinkedIn and Twitter) accounts.
  • Develop long form case studies to be shared with HQ and published on DRC international website and the intranet.
  • Represent the DRC in the absence of the Country Manager in coordination and consultation meetings with key donors.
  • Support the Country Manager strengthen relationships with Danish INGOs, the Danish Embassy, and Danish companies based in Nepal. 
  • Contribute to advocacy efforts with key donors to ensure the prioritization of DRC interests in financing instruments, plans, and strategies. This includes contributing to the preparation of position papers to DG ECHO, European Union, and other key donors.

Technical assistance and capacity building (5%)

  • Support NRCS with the facilitation of training/workshops on PMER and Learning, as well as on donor compliance, standards, and regulations
  • Provide technical guidance to DRC CO and NRCS on donor compliance, standards, and regulations.
