The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. Background
The Nepal Red Cross Society (NRCS) in collaboration with the IFRC Danish Red Cross (DRC) has been at the forefront of building resilient communities by addressing the humanitarian consequences of climate change. With decades of experience in disaster preparedness, early warning systems, and community-led response, the partnership has consistently introduced innovative, inclusive, and locally anchored approaches to mitigate the increasing risks posed by climate-related hazards.
In recent years, NRCS and IFRC DRC have scaled up anticipatory action, strengthened health resilience, enhanced youth engagement, and improved coordination with local governments to strengthen disaster risk management (DRM). Despite these efforts, the intensifying impacts of climate change continue to challenge the adaptive capacity of communities, institutions, and service systems—demanding more evidence, dialogue, and action.
1. Purpose, Theme and Audience
Purpose:
The purpose of this consultancy is to produce a series of four high-resolution (4K) short video documentaries, each ranging from 2 to 3 minutes, that showcase the real-life impacts of climate change on different sectors of society in Nepal. These videos will highlight how communities, youth, local governments, and health systems are affected by climate-related challenges, and how they are responding with resilience and innovation.
The videos will serve as powerful advocacy tools to raise awareness, inspire action, and support policy dialogue at local and national levels, while also strengthening the visibility of NRCS and DRC’s ongoing climate work.
Video themes
- Climate Impact on Communities: Focus on how climate change is disrupting livelihoods, everyday life, and local preparedness efforts for disasters and risks.
- Youth as Climate Change Agents: Focusing on the impact of climate change on young people’s lives and futures, including mental health, education, and employment.
- Climate and Government Disaster Risk Management (DRM) Capacity: Focusing on how climate-related disasters—such as floods, heatwaves, and droughts—are placing increasing pressure on local and national disaster risk management systems and the importance of addressing these gaps and limitations in the current capacities and the role of Red Cross in this
- Climate and Health: Focusing on effects of climate change on public health, e.g. rise in non-communicable diseases (NCDs) and Mental Health (MH) challenges etc due to increase in temperature.
Audience:
- National and local government authorities involved in DRM and climate resilience.
- Humanitarian actors, donors, and Red Cross partners seeking scalable, community-based climate strategies.
- Broader public audiences for awareness and mobilization.
2. Methodology
- Consultation meetings with the DRC and NRCS team to gain a deeper understanding to of the video topics.
- Prepare a detailed work plan, schedule and timeline.
- Develop and finalize scripts and ensure feedback are incorporated from RCRC team.,
- Field filming including interviews, b-roll of affected communities, youths and youth networks, local government efforts, and Red Cross interventions or as demanded by the topic.
- Subtitles for the video.
- Drone footage (where applicable) to illustrate environmental degradation, flood plains, or community landscapes.
- Consent forms and adherence to ethical and GDPR-compliant filming protocols.
- Use creative techniques and effects to make the visuals more engaging and informative.
3. Roles & Responsibilities
- Consultant/production team will be responsible for script, filming, editing, subtitling (English/Nepali), sound design, and color correction of all four videos.
- Consultant/production team will be responsible for ensuring all individuals filmed have signed GDPR consent.
- The consultant is responsible to ensure the selection of skilled team members and deliver quality final products.
- The consultant is responsible for ensuring that all deliverables are delivered on the agreed timeline.
- NRCS and DRC will support coordination and provide necessary facilitation during field visits.
4. Tentative Schedule
Pre-production, Planning & Script: Within 1 week of consultant onboarding
Field Filming: June 15, 2025
Post-production & Final Deliverables: Within 3 weeks of field deployment
5. Skills and Requirements
- Minimum 4 years of professional experience in documentary filmmaking (preferably humanitarian or development sector).
- Proven ability to work in rural field conditions with cultural sensitivity.
- Experience covering climate-related stories in Nepal.
- Strong storytelling, editing, and visual narrative skills are essential.
6. Final Deliverables
- Inception report: A detailed plan outlining the overall approach, key messages per video, shooting schedule, locations, and initial script drafts.
- Scripts for four videos: Approved narrative scripts for each of the four themes, including voice-over lines and interview prompts where applicable.
- 4 videos: 4K resolution, 2:00–3:00 min length each, subtitle in English, Sign language, appropriate background music and Graphics (if necessary), Branding elements - NRCS/DRC logos, intro/outro slates.
- Consent: Signed and dated GDPR-compliant consent forms for all individuals visibly featured or interviewed in the videos.
- All raw, unedited footage and supporting B-roll (clearly labelled) handed over for potential future use by NRCS/DRC.
7. Financial Proposal
Submit a financial proposal in NPR, with a detailed breakdown of cost and its related activity.
8. Travel allowance
The IFRC DRC will cover all travel and accommodation costs as per actual basis & per diem will be provided as per IFRC policies. Therefore, it should not be part of the financial proposal.
9. Required documents
Interested organizations or individuals should submit the following documents:
- Acknowledgement of ToR. (Please attach the signed copy of these Terms of Reference with your offer.)
- The CV of the consultant/team member. Only include the ones who will be directly involved in this project.
- Business Registration (If applicable)
- VAT Registration (If applicable)
- Latest tax clearance certificate (If applicable)
- VAT or PAN number
- Relevant work samples. If possible, videos from the humanitarian field.
- A financial proposal with a cost breakdown inclusive of all applicable VAT/tax.
- Technical proposal
- Accompanied by a tentative work plan, including working days for main activities and milestones.
- A document presenting the consultancy team.

11. Intellectual Property:
All edited videos and source files will remain the property of the Red Cross. The video editors must transfer all rights upon submission of the final deliverables and agree not to use the footage for any purpose outside this project without prior permission.
12. How to apply:
