Organizational context (where the job is located in the Organization)

Reporting to the Canadian Red Cross (CRC) Health Programme Manager (HPM), the Senior Health Project Officer (SHPO) (maternity cover) is the CRC staff in Nepal responsible for CRC’s project management and technical support to Nepal Red Cross Society (NRCS) health programming based on NRCS, Red Cross Movement and CRC strategy and priorities. The SHPO will coordinate with the HPM to ensure that CRC programs are implemented efficiently and effectively, framed by CRC vision 2025 and CRC’s commitment to deliver in the Last Mile.

CRC partnerships in Nepal began with the arrival of the CRC health ERU (Field Hospital) in response to the April 2015 EQ. CRC supported NRCS, and the Red Cross Movements (RCM), in the emergency response as well as the integrated recovery programming of NRCS, the Earthquake Response Operation (ERO) and COVID response since 2020. Localization, partnerships, and collaborations are at the core of CRC’s program delivery in Nepal. 

CRC is committed to support NRCS’s long-term health programs with a vision to build the institutional capacity of NRCS within Nepal’s national health system. CRC and NRCS also partners with the Ministry of Health and Population (MoHP) at national, its entities at province and local level to deliver long-term health-related programs.

CRC has been working closely with NRCS to support health programming based on NRCS priorities and engagement with Red Cross Movement (RCM) partners (IFRC, ICRC and PNSs). The Senior Health Project Officer will be based in CRC Country Office in Kathmandu with regular missions to program areas.

Job purpose

The Senior Health Project Officer (maternity cover) will support the HPM and the NRCS in implementation, monitoring and reporting of the CRC funded project (Comprehensive Community based Health Program (CCBHP)) as per project documents; log frame; performance measurement framework, budget, action plans; NRCS policies; national guidelines and donor requirements. The SHPO will provide technical support and actively work jointly with NRCS to achieve the projects goals to improve the health and well-being by increasing the quality of health services in communities and health facilities. The SHPO will also support the HPM to design new projects and programs based on requirements. 

The SHPO will work with the CRC Office and reports to HPM of the Canadian Red Cross Nepal Office. The SHPO will work with the Senior Finance Officer (SFO) to prepare, review, and finalize project budgets and reports as per the requirement.

Job duties and responsibilities

Project Responsibilities

  • Coordinate and provide technical support to the NRCS team to implement CRC supported health projects (CCBHP, localization Innovation Fund (LIF), and other pipeline projects. 
  • Assist the HPM to ensure the project implementation is in line with the programme/project documents, agreements, log frame, budget, and monthly, quarterly, and annual plans.
  • Support NRCS to prepare project quarterly and annual narrative and financial reporting and budget forecast.   
  • Ensure that programme activities operate within the policies and procedures of NRCS, donor and comply with all relevant legislative and professional standards.
  • Support NRCS to develop strategies and implementation plans ensuring consistent application of Community Engagement and Accountability (CEA), Gender Equity and Social Inclusion (GESI), PGI (Protection, Gender, and Inclusion) and Child Protection policies
  • Strengthen accountability to beneficiaries and ensure each stage of activities considers gender, diversity, and vulnerable group as per NRCS guidelines.
  • Support HPM and NRCS to write fund raising concept note, proposals on different thematic areas such as Non-Communicable Diseases prevention and control, Climate Change and health, Community Based Surveillance, addressing impact of Covid 19, pre hospital care services, building community health resilience etc. based on the priority of NRCS.   
  • Develop the capacity of the Nepal Red Cross Society health program team in health program management including assessment of needs, planning, implementation, reporting etc. 
  • Provide technical support to NRCS to conduct projects baseline survey, mid-term review, end line survey (developing tools, methodology, analysis, reporting, and dissemination) and prepare the reporting tools and templates as per project workplan.
  • Coordinate with NRCS team to ensure timely and quality and quantitative data collection, data analysis and submission of project reports in standard format.
  • Carry out monitoring visits to project sites together with NRCS team, communicate technical programme performance and advise NRCS and CRC on technical issues that could adversely impact programming.
  • Provide advice and follow-up to NRCS regarding the development and timely submission of narrative and projects reports, updates and communication materials as required in the project. Contributes technically to the review of programme reports with NRCS and programme team.
  • Monitor progress and quality of activities by undertaking regular field visits to project areas jointly with NRCS and provide structured feedback in a way that can improve activity progress and impact.
  • Document good practices, knowledge management, institutional learning, and technical innovations
  • Provide support to NRCS and other relevant stakeholders in research initiatives. 
  • Review the financial reports obtained from NRCS and seek clarification for any anomaly in coordination with SFO

Partnership and Coordination

  • Support to develop and maintain partnerships with the RCRC movement partners, Ministry of Health and Population (MOHP) National Health Emergency Operation Center (NHEOC), National Health Training Center (NHTC), Epidemiology and Disease Control Division (EDCD), Family Welfare Division (FWD), provincial Health Emergency Operation Center (PHEOC), Health Offices, Municipalities as required to support implementation of the CRC supported projects. 
  • Liaises and work in close collaboration with CRC National office project team and advisors and with national and international academic partners as agreed with the Health Programme Manager. 

Capacity Building

  • Support strengthening of capacities of NRCS staff and volunteers through regular interaction, mentoring, formal and informal (on-the-job) training and monitoring.
  • Contribute to the development of NRCS monitoring and evaluation and data systems management capacity, procedures, tools, associated methodologies and key documents to ensure standardization in evaluation and reporting practices.
  • Provide advice and follow-up to NRCS regarding the preparation and submission of programme/project reports.
  • Work directly with NRCS counterpart to enhance adherence to and implementation of the Core Humanitarian Standard, Red Cross Principles, gender equity and social inclusion best practice in disaster contexts.
  • Provide technical support to NRCS counterpart in development of the necessary technical documents.
  • Support NRCS with facilitation of events/workshops as per project needs.

Other Tasks

  • Provide support to NRCS in the event of any disaster and subsequent response operations.
  • Any other tasks specific to this position to be identified and agreed upon by the job holder and line-manager.
  • Represent the CRC with partners, especially on the topic of health as asked by HPM
