Local Initiatives for Biodiversity, Research and Development (LI-BIRD) is a non-profit, non-governmental organization established in October 1995 with its Head Office in Pokhara and Programme Coordination Office in Lalitpur. LI-BIRD is committed to capitalizing on local resources, innovations and institutions for the sustainable management of natural resources and building resilience to climate change for improving the livelihoods of target beneficiaries that includes smallholder farmers particularly women in Nepal.

LI-BIRD, with technical support from DCA, and PIN as a lead organization, is implementing a project entitled “RAIN-Resilience, Adaptation and Inclusion in Nepal”, in Madesh and Lumbini Provinces with the financial support of FCDO/BEK.

Under the RAIN project, LI-BIRD has planned for the sub-contracting on early actions relevant to resilience/adaptation in the targeted core palikas of Madhesh and Lumbini province of RAIN programme. Thus, LI-BIRD invites Request for Proposals from qualified, experienced, and legally registered contractors for the sub-contracting on early actions relevant to resilience/adaptation in the targeted core palikas of Madhesh and Lumbini province of RAIN programme.

The interested applicants are requested to follow the following submisssion guidelines: 

• The applicants must sign in each page of Request for Proposal Form in acceptance of the terms and conditions laid down in the form, failing which it will be presumed that the bidder is not willing to accept the terms and conditions of the tender and will be liable for rejection. 
• Interested applicants are requested to submit the Request for Proposal form along with the annexes including tender guarantee via email to procurement@libird.org. The subject line of the email must be entitled “RfP for Sub-Contracting at Madhesh & Lumbini Province”.
• Interested applicants may submit one, two, three or all ten RfPs for the sub-contracting schemes. 

The submission deadline is 12 October 2025 (Sunday), 5.00 pm. The proposal must be written in the English language. The proposal received after the deadline will not be entertained and considered for further evaluation.

A proposal that does not meet the requirements will be discarded. Proposals that meet the requirements and offer the best value for money will be considered for the further evaluation process. LI-BIRD reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason whatsoever. All the costs associated with preparing and submitting the letter of interest and proposal shall be borne solely by the companies.

The programme will ensure that funds are used solely for their intended purposes and will apply due diligence to verify that bidders can deliver activities impartially and in line with programme objectives; vendors with potential conflicts of interest or affiliations that could affect fair implementation will not be considered.
