LI-BIRD is committed to capitalizing on local resources, innovations and institutions for the sustainable management of natural resources and building resilience to climate change for improving the livelihoods of target beneficiaries that includes smallholder farmers particularly women in Nepal.
LI-BIRD, with technical support from DCA, and PIN as a lead organization, is implementing a project entitled “RAIN-Resilience, Adaptation and Inclusion in Nepal”, in Madesh and Lumbini Provinces with the financial support of FCDO/BEK.
Under the RAIN project, LI-BIRD has planned for the construction of four multi-hazard disaster-resilient safe shelters at Madhesh province of RAIN programme. Thus, LI-BIRD invites sealed Expression of Interest (EoI) and proposals from qualified, experienced, and legally registered contractors for the construction of four multi-hazard disaster-resilient safe shelters in the targeted Core Palikas of Madhesh Province (Siraha Municipality, Kamala Municipality, Rajdevi Municipality, and Balwa Municipality).

The applicants must sign in each page of Request for Sealed Proposal Form in acceptance of the terms and conditions laid down in the form, failing which it will be presumed that the bidder is not willing to accept the terms and conditions of the tender and will be liable for rejection. The EoI document and Request for Sealed Proposal Form should be enclosed in separate envelopes, each superscribed with the name of the document. Both envelopes should then be enclosed in one large sealed envelope superscribed with: 'Construction of Four Multi-Hazard Disaster-Resilient Safe Shelters at Madhesh Province for Rain Programme’. Interested applicants are requested to submit the sealed EoI document and proposals by 11 September 2025 (Thursday), 5.00 pm by hand delivery or courier to either of the following two addresses below:

Interested applicants may submit bids for one, two, three or for all four safe shelters. The proposal must be written in the English language. The proposal received after the deadline will not be entertained and considered for further evaluation.

A proposal that does not meet the requirements will be discarded. Proposals that meet the requirements and offer the best value for money will be considered for the further evaluation process. LI-BIRD reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason whatsoever. All the costs associated with preparing and submitting the letter of interest and proposal shall be borne solely by the companies.
