World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sector. Currently, WVI Nepal has long-term development programmes in Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Jumla, Dailekh, Jajarkot, Kailali, Achham, Doti, Bajhang, and Kanchanpur across six provinces of Nepal out of seven provinces (except Lumbini Province), covering Nutrition Resilience & Livelihood, Inclusive Quality Education and Protection and Community Engagement Sponsorship Program.

World Vision’s Project “Sikai Plus” builds on the previous Sikai project, extending its programming in Rautahat district (while continuing with light touch approach in Sarlahi district. The Gender Equality, Disability and Social Inclusion (GEDSI) and Women Economic Empowerment (WEE) analysis will provide in-depth information to identify key gender issues, inequalities, disabilities, caste and minority ethnic group constraints, and opportunities (including economic) regarding the education of children especially girls, boys and children with disabilities through intersectional approach in two municipalities of Rautahat. The assessment aims to improve project staff and community partners’ understanding of the GEDSI issues in the project areas.

In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur - 13, invites interested consulting firms or VAT registered individuals to submit proposals for a consulting assignment.

Consultancy Service: Gender Equality Disability and Social Inclusion [GEDSI] And Women Economic Empowerment [WEE] Assessment

The primary objectives to be included in the assessment are:  

  • Identify the social construct of the area in terms of gender, ethnicity, caste, religion, age and disability.
  • Identify the harmful gender and social norms for intended project outcomes and interventions, including barriers (institutional, physical, attitudinal, communication) that constrain marginalised groups (such as people with disability).
  • Identify gaps with regards to GEDSI domain of change (including access, participation, Decision making, system and well-being) and make appropriate recommendations for project interventions to inform the project’s theory of change (outcomes, intermediate outcomes, outputs, and activities) linking the findings and recommendation accordingly.
  • Recommendations should address the identified inequalities, exclusion, vulnerabilities, and barriers experienced by women from socially excluded groups (including women /girls with disability) and ensure equitable participation in and benefit from project interventions.
  • Understand the perception of the community towards the education especially for girls and children with disability. 
  • Assess the potential risks of the project activities unintentionally perpetuating or reinforcing inequalities and exclusion and determine strategies for mitigating these risks;
  • Identify existing and emerging constraints that limit women’s access, agency and equitable systems for women economic empowerment.
  • Where relevant, identify key partners and/or allies that can be engaged to support gender equality, disability and social inclusion in government, private sector, and civil society.
  • Rapid care analysis to know women and girl’s workload and care work responsibility. 

The interested Consulting firm/Consultant will have to produce both a technical and a financial proposal based on the Terms of References and submit the WVI Nepal National office,

Interested applicant(s)/firm are requested to submit an expression of interest, including:

  1. Technical Proposal: understanding of the terms of reference, proposed methodology and a time schedule for the assignment.
  2. Financial Proposal: indicative professional fees, travel cost, accommodation and all travel expenses during field work (e.g., vehicle rental), and supplies
  3. Technical Profile: CVs of Lead and team members with three professional referees (for Team Lead)

Expected Qualifications of Firm

World Vision Nepal is looking for a consultant/evaluation team/firm with a minimum of [5] years or more experience with the following expertise, experience and competency 

  1. Have more than 5 years of experience on carrying out assessment, research and studies on Gender Equality, Disability and Social Inclusion and women economic empowerment.
  2. At least Masters’ Degree in Gender studies, social studies, economics or research.
  3. Have strong exposure to the grass-root realities, harmful social norms, power dynamics and other GEDSI and women economic empowerment related issues
  4. Good knowledge in gender-transformative/social behaviour change (SBC) programs that seek to transform gender relations and social norms;
  5. Adequate experience to analyse and conduct qualitative data using PRA tools and demonstrated performance in research data management, analysis and reporting.
  6. Knowledge and understanding on WVI Nepal programme/project model and operational modality would be an added advantage
  7. Has strong experience of conducting similar studies applying Gender Equality, Disability and Social Inclusion (GEDSI) consideration understanding language and context sensitivity
  8. Knowledge and fluency of local language (Bajika/Maithali) of the team members/ researchers is required.

Based on the details outlined above, interested agencies/firms are requested to submit a technical proposal and financial proposal highlighting some review of relevant literature, detailed methodological description, study timeline and team composition.

Along with technical proposal, interested parties are also requested to submit a financial proposal to enable the delivery of the required objectives. The document should have annexed bio-data of the core study team members and a copy of one recently completed work of similar nature for reference.
