Request for Proposal for the final evaluation of SAMAHIT Project (2022 -2025) 

1. Background

KOSHISH is a non-government organization, established in 2008, and working for the promotion of mental health and psychosocial well-being in Nepal. KOSHISH has been implementing the SAMAHIT project in partnership with FELM in Birendranager Municipality of Karnali and Dhangadhi Sub metropolitan city of Sudurpaschim province since 2022. The project aims to mainstream mental health and psychosocial disability in government plans and policies through advocacy by the right holders.

Objectives:

The major objectives of the evaluation are:

• To assess the project's efficiency, effectiveness, impact, and sustainability; and to evaluate toe proejct outcome as outlined in the result matrix and proeject documents.
• Collect credible and actionable information to inform lessons learned and provide practical recommendations for the organization.

Expected qualification and skills for the evaluation team:

• A composition of team members with extensive experience on similar evaluations, preference will be given to those who have prior project evaluation experiences of disability (psychsocial) and advocacy related projects.
• Familiarity with international frameworks such including UNCRPD, Act on the Rights of Persons with Disability and Regulation, Local Government Operation Act  understanding of psychosocial disability related issues and existing gaps.
• Strong understanding and coherence with OECD evaluation principle
• Excellent knowledge of evaluation and data-collection methods
• Excellent English and Nepali language skill, including facilitation skills with the grass root community.  
• Ability to work independently with minimal supervision.
