A. Background
Hilly Region Development Campaign (HRDC) has registered in the District Administration Office, Jajarkot in the year 2055 BS as a non-profit, non-political, non-religious and non-governmental organization with the slogan "Collaboration for Sustainable Development". The organization is carrying out community development works in other districts of Karnali province with Jajarkot as its main working area under the Midwestern Development Region of Nepal. The organization was established with the determination to work in a different way from other civil society organizations and to ensure good governance. Hilly Region Development Campaign (HRDC) is a leading organization for the holistic development of the deprived, marginalized-especially women, children, Dalits, Janajati, people with different abilities and people living in remote areas. It has been conducting various programs in collaboration with development partners (donor agencies). The organization has been supporting livelihood improvement programs and community infrastructure development especially for education, health, child development, public awareness raising, women empowerment, good governance as well as improving the living standards of the mentioned communities. The organization has so far created a significant amount of employment and produced skilled manpower for the nation.
B. Context and rationale
Hilly Region Development Campaign (HRDC) has been implementing Abasar II project with the technical & financial support of Save the Children since January 2023 in three municipalities (Bheri Municipality, Kuse Rural Municipality and Shibalaya Rural Municipality) of Jajarkot district covering 5 wards (Ward Number 1, 4, 5, 6, 10) of Bheri Municipality, 2 wards of Kuse Rural Municipality (Ward Number 5, 7) and 5 wards of Shivalaya Rural Municipality (Ward Number 1, 2, 4 ,5, 6). The project is working with 48 farmer groups covering 720 households, 3 municipal level local child rights committees (LCRC), 12 ward child rights committees (WCRC), 16 schools, targeted to girls and boys, women and men from the most deprived and vulnerable families. This project envisions that the children from the most deprived and marginalized families are educated, protected and their families are economically resilient. As of now, projects have implemented different activities and interventions to break the cycle of intergenerational poverty through education, training, and financial support for deprived and at-risk children and youth. The project focused on empowering children and youth by achieving following outcomes:
- Food security and incomes of poor and marginalized families increased
- Increased school regularity of the children from the poor and marginalized families
- Local government systems and policies are in place for family's economic empowerment and children's education and protection
The video documentation aims to capture the process along with the impact and success of project intervention like Bursary support, Need based support, Vocational Training, Micro enterprise Training, Model school support, Learning and Earning Support, Food security, Market linkage and earning support, system strengthening support and organizational development in different level under different objectives. The video should include the lifecycle approach to end intergenerational poverty; ensuring the holistic inclusion of child/youth/parents. The video should be based on Lived Experiences and not too programming in nature.
C. Objective of this assignment
The objective of this assignment is to
- To develop high quality video (3-5 mins long) documentary capturing the process along with the impact and success of project interventions including individual or family or organization from three project working municipalities of Jajarkot.
- The product will be shared with donor/member to demonstrate the success of the project interventions. And it will also be archived and featured in organizational website and social media platforms as resource material for other similar projects.
D. Services the Supplier will provide:
- Concept and scripts in Nepali
- Field plan and work plan with timeline
- First draft of the video for comments and review
- Second draft of the video for comments and review
- Final video with English subtitles and sign language:
- Financial documents
E. Methodology
The suggested methodology for the assignment has been described below. However, the consultant(s) can propose his/her tools and methodologies as per the scope of the work.
HRDC and SCI will provide overview of the project and provide the consultant with existing information materials and documents related to selected intervention for their review and conceptualization of ideas. The consultant is required to develop a methodology that comprises of work plan, concept, and innovative idea to develop the video. Local culture and practice of Abasar-II project area needs to be reflected on the video. The following is the process involved:
- Review of project document, interventions, best practices, sustainable approaches to conceptualize the idea for the videography.
- Design of the script and story board ensuring reflection of the local culture and context.
- Video shooting in the working areas
- Editing, subtitling and finalization – in close coordination with project and communication focal point
F. Experiences and skill set required
The Consultant videographer is expected to produce videos based on briefs given by HRDC’s project and communication unit during consultation meetings while adhering to the organization’s visual identity guideline.
- Consultant- most have +5 years of working experience in videography, especially in process and learning documentation. Consultant could propose the team for the work.
- Must have prior work experience with international and national development organizations and familiarity with farming community, child education, child protection, parenting care and organizational development /issues.
- Familiar working with adolescent girls and boys, children, young men and women and good understanding of social norms, sociocultural background, geography in context of Jajarkot, Karnali Province Nepal.
- Flexible to travel remote area of working district and acceptance of the feedback from HRDC and SCI’s technical team.
- Proficiency in English and local language.
- Ability to produce quality work within deadline.
- High priority for sustainability phenomena
G. Required Documents:
- CVs of the proposed team members along with organizational experiences supported by documents must be submitted with the application. For firms: copies of firm registration certificate, PAN/VAT registration certificate, 080/81 tax clearance certificate.
- For individuals (Nepali): Copies of citizenship certificate and VAT/PAN registration.
- If an individual is a full-time staff member of another organization, no objection/consent letter signed by the organization head must be submitted along with the proposal.
- Technical & Financial Proposal for the assignment.
- Applications not including all the above information will not be reviewed. Only short-listed candidates/firms will be contacted.
- Link of previous work (Videos, reels, photos etc.) of individual stories, success of project intervention of the authorized products with the proposal.
H. Estimated timeframe & deliverables
The consultant shall take overall responsibility to prepare comprehensive plan along with endorsement as per the following time plan.

I. Budget
The consultant(s) shall submit a total budget along with a detailed breakdown including all applicable taxes at the time of proposal submitted. The consultant(s) shall bear all tariffs, duties, lodging, fooding, travel, insurance, during the execution of the work. Consultant(s) is/are requested to submit their per day remuneration rate for 30 (Thirty) days along with other costs for the aforementioned assignment.
J. Proposal review/Scoring criteria:
After evaluation of the proposals by the Procurement Committee, HRDC will make award to the applicant, whose proposal provides the best value, considering both technical and financial factors. The following Assessment criteria will be used in scoring the proposals.

K. Status updates/reporting
The consulting firms shall provide the below status updates for the duration of the services: Fortnightly progress update to the HRDC and SCI team through email.
L. General assumptions and dependencies
HRDC along with its partners (Save the Children) in the field will help consultant to establish contacts with the respondents for the training process wherever needed and relevant.
M. Payment information
- The payment will be provided in two installments with essential financial documents:
- 1st installment: 40 % will be paid after submission of inception report
- 2nd installment: 60% will be paid after completion of assignment and approval from HRDC and SCI
- The Fees are inclusive of all costs, overheads, and expenses, including travel, subsistence, and accommodation.
- Tax will be deducted as per the government rule.
N. Other important information
Sub-contracting the services as a whole or part of the services to third parties is strictly prohibited.

The deadline for responses is 7 June 2025.
Technical/financial proposal received after the specified date and time of the invitation will not be considered.
