About the organization

Youth Innovation Lab (YI-Lab) is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. YI-Lab’s mission statement is, ‘to engage young people to bridge science to people and policy through innovation’. YI-Lab harnesses indigenous knowledge, citizen science approach, develops low-cost technological solutions, promotes open data, promotes entrepreneurship, and conducts evidence-based advocacy campaigns. YI-Lab provides a conducive environment for young people to co-create solutions for inclusive development.

About the project

Nepali Yuwa in Climate Action and Green Growth (theYouthCAN.org) project is funded by the European Union and aims to create an impact where young people make their communities sustainable and resilient. TheYouthCAN.org is a four-year-long project that will be implemented in Madhesh Province, Karnali Province, and Sudurpaschim Province through the Consortium Lead - YI-Lab, and Consortium Partners - Restless Development Nepal, CREASION, and CDMS.

TheYouthCAN.org focuses on working with young people, and empowering and providing them a platform to aid towards the post-COVID recovery and development process. Furthermore, the activities under Climate Fellowship, Climate Smart Entrepreneurship, Mentee-mentorship, Digital Advocacy, and Youth Sounding Board work towards empowering young people, providing them employment opportunities, generating innovative ideas to address climate and environmental issues, and advocating for policy changes to promote environmental protection. Objective of the Consultancy

The objective of the consultancy is to provide technical support in strengthening the organizational development of YI-Lab and its consortium partners by ensuring effective financial monitoring and compliance. The consultant will support the project team in meeting both organization and donor requirements and SWC compliance, particularly during the final phase of project implementation, to facilitate a smooth and accountable project closeout process.

The applicant must be either a legally registered audit, consulting, or accounting firm in Nepal, or an individual consultant with a valid business PAN registration.

Experience

  • At least ten years of working experience in financial monitoring of non-profit organizations/NGOs/INGOs;
  • Proven experience of expenditure verification of the European Union (EU) funded project;
  • Experience conducting compliance-based audits and/or financial monitoring with reporting in line with the EU guidelines;
  • Familiarity with the EU reporting, procurement rules, EU financial regulation, and eligible expenditure principles;
  • Proven experience in organizational capacity development of NGOs/CSOs;

Tentative tasks and deliverables

1. Inception and Planning
  • Review relevant project documents: grant agreement, budgets, financial reports, procurement records, audit reports, etc.
  • Prepare a work plan, review areas, and timeline.
2. Desk Review and on-site Monitoring

Examine the project’s financial transactions and supporting documents from 2022 - 2025 (e.g., invoices, payment vouchers, payroll, contracts).

Verify all four years expenses are:

  1. Compliant with the organizational and the EU compliance
  2. Supported by adequate documentation
  3. Recorded accurately in accounting period
  4. Check procurement compliance with the national rules, and the organizational procurement policy
  5. Assess HR cost, timesheets, and related documents
  6. Review internal control mechanisms and risk management practices
3. Compliance and Risk Analysis
  • Identify any potential risk areas or deviations from EU and organizational compliance
  • Share the findings to the project and management team and report the findings and recommendations as final report

*Reporting format will be shared with the consultant.

Timeframe

The tentative timeframe for the consultancy is July to September 2025. The consultant will directly report to Executive Director and work together with project lead, and finance and admin manager.

Payment Schedule

  1. 60% of the total contractual amount will be paid after the completion and approval of deliverables 1 and 2.
  2. 40% of the total contractual amount will be paid after the completion and approval of deliverables number 3.

We are conducting interviews on a rolling basis and encourage interested candidates and firms to apply at the earliest. Only shortlisted applicants will be contacted. The evaluation will be based on 70% technical and 30% financial criteria.

Applicants are required to submit at least two samples of previous work related to financial monitoring or auditing of projects with a similar scope and scale along with their application.
