REQUEST FOR PROPOSAL: CONSULTANT TO LEAD – END-OF-PROJECT EVALUATION – SIKAI PROJECT
World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sector. Currently, WVI Nepal has long-term development programmes in Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Jumla, Dailekh, Jajarkot, Kailali, Achham, Doti, Bajhang, and Kanchanpur across six provinces of Nepal out of seven provinces (except Lumbini Province), covering Nutrition Resilience & Livelihood, Inclusive Quality Education and Protection and Community Engagement Sponsorship Program.
World Vision’s Sikai (‘learning’ in the local language): Strengthening Inclusive Education Project in Nepal, aims to improve education access, participation and achievement for children in and out of school, with a specific focus on caste, disability, ethnicity and gender, reaching 61,904 beneficiaries in Sarlahi district of Nepal over five years of implementation.
WVI Nepal is looking for potential Nepalese Consultant Service Provides to undertake the following assignment:
1. Consultancy Service: END OF PROJECT EVALUATION – SIKAI PROJECT
The prime purpose of this End line evaluation is to examine the extent to which Sikai Project has been successful to achieve its goal and outcomes. The specific objectives of the evaluation are:
- Measure the effectiveness of the project by comparing the baseline result to the end line survey result based on goal and outcome level indicators.
- Evaluate the impact of the project in reference to its goals and outcomes, with focus on intersectionality of caste/ ethnicity, gender and disability.
- Assess projects’ sustainability in the light of social norms/practices change at community, family, and at the system level (local s)
- Document the lesson learnt, challenges, barriers, good practices for future inclusive education projects and local government demonstrating accountability. Provide evidence on the effectiveness of successful project interventions/components for local government to use.
The end-line evaluation process will be supported by two types of consultants (i) national consultant for overall execution of the study and (ii) international consultant for quality assurance at each step of the process. The national consultant will be responsible for overall execution of the evaluation starting January, 2024 and completed by 20 June, 2024.
The consultant can be a research team from an academic institution or research firm who have competency and experiences of conducting project evaluation or mid-term assessment study particularly in inclusive education sector and Gender Equality, Disability and Social Inclusion (GEDSI).
Qualification for Principal Investigator:
Master’s degree in Education, Social Science, Demography or related discipline with minimum five years’ experience in conducting similar studies.
Skills and experience:
- Have more than 5 years of experience on carrying out assessment, evaluation research and studies in inclusive education sector.
- Have published papers or reports in education sector within past two years.
- Demonstrated experience in study design using methodological variation, varied tools and data analysis.
- Expert in research, project evaluation, Monitoring & Evaluation methodologies
- Experience of using advanced statistical tools (eg. STATA, SPSS etc)
- Experience of working on consultative process
- Excellent knowledge and understanding of research methodologies and processes
- Excellent knowledge and understanding of GEDSI programming and the local context.
- Experience in gathering and systematizing large volume of data;
- Experience in working on cultural, humanitarian and related social issues.
- Experience of working with women and children (including children with disability) using participatory methods
Based on the details outlined above, interested agencies/firms are requested to submit a technical proposal highlighting some review of relevant literature, detailed methodological description, study timeline and team composition.
Along with technical proposal, interested parties are also requested to submit a financial proposal to enable the delivery of the required objectives. The document should have annexed bio-data of the core study team members and a copy of one recently completed work of similar nature for reference.
