Street Child hereby invites VAT registered bidders to submit a proposal to this notice for “Construction of One Transitional Learning center (TLC) and WASH Facility at Nalgald Municipality, Jajarkot“

1. About Us

Street Child is an international charity based in the United Kingdom that aims to create avenues for out of-school children to access education through an integrated approach that strengthens the capacity of teachers, schools, and communities to sustain their investment in the education for their children.

Street Child sees a world where all children are safe, in school and learning. We specialize in supporting children and communities in low-resource environments and emergencies: recognizing that the complex, compounded challenges that affect them require innovative, integrated interventions. Our interventions are informed by robust, rigorous evidence and results-oriented, optimized to create maximum impact for children at minimum cost. Since 2008, we have assisted over 250 000 children across 14 fragile, conflict and crisis affected counties across South Asia and Sub-Saharan Africa. Street Child has a strong, sustained commitment to localization and works in partnership with 80+ local level actors and organizations, underscored by close consultation and collaboration with local communities.

Street Child started its operation in Nepal after the 2015 earthquakes that left more than 1 million children out of school and destroyed over 50,000 classrooms. Having delivered a series of response and recovery programs, Street Child is assisting local partners to re-establish education for some of the country’s most marginalized communities.

Recently, 6.4 magnitude earthquake struck western Nepal, centered at Ramidada, Jajarkot, resulting in 154 deaths and injuring at least 364 people in the Jajarkot and Rukum Paschim districts. The quake and its 159 aftershocks caused extensive damage to infrastructure, including homes, schools, and administrative buildings. In Jajarkot, 289 out of 348 school buildings were completely damaged, with an additional 746 buildings partially damaged. In Rukum Paschim, 52 out of 102 school buildings were completely damaged, and 69 buildings partially damaged.

In response, Street Child provided immediate support by distributing 114 education kits and 71 water filters to 71 schools in Nalagad Municipality, benefiting 10,844 students (5,720 girls and 5,124 boys).

To further support the restoration of the learning environment, Street Child plans to leverage its reconstruction expertise from post-2015 earthquake projects to build one Transitional Learning Center (TLC) with gender-friendly WASH facilities. This initiative is in response to the Ministry of Education Science and Technology's (MoEST) request for school building reconstruction.

2. Scope of Purchase

The SOP is for the Construction of one Transitional Learning center (TLC) and 1 Gender Friendly WASH facility at Shivashankar Basic School, Nalgad Municipality, Jajarkot as mentioned in the below design and BOQ. Street Child shall enter into a fixed Price agreement with the award-winning bidder.

3. Instruction to Bidders

Each bidder can submit only one bid. If a bidder submits or participates in multiple bids, all bids will be disqualified. The bidder shall present all the documents as listed in “4. Mandatory Documents” for the bids to be considered as responsive.

The Bidder is expected to examine all instructions, forms, terms, and specifications in the Bid Document. Failure to furnish all information or documentation required by the Bid Document may result in the bid's disqualification. 5. Technical Acceptability Requirements

5.3 Provide evidence of the required construction business licenses to operate in Nepal

5.4 Provide a guarantee stating that no children (under 18) will be used as labor during the contract's implementation.

5.5 Provide acknowledgement on BoQ, Design and Drawing stating that offer or accepted the design, drawing and BoQ and there will be not any modification required in construction work through construction site visit.

5.6 Have a satisfactory past performance record by providing a minimum of 1 letter of reference from previous / current clients from similar work with their current contact person, email, and phone number.

6. Bid Submission

Bidders should submit their bid in sealed envelope with the reference number RFP: 001/TLC/2023-24- Proposal for construction of One Transitional Learning center (TLC) and WASH facility at Nalgad Municipality. The bid submission deadline will be 5 pm on the mentioned date of closing. Any bids received after the deadline shall be rejected. A bidder may choose to withdraw their bid after it has been submitted by sending written notice to Street Child. The address for the bid submission is as follows:
