Project Description

Deloitte Consulting is implementing a five-year project whose purpose is to provide technical assistance and strengthen Public Financial Management (PFM) functions, performance, and accountability of targeted agencies at the federal, provincial, and local levels of government, and to provide targeted assistance to the Government of Nepal (GoN) aimed at strengthening national PFM institutions and systems to sustainably advance PFM. Deloitte is seeking qualified candidates to fill the role of Regional Finance and Administration Coordinator and MEL Coordinator to be based in Madhesh and Lumbini Provinces, Nepal. This is a five-year program; however, the positions are currently for one year with opportunity of renewal.

1. Regional Finance and Administration Coordinator- 2 (1 for Madhesh and 1 for Lumbini Provinces)

Duties and Responsibilities: The Finance and Administration Coordinator ensures that the financial operations are conducted in accordance with Deloitte Consulting Overseas Projects LLC – USAID Public Financial Management policies and procedures.  In collaboration with the provincial lead and staff at Head Office, develops and implements financial practices and procedures to deliver an effective financial management, internal control process in regional offices.

This includes budgets and financial planning, general accounting, accounts payable, financial analysis and management reporting.  It also includes ensuring that appropriate controls and accountabilities for Deloitte Consulting Overseas Projects LLC – USAID Public Financial Management financial activities exist at the provinces.

Administration includes such areas as: procurement and material management (purchasing, travel, courier, printing, delivery, and local transportation), facilities management (accommodation, maintenance, and security).

Requirements: Min. Bachelor’s degree in Accounting, Finance or related field. A minimum of 3 years’ work experience in the Nepalese private/public sector. Demonstrated effective interpersonal skills, creative problem-solving, conflict and ethical management skills. Strong analytical and computer skills, especially with accounting software, spreadsheets, and financial analysis. Good written and oral communication and presentation skills in English and Nepali.

2. Monitoring and Evaluation Coordinator- 2 (1 for Madhesh and 1 for Lumbini Provinces)

Duties and Responsibilities: The Monitoring and Evaluation Coordinator is responsible for performing province level monitoring and evaluation activities that includes regular monitoring field visits, systematic data collection, data quality check/verification, updating province level data management system and support while conducting Project level internal evaluation, Data Quality Assessments, and external evaluation (by USAID). Assist Province Lead/ team in implementing Project MEL Plan particularly ensuring the proper use of tools/ templates, check data disaggregates according to the Performance Indicators Reference Sheets (PIRS) and Performance Indicators Tracking Table (PITT) of the project. The position reports directly to the Province Lead.

Requirements: A Master’s degree in Development Studies, Demography, Gender Studies, Social science, or Management or similar fields with at least 3 years of experience in a relevant field with knowledge of federal structure of governance, Public Finance, Gender Equality Social Inclusion or Gender Responsive Budgeting (GESI/GRB). S/he should have Microsoft computer skills, result based monitoring, reporting and documentation skills and should be able to travel to the project implementation areas extensively.
