Position Description

EnCompass LLC seeks Public Sector Financial Manager candidates for an anticipated five-year United States Agency for International Development (USAIDlocalization support activity to be based in Kathmandu, Nepal.

The $25-50M Localization Support activity will provide USAID/Nepal with technical assistance to strengthen the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity will provide support for: capacity strengthening for local actors to apply, receive and manage USAID awards; strengthen the mission’s government to government (G2G) programming; and support USAID to improve localization programming.

The Public Sector Financial Manager will oversee the activity’s G2G component, including strengthening the USAID/Nepal’s design, pre-award, and implementation of G2G awards. They will likely support financial management and risk assessments, audits, cost share contribution calculations, and other analyses of existing awards, potential Governmental partners, and fiduciary systems.

Position Duties and Responsibilities

Essential functions:

  • Contribute to the overall strategic technical direction of the Activity including advising on implications of technical approaches taken and resulting learning for achieving sustainability of localization efforts
  • Provide technical oversight to ensure all G2G activities and deliverables are executed with quality and timeliness
  • Establish and maintain, with support from the COP, relationships with government stakeholders relevant to G2G programming
  • Oversee, support and/or lead internal control, financial management and risk assessments to identify and develop plans for addressing the risks associated with channeling USAID resources through Nepali counterpart systems
  • Strengthen capacity of USAID/Nepal implementing partners, local organizations, Nepal government and internal USAID/Nepal staff to strengthen financial management competencies necessary to identify and address risks
  • Advise on organizational development and change management strategies that will help to facilitate strengthening of systems and processes for G2G programming
  • Oversee risk assessments, pre-award assessments, and other examinations of Nepal government systems, in collaboration with government partners; support and/or lead financial, close-out, and/or forensic audits
  • Support learning by employing strong collaboration, learning and adapting (CLA) practices throughout the Activity, with staff, partners and Activity stakeholders and participants
  • Contribute to establishing a leadership at all levels culture
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Bachelor’s degree and 12 years’ experience; or Master’s degree and 10 years’ experience; or PhD and 8 years’ experience in public financial management, finance, business, risk management, or a related field required

Experience and Skills

  • Minimum 10 years of demonstrated experience in public financial management or G2G programming, including conducting audits, risk reviews, and other financial analysis
  • Strong understanding of the Nepal context regarding, but not limited to, NGOs, CSOs, national and regional federations, the private sector, non-government education institutions, and the Government of Nepal. Ability to develop strong relationships with mentioned stakeholders
  • Experience with donor-funded projects, particularly USAID preferred
  • Familiarity with US Government financial and audit standards; USAID requirements regarding G2G programming
  • Experience in organizational development/change management initiatives a plus
  • Strong communication, supervision, and management skills required
  • High-level of working proficiency in both spoken and written English. Proficiency in Nepali greatly preferred
