Governance Lab Pvt. Ltd. (Govlab) at Daayitwa Abhiyaan brings together policy-making researchers, leaders and entrepreneurs to exchange ideas and advocate for evidence-based policymaking to achieve sustainable development in Nepal.
Govlab has conducted policy research that aligns with government priorities in areas of youth employment, women’s economic empowerment, access to investment, entrepreneurship ecosystem, and governance reform. Some of our highlighted research work include ‘Insights from Nepal on UN High-Level Panel’s 7 Drivers of Change for Women’s Economic Empowerment’ (in partnership with Ministry of Women, Children and Senior Citizens) and ‘Evaluation of Microenterprise Graduation in Lumbini and Madhesh Provinces’ (in partnership with Ministry of Industry, Commerce and Supplies).
Programme Description
Govlab, in partnership with UN Women, is implementing a programme to strengthen gender-responsive and inclusive governance at the local level in Nepal. The programme works with Local Government Units (LGUs), Women’s Rights Organizations (WROs), and youth fellows to improve participatory planning and budgeting, strengthen accountability, and support women’s leadership in decision-making spaces. Implemented across selected municipalities in Lumbini, Madhesh, and Karnali Provinces, the programme combines governance research, leadership training, fellowships, and multi-stakeholder dialogues to promote more inclusive and accountable local governance systems.
Position Overview
The Provincial Coordinator will be based at and responsible for overseeing and coordinating programme implementation in Lumbini Province. The position combines responsibilities related to programme coordination, stakeholder engagement, supervision of field-level activities, and operational and reporting support.
Working closely with Govlab’s central programme team, participating LGUs of Lumbini Province, WROs, youth fellows, and other provincial stakeholders, the Provincial Coordinator will ensure timely, high-quality, and context-responsive implementation of programme activities in alignment with agreed objectives, timelines, and reporting requirements.
Key Responsibilities
- Serve as the primary liaison at the provincial level between Govlab, participating LGUs, WROs, youth fellows, and other key stakeholders, ensuring effective coordination and communication.
- Coordinate and support the implementation of Gender Responsive and Inclusion Governance (GRIG) mapping in targeted LGUs, including engagement with local government officials.
- Support the planning and delivery of Executive Policy Leadership (EPL) and Gender Policy Leadership (GPL) training in the province, including participant coordination, logistics, and follow-up.
- Provide coordination and supervision support to Gender and Governance Fellows (GGF) deployed within LGUs, including facilitating linkages with municipal offices, Women’s Development Sections, and relevant stakeholders.
- Track progress of field level activities against work plans and timelines, flag implementation challenges, and support adaptive planning in coordination with the central programme team.
- Support youth fellows in organizing provincial and municipal-level policy dialogues and public hearings, ensuring inclusive participation and quality documentation.
- Manage logistical arrangements for programme activities, including travel, accommodation, venues, materials, and field visits, in coordination with Govlab’s central programme team.
- Support financial and administrative processes at the provincial level, including collection of bills and receipts, preparation of advance settlements, and compliance with Govlab guidelines.
- Prepare periodic provincial progress updates and contribute to programme reports by documenting activities, outcomes, lessons learned, and emerging risks.
- Maintain accurate records of meetings, consultations, training, and dialogues, including minutes, attendance records, and activity documentation.
- Support Govlab’s central programme team, mainly coordination and communication teams to facilitate knowledge sharing, dissemination of learning, and visibility of programme achievements at the provincial level.
- Provide coordination and operational support to other Govlab programmes implemented in Lumbini Province, as required, to promote synergy and efficient use of resources.
Required Experience and Qualifications
- At least a Bachelor’s degree in Gender Studies, Political Science, Development Studies, Social Sciences, or a related field. Those pursuing or completed a Master's degree in a similar field are also encouraged to apply.
- Minimum 5 years of work experience in programme or project coordination, preferably in governance, gender equality, social inclusion, or local development programmes.
- Demonstrated experience working with local or provincial government institutions and community-based or civil society organizations.
- Experience supporting training, fellowships, research, or capacity development initiatives is an advantage.
- Strong organizational and coordination skills, including experience managing logistics and supporting financial documentation.
- Familiarity with gender-responsive planning and budgeting, inclusive governance, or accountability mechanisms is an asset.
- Excellent interpersonal and communication skills, with the ability to engage effectively with government officials, civil society actors, and youth.
- Ability to work independently in a provincial setting while coordinating closely with the central
- programme team.
- Proficiency in written and spoken Nepali and English.
- Preference will be given to candidates from Lumbini Province, with willingness to travel within the province as required.
Additional Information
Compensation: Governance Lab will provide compensation on a monthly rate basis. The rate will be mutually agreed upon, commensurate with the level of the required deliverables, the qualifications and experience of the candidate.
