PeaceWin is a women-led, non-governmental, not-for-profit social development organization. It was established locally in 2047 B.S. (26 September 1990 A.D.) and registered at the District Administration Office of Bajura in B.S. 2049, Paush 5 (20 December 1992 A.D.).
The organization envisions a “Proficient Person, Happy Family, and Prosperous Society.” It works with underprivileged groups, especially children and women, to promote and practice their social, economic, and cultural rights. PeaceWin addresses program integration and mainstreaming of key social issues such as Chhaupadi, child marriage, gender-based violence, caste-based discrimination, and other forms of inequality.
PeaceWin Nepal is implementing the UNFPA 9th Country Programme (2023–2027) in Sudurpashchim Province since April 2024. Under this programme, PeaceWin Nepal invites Expressions of Interest (EOI) from qualified and experienced individual expert to support increased local-level budget allocation and execution for SRHR and GBV by strengthening SPRTA’s capacity in evidence-based planning and GESI-responsive programming. The Expert will provide strategic advisory and research support to advance SPRTA’s curriculum and operational procedures, prioritizing the Gender Equality and Social Inclusion (GESI) and Gender-Responsive Budgeting (GRB) across all training, with a specific focus on youth and population dynamics.
Scope of Consultancy
Specialization: Governance, Policy and Advocacy, Research, Public Financial Management
Position: Policy and Research Consultant, Number -1
Duty station: 45 days Sudurpashchim Province Research and Training Academy (SPRTA), Punna, Doti, 15 days Local Levels designated by the SPRTA at 30 days Home Based.
Duration: 90 working days within the period ending June 2026, effective from mid-March 2026
Required Qualifications and Experience:
| Criteria | Requirement |
| Education | Master’s degree in Social Sciences, Gender Studies, Law, Public Policy, Governance or a related field. |
| Experience | Minimum of 10 years of progressive professional experience in Research, Public Policy, Governance, Gender Equality and Women’s Empowerment, and Law. Experience of working with National Staff College, Local Development Training Academy and Public Sector Capacity Development is preferable. |
| Technical Expertise | Demonstrated experience in leading large-scale social research, governance, policy development, public finance management, resource management, and designing national/provincial training curricula. |
| Language | Professional fluency in English and Nepali. |
| Coordination | The Expert will report to the Executive Director of SPRTA and administrative purpose the Expert will report to the Health Programme Manager of PeaceWin Nepal. Strategic guidance will be provided by UNFPA Provincial Office, Kathmandu. |
| Competencies | Deep understanding of Nepal’s federal architecture, provincial mandates, and the Local Government Operation Act. |
