Strengthening Municipal-wide WASH governance for Social Change in Saptari and Siraha District, Nepal

1. Background 

Deutsche Welthungerhilfe e.V. is one of the largest Non-Governmental Organizations in Germany operating in the field of Humanitarian Assistance and Development. It was established in 1962 as the German section of the “Freedom from Hunger Campaign”, one of the world’s first initiatives aimed at the eradication of hunger. Welthungerhilfe’s work is still dedicated to the following vision: all people have the right to a self-determined life in dignity and justice, free from hunger and poverty.

Welthungerhilfe (WHH) has been operational in Nepal since 2012, and it is currently managing different projects in nine districts under four thematic areas (sectors): food and nutrition security, WASH, Disaster Risk Reduction (DRR), and right to food and empowerment. WHH works hand in hand with civil society in Nepal to empower socially marginalized and economically poor citizens, to strengthen their resilience and to ensure their right to adequate food and nutrition.

The project “Strengthening Municipal-wide WASH governance for social change in Saptari & Siraha districts” is implemented in 6 municipalities of Saptari and Siraha districts, namely Karjanha, Kalyanpur, Siraha, Dakneshwori, Rajgadh and Bishnupur, through two implementing partners: Sabal Nepal and Mahuli Community Development Centre (MCDC). The project aims to contribute to improved access to safe drinking water, total sanitation, and nutrition security by strengthening WASH governance at municipal level. The project runs for 4 years (2018-2022) and is funded by BMZ, Viva con Agua and WHH. 

2. Overall objectives of the project

Improving the health and nutritional status through strengthened WASH governance and the provision of basic water, sanitation and hygiene (WASH) services, gender equality and empowerment of disadvantaged groups in Siraha and Saptari.

3. Purpose of this assignment

Nepal’s 2015 constitution explicitly recognises the right to water and sanitation with the article 35(4): “Every citizen shall have the right of access to clean drinking water and sanitation”. This acknowledgement has created a remarkable momentum to achieve the universal WASH coverage by 2030 and as a milestone the country has declared as “Open Defecation Free (ODF)” in 2019. According to the JMP report 2021, Nepal has made a significant progress in sanitation and ranked highest progress country in the list, reaching 49% of population with access to safely managed sanitation services. Having said this, MICS 2020 report indicates that 89% of household depends on on-site sanitation and dispose waste into the nearby forest, rivers, lowlands without treatment, with this number being even higher in Madhesh province. The Local Government Act (2017) envisioned WASH services as primary responsibility of the local governments; however, the application of such provision is still challenging at municipal level. Local governments lack comprehensive understanding and overview of the existing sanitation situation in their municipalities, including how excreta flow, at what quantity, how it is managed, who is involved/providing services for fecal sludge management within the municipalities, etc. The overall environmental sanitation in urban/semi-urban and rural areas is poor, representing a risk for drinking water points and public health.

WHH Nepal is looking to contract an independent and qualified consultant/organization/consulting firm with specific research track record in similar field (sanitation assessment). The selected consultant/organization/consulting firm will be assigned the sanitation assessment study to analyse the situation of the two selected municipalities (one in Siraha district, one in Saptari district) and come up with the recommendations/options to address the sanitation situation.

4. Scope of work

4. a Objectives and summary of the consultancy

The consultant/organization/consulting firm will analyse the present situation of sanitation, including Shit Flow Diagram (SFD) that help to understand the overall sanitation status of each municipality and guide the design of a comprehensive sanitation management plan for the two municipalities. Further, the finding of the study will serve as the basis for advocacy initiatives with the municipal authority and community people on sanitation management, including containment, emptying, transport, treatment, disposal or end use and willingness to pay. 

The study will:

  • Assess the present status of sanitation in two municipalities 
  • Prepare a Shit Flow Diagram and visualise the faecal sludge movement for both municipalities
  • Prepare a comprehensive sanitation situation report of each municipality with recommendations. 

4. b Key actions of the study include (but are not limited to)

The following points highlight items/contents which the consultant/organization/consulting firm should include in the study; however, this is not a definitive or exhaustive list, and the consultant/organization/consulting firm are required to propose their methodology and areas of focus.

  • Review and design: review relevant sanitation situation analysis tools/methods and data already available from the project that can be useful to design the detailed method and tools to conduct the present study.   
  • Data collection and analysis: prepare data collection tools/checklists to collect the required qualitative and quantitative data in both municipalities and visualise the information through analysis. 
  • Sharing of analysis with municipal stakeholders of both municipalities for input/validation. 
  • Prepare a Shit Flow Diagram for each municipality that demonstrates the overall faecal movement in the municipality.
  • Prepare a comprehensive report; the report should reflect the overall sanitation situation of each municipality and recommend the possible management options. 
  • Completion of SFD report and proceed for publication process.

5. Deliverables

The following key deliverables are expected to be produced by the consultant/consulting firm. 

  • A detail inception report (in English) outlining the understanding of the TOR, the focus of the study, methodology to be used and, where relevant, data collection tools. It should also propose a basic structure for the final report. The inception report should also explain each step of the assignment as, for example, desk review, stakeholder meetings, field visit and interview, stakeholders to be involved etc. this include a detailed work plan. 
  • Slides for the stakeholder workshop and facilitate a half-day workshop to share the findings of the study to the stakeholders (in both municipalities). 
  • SFD report for each of the two municipalities.
  • A final report. The report should be submitted initially as a draft and be finalised in consultation with WHH. 
  • Photographs collected during study (annexed to the final report).

6. Study Location

The study will be conducted in the two municipalities of Saptari & Siraha district. 

7. Duration of the Assignment

The assignment period will start from the day of signing the contract with the awarded consultant/consulting firm. The assignment should not exceed more than 120 days (including preparatory work, data collection, analysis, remote input, field work and finalization of the report).  

8. WHH’s Role and Responsibility

WHH will assist to connect the consultant/organization/consulting firm with implementing and strategic partners and relevant stakeholders in country and in the target area. Project team will review and provide feedback and necessary suggestions during questionnaire/tools designing process and the entire period of the consultancy. WHH Project coordinator and MEAL Officer will support and coordinate in the field to organize meetings and liaison with local communities, local governments and federal government as planned in the study. 

9. Consultant requirements 

The consultant/organization/consulting firm shall have sound experience in similar assignments and consolidated technical expertise in sanitation related studies, particularly focusing on SFD and FSM. If the consultant/organization/consulting firm will propose a team (team leader and additional team members) to accomplish the task, it is expected the consultant/organization/consulting firm will clearly state the number of proposed members, detailing their specific role, expertise, and responsibilities in line with the scope of the study bringing strong local perspectives into this assignment. 

Core competencies required include: 

  • Demonstrated experience and competency/understanding on the range of topics needed for the study with university degree in sanitation/environmental engineering or equivalent degree. 
  • Experience in analyzing sanitation data. Priority will be given to the institution having experience of developing SFD. 
  • Strong experience and track record in similar studies in the WASH sector.
  • Excellent spoken and written English.

11. Deadline for proposal and details of what is required

The interested and qualified consultant/consulting firm must apply by 17:00 hours (COB) dated 10 June 2022 via email address given below. Email: procurement.nepal@welthungerhilfe.de

The proposal should include:

  • A brief technical proposal outlining how the work will be undertaken, the proposed methodology, the team composition, time schedule (around 5 pages maximum for the overall technical proposal).
  • A budget
  • A workplan
  • CVs of the proposed team members
  • Company profile, VAT certificate and tax clearance (in case of company)
