Project Background

The “Telehealth Expansion and Strengthening project” is a three-year (July 2025-June 2028) supported by the Australian Himalayan Foundation (AHF) and Department of Foreign Affairs and Trade (DFAT), Australia and implemented in close coordination with local governments, health facilities, and community stakeholders.

This project aims to improve the quality, affordability, and equitable access to healthcare services for women, children, persons with disabilities, and marginalized populations in remote areas of Nepal. Limited access to specialist care, diagnostic services, and timely referral systems continues to affect maternal, neonatal, and child health outcomes in underserved communities.

To address these challenges, the project will strengthen telehealth services, referral systems, and laboratory services at local health facilities. The project will support health workers through training, establish and strengthen telehealth systems, improve emergency referral mechanisms, and enhance community awareness on available health services. It will also promote Gender Equality, Disability, and Social Inclusion (GEDSI) and safeguarding through inclusive planning, community engagement, and strengthening local governance systems.

Job Purpose 

The Project Officer will support the effective planning, implementation, coordination, monitoring, and reporting of the telehealth and referral system strengthening project in the targeted municipalities. The position is responsible for strengthening access to quality, affordable, and inclusive healthcare services for women, children, persons with disabilities, and marginalized populations in remote communities.

The Project Officer will work closely with local governments, health facilities, Female Community Health Volunteers (FCHVs), Health Facility Operation and Management Committees (HFOMCs), community groups, and partner organizations to strengthen telehealth services, laboratory systems, referral mechanisms, safeguarding practices, and community awareness. The role will also ensure the integration of Gender Equality, Disability, and Social Inclusion (GEDSI) principles across all project interventions and promote sustainable engagement and ownership of local health systems.

Duties and Responsibilities:

A. Project Planning and Implementation 

  • Plan, coordinate, and implement project activities in line with approved workplans, budgets, logframes, implementation schedules, and the project’s theory of change to ensure achievement of intended outcomes and results. 
  • Prepare activity plan and fund requirement for the field level activities for smooth delivery of project activities.
  • Support team to conduct various study/assessment and data collection of the project. 
  • Conduct extensive field visits to the project areas. 
  • Build a network and work with the local health facilities to monitor the operation of telemedicine and laboratories services provided from them.
  • Establish communication, linkage and networking with different stakeholders, partners and local government.
  • Provide regular and timely updates of the field activities and document the information.
  • Maintain proper and regular coordination with key project stakeholders of Action for Nepal like District Health Office, Municipality, Rural Municipality, Health Posts, HFOMCs and FCHVs.
  • Ensure that all activities within the program will be carried out in line with the organization’s core objectives.
  • Prepare and update the information of all the direct beneficiaries, stakeholders, concern departments, officials and other correlated organizations in the area.
  • Ensure that activities are carried out timely and effectively as per approved project documents
  • Ensure timely submission of activity reports, quarterly reports and data as per the reporting timeline;
  • Ensure the implementation of AFN policies and practices in all field level activities;
  • Be in regular communication with the Ask Foundation and AFN project team and to support the program in field;
  • Co-ordinate with the local stakeholders and to plan about the future sustainability of the project; 
  • Schedule and organize meetings/events and maintain agenda;
  • Support growth and program development;
  • Follow the Safeguarding Policy and all the other policies of the organisation and comply at all level.
  • Perform any other duties as required or requested by line manager.

B. Stakeholder Engagement and Partnership management

  • Serve as the primary liaison between AFN, Ask Foundation, provincial governments, local governments, health facilities and community groups.
  • Establish communication, linkage and networking with different stakeholders, partners and local government;
  • Help build positive relation with all the stakeholders in the district and community;
  • Ensure that all programme partners and stakeholders are kept regularly informed about the progress of the project activities;
  • Maintain proper and regular coordination with key project stakeholders of Action for Nepal like Ask Foundation, District Coordination Committee, District Health Office, Municipality, Rural Municipality, Health Posts, HFOMCs and FCHVs.
  • Facilitate coordination meetings with health office, municipal office, ward office, health facilities, and HFOMCs.
  • Collaborate with other partners at district and local level to avoid duplication and enhance synergies.
  • Engage with district and local level government officials, expand networks, and participate in meetings with government and non-government organizations relevant to the project’s scope.

C. Monitoring, Evaluation, Documentation and Reporting

  • Collect, compile, verify, and report project data according to the project M&E framework.
  • Maintain accurate records, beneficiary data, training records, monitoring tools, and activity documentation.
  • Conduct regular field visits to monitor project activities, collect data, prepare reports and ensure adherence to project plans;
  • Provide regular and timely updates of the field activities and document the information;
  • Document stories of change, good practices and learning from the project; 
  • Ensure quality assurance of the project activities in the district in terms of logistic management, content, delivery of the activities and documentation;
  • Proper documentation of all the relevant references and materials;
  • Coordinate with health facilities and partner organizations to gather routine telehealth information in line with the project’s M&E framework.
  • Conduct regular data quality checks and validation to ensure consistency across health facility sources, including DHIS2, HMIS records, and field reports.
  • Generate periodic analytical reports to inform project progress, decision-making, and reporting to SWC and donor.
  • Ensure and maintain the confidentiality of patient and organizational information in accordance with national regulations and AFN policies.
  • Identification of new projects, conducting need assessment, monitoring and evaluation, due diligence and community sensitization meetings.

D. Safeguarding, Risk management and Inclusion

  • Ensure all project activities comply with the organization’s safeguarding and inclusion policies, including Child Safeguarding, Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH), and Gender Equality, Disability, and Social Inclusion (GEDSI) standards.
  • Promote the participation of marginalized groups (e.g., girls, persons with disabilities, Dalits) in project activities. Contribute to assessing, mitigating and reporting on risks, including risks of child abuse and exploitation and sexual abuse and exploitation, in the project area;
  • Support the development and implementation of effective incident reporting mechanisms both within the health facilities and in the community.
  • Ensure immediate reporting to AFN of any incident of abuse and exploitation.
  • Follow directives of AFN for follow up required regarding incidents, including reporting to concerned authorities;
  • Ensure safety of survivor, confidentiality and survivor centered approach. 
  • Contribute to raise awareness and practice of GEDSI, Child Safeguarding and PSEAH with all health stakeholders.

E. Advocacy and Sustainability

  • Advocate with local governments to integrate telemedicine and lab services into municipal plans and budgets.
  • Support ward municipality and RM level in developing and implementing local telemedicine and lab service action plans.
  • Develop, communicate, and implement strategies and an exit plan to ensure the project’s sustainability beyond its implementation period.
  • Additional Responsibilities
  • The Project Officer may be assigned additional responsibilities by the supervisor relevant to the project and organizational priorities.

Required Qualifications and Experience

  • Bachelor’s degree in Public Health, Nursing, Health care management, Community Development, or related field.
  • Minimum 2-3 years of professional experience in project implementation after completion of academic qualifications, preferably in:
    • Health Facility/ Hospital Management 
    • Telemedicine
    • Community health
  • Experience working with local governments, schools, health facilities, and community stakeholders.
  • Knowledge of Nepal’s Health systems and digital health approaches.
  • Experience in conducting training, facilitation, mentoring, and community engagement activities.
  • Experience in project monitoring, documentation, and reporting.
  • Strong interpersonal, coordination, and communication skills.
  • Ability to travel regularly to remote field locations.
  • Good computer skills including Microsoft Word, Excel, and PowerPoint.
  • Strong communication, documentation, and report writing skills in both Nepali and English.
