Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

Signal is a project by Atlas Logistic, a technical-operational unit of Handicap International – Humanity & Inclusion specialized in the delivery of aid, in support of organisations and the humanitarian system. The project mission is to maximise the impact of aid by optimising supply chains and opening humanitarian space to the hard-to-reach populations. We develop innovative and localized solutions adapted to acute and chronic crisis contexts, in close collaboration with humanitarian, private and public actors. 

Logistics Vulnerability Index (LVI) is dedicated to analyze and classify the areas of a country according to the capacity of their logistical environments, and to identify whether there are access difficulties for affected communities.

The Signal project in Nepal will introduce the logistics vulnerability concept in order to change perceptions and practices in terms of inclusion of logistically vulnerable communities. Therefore, for the same HI Nepal seeks applications from qualified and interested candidate for the following to lead the activities related to the project in Nepal.

1. Project Manager  – 1 position

Terms & Conditions: Fixed-term contract for 5 months (Short term position)

Location: Country Office, Kathmandu, Nepal

Mission: The Project Manager ensures the management of the project, the objectives, the strategy and the resources and the actions necessary for the realization of a SIGNAL project and its coordination with other organizations and government authorities. 

Summary of Key Responsibilities:

  • Ensure the planning of activities and implements the action plan to achieve results by ensuring compliance with the defined logical and financial framework.
  • Ensure that the implementation complies with the administrative, temporal, financial conditions
  • Manage the general coordination of the project: overall supervision, monitoring, decision-making, arbitration
  • Tracks achievements and indicators according to the logical framework
  • With the support of the SIGNAL technical referee, contribute to the definition of the diagnostic framework (problem, objectives, purposes)
  • Participate in the development of the methodology (protocol and questionnaire)
  • Contribute to data processing and carry out their treatment and analyzes
  • Write and validate the finalized deliverables
  • Promote and Disseminate the information products of the SIGNAL project
  • Lead coordination and collaboration with relevant internal departments, in particular logistics, HR, finance and technical resources
  • Facilitate coordination and collaboration with the various humanitarian actors, the authorities and any other project stakeholder, particularly for those who are prioritizing the areas to be assessed.
  • Contribute to HI's external influence by participating in networks, coordination meetings, and other representative events useful to HI-AL's project and strategy

Qualification and Skills Required:

  • A Master’s Degree in Engineering, Project Management/Transportation and Logistics /Data Management/Development Studies with minimum of 5 years of relevant work experience (including at least 2 years in the field) in project management and in the field of data collection and processing or in programmatic logistics (transport, supply chain .. )
  • Expertise in data collection and management projects
  • Experience in emergency preparedness would be an asset
  • Understanding of methodologies and approaches to managing an innovation/pilot project
  • Knowledge of programmatic logistics in the field of transport, supply chain and/or civil engineering
  • Strong communication and coordination skills
  • Resilience for working under pressure
  • Capacity for autonomy and initiative
  • Good analytical and synthesis skills
  • Mastering MS Excel, GIS, SIG software
  • Fluent in written and spoken English
