Nepal Public Awakening Forum (N-PAF) is a non-government organization based in Rukum West and working in both Rukum East and west districts since 2006. Currently, N-PAF Nepal is implementing an integrated project entitled "Advancing for Community Transformation Project (Pro-ACT)" in Bhume and Putha Uttarganga Rural Municipalities of Rukum East district since January 2021 to December 2025 with funding support of United Mission to Nepal (UMN), Rukum East Cluster. The Project is particularly focused on Mental Health, Livelihoods, Good Governance, and Protection themes. So, for the successful implementation of the projects, N-PAF is recruiting the following staff.  The objective of the job is to ensure the successful implementation of Pro-ACT through effective capacity building, building relationships, project management, and providing technical support. This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. 

1. Job title: Project Coordinator

Reports to: NPAF Board Chair/designee and UMN Project Manager, Cluster Office

Project: " Advancing for Community Transformation Project (Pro-ACT)"

Job Location: N-PAF Field Office, Bhume RM, Khabang, Rukum East

Major duties and responsibilities: 

  • Develop a good understanding of the integration of various thematic areas for effective integrated programming. Technical capacity building of project staff understanding of these integrated programming systems and outcomes of Pro-ACT project (Mental health, health systems support, livelihood, Good Governance, and Protection)
  • Build strong relationships with key local project line agencies/stakeholders in the district and working Rural Municipalities (including Health Office, and Health Facilities, HFOMC), RM elected bodies, judicial committees, Hospitals, and coordinate and cooperate with them for successful project implementation
  • Ensure the quality of fieldwork through regular monitoring, conduct regular meetings with the stakeholders and partner project team, and provide timely technical assistance to execute the planned activities Ensure community mobilization by engaging the target beneficiaries especially Person with Mental Illness (PwMI), Poor People Living in Poverty, PwD in bottom-up project design and implementation 
  • Dealing with community stakeholders especially PwMI, GBV survivors and others to ensure the full treatment and psychosocial counseling process and referral
  • Provide technical support and guidance for the effective mobilization of field-based project staff 
  • Ensure programmatic and financial compliances and requirements of both UMN and N-PAF 
  • Develop and execute the monitoring plan of the project and ensure the integration of feedback and issues to make more effective implementation of the project activities 
  • Conduct regular evaluation to assess the effectiveness and impact of project activities based on LFA
  • Produce high-quality project reports, updates, success stories, and photos in technical support of UMN
  • Mainstreaming of Cross-Cutting issues i.e. Climate Change, Conflict Sensitivity, GESI and Disability in projects activities
  • Ensure proper utilization of budget as per the financial guideline by applying Value for Money
  • Proactive communication and collaboration with funding partners and relevant stakeholders
  • Ensure the project activities meet the standard and guidelines and proper documentation
  • Preparing and designing the relevant IEC, BCC materials related to project interventions

Assignment: (Project planning and management (Project LFA, risk management, problem-solving, team and financial management)-40%, Project quality, technical management (Technical support, quality assurance, integration, M & E and documentation)-20%, Community empowerment and stakeholder engagement for project sustainability, coordination, and leadership-15%, PMP, compliance management, Track project progress and performance using appropriate tools and technique-15%) and strong partnership management, and team mobilization-10%

Qualifications and Experience:

  • Bachelor’s degree in public health, Psychology, or relevant academic degree with a minimum of three years of working experience (Master’s preferred)
  • Priorly working experience in integrated projects particularly focusing on Mental Health, Health System Strengthening, Livelihood, Good governance, and Protection themes 
  • Experience in project management including proper planning, implementation, quality assurance, monitoring, and reporting 
  • Good knowledge and skill on sub-national health care delivery systems including mental health initiatives
  • Good coordination, collaboration and networking skills with district and local government and EDPs partners 
  • Support team in human resource management and effective mobilization
  • Strong knowledge and skill on project financial management 
  • Excellent skills and knowledge on MS office (word, excel and power-point)
  • Excellent facilitation skills to lead training, workshops, and meeting 
  • Comprehensive understanding of GESI, Climate Change, Conflict Sensitivity, Disability and Good Governance
  • Willingness to travel extensively in the project locations and ability to work under high pressure
  • Excellent command of spoken and written of English and Nepali

2. Job title: Admin and Finance Officer

Project: "Advancing for Community Transformation Project (Pro-ACT)"

Job Location:  N-PAF Field Office, Bhume RM, Khabang, Rukum East 

Qualification: - Bachelor’s degree in BBS or BBA having a minimum of 2 years of work experience in financial and administration management in I/NGOs.

Major duties and responsibilities:

  • Manage the overall administration and finance of the project
  • Prepare & review vouchers in financial software, obtain approval, and process payments for all financial transactions
  • Timely financial reporting to the UMN’s Project Manager and Finance Coordinator
  • Ensure that bank reconciliations are done monthly
  • Ensure that checkbooks, purchase order books, invoices, etc. are well accounted for and are kept in a safe and secure
  • Monitor and supervision of financial performance of the project
  • Support financial planning, risk management and value-for-money work within the organization
  • Contribute to strategic planning and organizational management as a team player
  • Implement annual internal and external audit recommendations
  • Build capacity among your team to strengthen supervision by finance work and management, to build a culture of values and transparency in finance
  • Ensure that donor funds are received as per disbursement agreements and that expenditures by all staff are recorded correctly
  • Frequent field visits for financial verification and documentation
  • Facilitate the team about the financial policies and regulations in every staff meeting

Other Specification:

  • Knowledge and skills in-stock book, logbook, and asset record
  • Having good knowledge and skills in procurement systems
  • Knowledge of the Government of Nepal’s tax policies and relevant financial laws
  • Experience in project budgeting, preparing, and generating project financial reports through financial software
  • Good knowledge of financial transactions, accounting, budgeting, bookkeeping, and preparing financial reports 
  • Good command over MS Excel, MS Word, and data management

Assignment: (80% office-based work including financial management, office administration and logistics management, coordination, networking, and reporting and 20% field work including supervision and financial monitoring (may modify as upon program requirement).
