Mercy Corps began operations in Nepal in 2005, and since then has implemented projects in the sectors of agriculture, food security and nutrition, financial services, youth engagement, and disaster risk reduction/ climate change adaptation. To date, this programming has reached over 900,000 people in 23 districts. Mercy Corps Nepal works to build the absorptive, adaptive and transformative potential of vulnerable individuals and communities across Nepal. The goal is attained through a systems based approach to market development, financial services, disaster risk reduction, climate change adaptation and youth engagement.

To support Nepal’s transition to a more peaceful, equitable society, the Inclusive Resource Management Initiative (IRMI) aims to enhance stability through natural resource conflict resolution and inclusive natural resource management. Implemented by Mercy Corps in partnership with Backward Society Education (BASE) and SahakarmiSamaj, the program will target 20 Village Development Committees (VDCs) and 20 Community Forest User Groups in four districts of the western Terai, including Kailali, Bardiya, Banke, and Dang Districts. The program will benefit approximately 237,000 people living in the program area.

GENERAL POSITION SUMMARY:

The Monitoring and Evaluation Officer (M&E Officer) will work directly under IRMI Program team in the field as well as Regional Level M&E and Technical Advisors of the Program to help execute program monitoring and evaluating. The M&E Officer will help the USAID- IRMI Team to monitor/ track progress, evaluate, document and disseminate the results in a timely manner.

ESSENTIAL JOB FUNCTIONS:

  • Work closely with the IRMIteam and district-level partners, to ensure effective monitoring, evaluation and reporting of program deliverables. 
  • Lead the process of monitoring data collection in regional level, including guiding data collection teams, overseeing data entry and assisting with data analysis and report writing.
  • Coordinate reporting with implementing partners and district level partners, specifically tracking deadlines; ensuring adherence to formats and requirements; ensuring reporting quality and accuracy; and period report writing, editing, and submission.
  • Be the focal point of the allocated region; for any monitoring and evaluation requirement.
  • Conduct capacity building of implementing and district level partner staff on M&E concepts and writing skills through designing and delivering formal trainings.
  • Develop accountability and transparency mechanisms for the program and orient MC-N as well as implementing and district level partners on the same.
  • Ensure adherence to program management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.
  • Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

SUPERVISORY RESPONSIBILITY: NA

REPORTS DIRECTLY TO: IRMI Program Manager/Chief of Party

WORKS DIRECTLY WITH: M&E Team, IRMI Deputy Manager and Technical Officer and IRMI’s district –level partners staff and CFUGs.

KNOWLEDGE AND EXPERIENCE:

  • Bachelor’s degree in management, statistics, economics, social science or related field.
  • At least 4 years experience in monitoring and evaluation of education, livelihoods, and value chain development programs.
  • Good understanding and skills at data management, analysis and presentation
  • Strong computer skills in MS Office programs.
  • Excellent oral and written English skills
  • Strong computer literacy with a full knowledge of office applications including Nepali typing.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Strong team coordination, listening, and consensus building skills

SUCCESS FACTORS:

The successful Monitoring and Evaluation Officer (M&E Officer) will combine exceptional management skills and experience in building and maintaining partner relationships. S/he will have an ability to think creatively about  operationalize and improving the M&E system on food security, community development and resilience. Monitoring and Evaluation Officer (M&E Officer) will have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail as well as strategic vision are essential.
