JOB DESCRIPTION / REQUIREMENTS:

  • DRR and Social Mobilization Officer – Fostering Inclusive Resilience through Gender Responsive Disaster Preparedness and Response in Nepal (Nepalese Nationals only)
  • Location: Provincial/Municipal level (Nepalgunj-Lumbini, Dhangadi-Sudurpaschim)

  • Reports to: Senior Program Coordinator/ DRR Technical Lead
  • Starting Date: As soon as possible

Purpose of the Position:

  • The DRR and Social Mobilization Officer will play a key role in supporting local and provincial governments to strengthen disaster preparedness and response systems with the integration of GEDSI (Gender Equality, Disability, and Social Inclusion). The officer will also support community-based preparedness, response, and resilience initiatives with an emphasis on inclusive practices, social mobilization, and capacity building of marginalized groups and women-led organizations.

Main Responsibilities:

  • Organize and facilitate consultation meetings with Provincial and Municipal Disaster Management Committees and women-led organizations.
  • Support the review and updating of DRR policies, plans, and guidelines at both municipal and provincial levels through a GEDSI lens.
  • Provide technical support to integrate GEDSI into Early Preparedness and Response Plans (EPRP), Disaster Preparedness and Response Plans (DPRP), and Business Continuity Plans (BCP).
  • Coordinate and support urban and issue-based simulation exercises and provincial tabletop drills.
  • Facilitate humanitarian cluster meetings at the municipal and provincial levels for improved coordination and planning.
  • Support and organize training on gender-inclusive data collection, reporting, and analysis for local governments.
  • Engage with data enumerators and validate GEDSI profiles with multi-stakeholder involvement.
  • Facilitate workshops and support municipalities in developing GEDSI data profiles.
  • Implement community-level pilots such as inclusive early warning systems, community kitchens, and information desks in marginalized areas.
  • Facilitate community awareness and mobilization campaigns.
  • Conduct mapping of marginalized and women-led groups at the provincial level for targeted programming.

Qualifications and Experience:

  • Bachelor’s degree in Social Sciences, Disaster Risk Management, Development Studies, Gender Studies, or related field.
  • Minimum 3 years of experience in DRR, community mobilization, and/or gender and inclusion programming.
  • Proven experience working with local governments and community groups.
  • Familiarity with DRR frameworks, GEDSI concepts, and humanitarian standards (e.g., Sphere).
  • Strong facilitation, coordination, and communication skills.
  • Ability to travel frequently to field locations.

Core Competencies:

  • Strong understanding of gender equality, disability, and social inclusion principles.
  • Experience in data management, participatory planning, and report writing.
  • Demonstrated ability to build trust with diverse stakeholders, including government and marginalized communities.
  • Fluency in Nepali and English (written and spoken); knowledge of local languages is an asset.
