Readvertised Vacancy Announcement for the post of Monitoring & Evaluation Coordinator (Date of 1st announcement : 07th March 2011) HealthRight International, under the USAID supported project is looking for highly motivated Monitoring and Evaluation Coordinator to implement Partnership for Maternal and Neonatal Health Program in Kapilvastu and Arghakhanchi district. JOB SUMMARY The Monitoring and Evaluation Coordinator (MEC) is primarily responsible for leading the development, implementation, and coordination of all M&E and operations research activities involved in a four-year maternal and neonatal health project in Argakhanchi and Kapilvastu district. The Coordinator will ensure that all data collected, analyzed are accurate, appropriate, complete, consistent, and timely. As such, the Coordinator will report directly to the Project Director & Country Representative, and will work closely project and partner staff, partner research institutions/agencies, consultants, and representatives of primary stakeholder groups. This position is based in Kathmandu and will require periodic travel to project districts. Critical tasks for the Coordinator include carrying out and continually improving a comprehensive M&E system, coordinating an effective operations research plan, and ensuring both are implemented effectively by staff and key stakeholders. As such, the Coordinator will play a critical capacity building role to ensure stakeholders successfully carry out M&E and operations research activities, and link these into an overall assessment of project progress and needed actions. PRIMARY RESPONSIBILITIES Monitoring and Evaluation • Work with the Project Director & Country Representative, HQ Asia Program Director, hired survey agencies, and/or consultants to design and implement mid-term and end-line assessments. • Assist in analyzing assessment data for and evaluation/progress reports. • Propose improvements to the project’s monitoring plan, and carry out such improvements to systems for monitoring and evaluating project activities and outcomes. • Develop or review context-specific indicators and monitoring tools as needed. • Carry out and continually improve the database system in project districts to ensure accurate and complete collection of data. This includes, but is not limited to, overseeing cleaning, entry, verification, data security, data dictionary, making information accessible for concerned authorities, and modifying as per program needs. • Work with Project Director & Country Representative, Training Operation Coordinator and District Project Officers to ensure that project monitoring work plans reflect key needs and gaps identified through assessments. • Work with Project Director & Country Representative and HQ Asia Program Director to develop and implement processes for ongoing collection of project process and outcome indicators, including gathering and adapting M&E tools developed by other organizations both globally and in Nepal. • Adapt, as necessary, a database for tracking key project indicators, and use this system to prepare periodic reports, as needed. • Follow up with district team and partners for timely submission of reports. • Ensure the data collected at district level are incorporated into the national health management information system (HMIS) working together with stakeholders, Child Health Division, Family Health Division and HMIS team. • Lead, in close cooperation with District Health Office staff, the development and implementation of activities to strengthen the districts’ HMIS system, including data collection and reporting tools at facilities and in the community. • Participate in CBNCP related M&E meetings at central level • Participate and provide progress on project indicators in joint program and monitoring reviews. • Participate in weekly program meetings. • Work as a team member to support other activities and promote organizational goals. Operations Research • Oversee the execution of the project operations research by working closely with HealthRight’s partner Mother Infant Research Activities (MIRA). • Serve as the primary point of contact to coordinate with, and provide information as necessary, to MIRA on the project’s innovation model, ensuring that operations research and ongoing M&E activities link to, and inform, one another. • Identify ongoing, supplemental operations research needs in line with the project’s goal and objectives, and oversee the design, implementation, analysis, and documentation of these projects. • Facilitate and support district staff members to conduct operations research activities in collaboration with MIRA. Documentation and Reporting • Develop and update project briefing papers, orientation materials, brochures, project profiles and display charts to include relevant M&E and operations research data/results. • Co-author and/or coordinate the publication and circulation of various project documents, booklets, peer-reviewed articles, research reports, etc. • Assist in the compilation and preparation of work plans and project documents, and the review of project documents to ensure that M&E indicators are clearly and accurately incorporated. • Prepare and submit project reports to USAID and other stakeholders and partners on a quarterly/semi-annual/annual basis. • Assist the Project Director & Country Representative in incorporating project data into reporting to HQ, USAID, and other donors. QUALIFICATIONS • Minimum of a masters degree in public health, social work, statistics, or related field • At least 5 years of M&E experience, preferably for an INGO/PVO in the maternal and child health sector. • Knowledge of existing M&E tools for USAID-funded child survival projects, such as KPC surveys and health facility assessments. • Comfort using a statistical software package such as SPSS, SAS, STATA. • Comfort using both ACCESS and Excel. • Strong analysis and report writing skills. • Ability to travel at least 25% of the time, as needed.
