Project Background

USAID’s Tayar Nepal – Improved Disaster Risk Management Project is a five-year project funded by the United States Agency for International Development (USAID) and implemented by DAI Global LLC (DAI) since 2019 to strengthen the capacity of Nepal’s national and municipal institutions responsible for disaster risk reduction, preparedness, and response.  Tayar Nepal implements a two-pronged (Stronger Systems + Safer Settlements) approach that strengthens institutions and capacities at the national and local levels to strengthen Nepal’s resilience to natural & non-natural disasters. USAID’s Tayar Nepal seeks applications for the following position.

Position Overview

The Monitoring Evaluation and Learning (MEL) Specialist will work under the supervision of the Private Sector and Integration Director and will be directly responsible for overseeing the implementation of the program’s monitoring, evaluation, and learning strategy, systems, and procedures, including the collection and analysis of monitoring data. S/he will ensure that all project performance monitoring activities and activity strategies and approaches are within the context of USAID’s Tayar Nepal objectives. The MEL Specialist will work collaboratively with the Data and GIS Manager, Component Leads, Field Team Directors, and Field Team Members to ensure the smooth and effective implementation of project activities in the municipality.

Responsibilities

  • Oversee the development of USAID’s Tayar Nepal Monitoring, Evaluation, and Learning (MEL) Plan, its update and implementation.
  • Ensure the proper implementation of monitoring and evaluation plans, including defining program indicator and sources of data.
  • In close coordination with Data and GIS Manager, oversee project data collection, recording, quality control, and database maintenance for project data, and assist communications to report quantitative results on program status and impact.
  • Guide, supervise, and otherwise ensure the collection, analysis, and use of endline and other data on an ongoing basis to inform Tayar Nepal’s decision-making. Develop shared understanding among key stakeholders of the value of M&E data and tools in developing information that informs/strengthens decision-making. Ensure that data entries are valid, complete, and accurate.
  • Lead the endline assessments and baseline/endline surveys/data collection process.
  • Conduct periodic internal and external data quality assessment (DQAs) and prepare the project for possible external DQAs audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
  • In collaboration with technical specialists, oversee the design and utilization of dynamic, web-accessible dashboards that present activity progress.
  • Assist project in providing MEL data to contractual deliverables to USAID including annual work plans, periodic progress reports, and monthly updates.
  • Support team to collection data, data quality control, tools for analysis, etc. contribute to ongoing design of tools/methods that will support stakeholder and community participation and development planning.
  • Ensure oversight and regular maintenance to data bases and assist communication to report quantitative results on program status and impact.
  • The position requires travel to field sites for routine monitoring, program supervision, and support and frequent communication with site and home offices staff to report on project progress.
  • Informed by Tayar Nepal’s GESI Strategy, in collaboration with GESI Specialist, guide reviews to evaluate technical interventions against the program’s strategy and related indicators to assess whether women and indigenous groups are genuinely included in DRRM planning and decision-making, budget allocations, and disaster response.
  • Other duties assigned by the Private Sector and Integration Director.
  • Supervise the Monitoring Evaluation & Learning team. 

Qualifications

  • A minimum of 12 years of experiences with a master’s degree or 14 years of experiences with a bachelor’s degree.
  • Knowledge of and/or experience with USAID results frameworks, M&E plans, and program evaluation including collaboration and learning.
  • Demonstrated experience designing and conducting data quality assessments and data audits.
  • Experience conducting knowledge management and dissemination activities on similar programs.

Level of Effort, Location, and Reporting

This position is anticipated to be up to November 15, 2024.  The Monitoring, Evaluation, and Learning specialist reports to Private Sector and Integration Director.  The position is based in Kathmandu, with travel to USAID’s Tayar Nepal partner municipalities.
