Position: Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer

Project: Inclusive Humanitarian Response to the Bhotekoshi Flash Flood 2026 – MHPSS

Organization: KOSHISH

Duty Station: Bidur, Nuwakot, Nepal (with frequent field travel to project implementation areas)

Employment Type: Short-Term Employment

Reports To: Humanitarian  Manager

1. Background

KOSHISH is a national non-governmental organization established in 2008, dedicated to promoting mental health and psychosocial well-being in Nepal. KOSHISH is implementing emergency mental health and psychosocial support interventions for flood-affected communities with the support from multiple donors funded projects.

To ensure quality implementation, evidence-based decision-making, accountability to affected populations, and continuous learning, KOSHISH seeks a qualified Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to support project monitoring, data management, reporting, accountability mechanisms, learning documentation, and compliance with donor requirements.

2. Job Purpose

The MEAL Officer will be responsible for establishing and implementing monitoring, evaluation, accountability, and learning systems for the humanitarian response project. The position will ensure timely collection, analysis, verification, and reporting of project data, facilitate beneficiary feedback and complaints mechanisms, support evidence-based decision-making, and promote organizational learning while ensuring compliance with KOSHISH and donor MEAL requirements.

3. Major Duties and Responsibilities

• Develop and implement project monitoring plans, Assessment tools, trackers, and reporting systems in humanitarian setting .
• Conduct field monitoring visits to assess project progress, quality, effectiveness, and compliance.
• Collect, verify, clean, manage, and maintain accurate project and beneficiary data.
• Track project indicators against targets and ensure timely collection of output, outcome, and impact data.
• Support baseline studies, assessments, post-distribution monitoring (PDM), and endline evaluations.
• Analyze quantitative and qualitative data to generate insights and evidence for program improvement.
• Prepare monitoring reports, dashboards, presentations, and donor-required reporting documentation.
• Establish and manage beneficiary feedback and complaint-response mechanisms, ensuring timely resolution.
• Promote accountability, inclusion, participation, safeguarding, and confidentiality in all project activities.
• Document lessons learned, best practices, case studies, and support organizational learning initiatives.
• Facilitate review meetings, reflection sessions, and adaptive management through evidence-based recommendations.
• Ensure data quality through verification, validation, audits, spot checks, and adherence to data standards.
• Support staff on the proper use of monitoring tools, data collection systems, and information management protocols.
• Coordinate with program, finance, procurement, and administrative teams, and support donor visits, audits, and assessments.
• Ensure compliance with organizational policies, MEAL standards, safeguarding requirements, donor guidelines, and perform other assigned project-related duties.

4. Qualifications and Experience

Education

• Bachelor's degree in Public Health, Social Sciences, Development Studies, Information Management or related disciplines.
• Specialized training in Monitoring and Evaluation, Research Methods, Data Analysis, MIS, or Humanitarian Accountability will be an added advantage.

Professional Experience

• Minimum 2 years of relevant professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL), project monitoring, data management, or research within NGO/INGO or humanitarian programmes.
• Experience in conducting surveys, assessments, monitoring visits, and data verification in humanitarian setting.
• Demonstrated experience with data collection tools such as KoboToolbox, ODK, CommCare, SurveyCTO, or similar platforms.
• Experience in data analysis using Excel, Power BI, SPSS, or similar software.
• Experience in humanitarian response, disaster risk reduction, MHPSS, protection, or emergency programmes will be highly preferred.
• Knowledge of donor reporting requirements and MEAL frameworks.
• Experience in community engagement, feedback mechanisms, and accountability systems is desirable.

5.     Required Competencies

• Strong understanding of MEAL principles and humanitarian accountability standards.
• Knowledge of logical frameworks, indicators, results-based management, and data quality assurance.
• Excellent data analysis and reporting skills.
• Proficiency in Microsoft Excel, Word, PowerPoint, and digital data collection platforms.
• Ability to develop monitoring tools and reporting templates.
• Excellent communication and interpersonal skills.
• Strong analytical and problem-solving skills.
• High level of integrity, confidentiality, and professionalism.
• Ability to work under pressure and meet tight deadlines.
• Commitment to humanitarian principles and safeguarding standards.
• Ability to work effectively with diverse stakeholders and communities
