JOB ANNOUNCEMENT

Equal Access International (EAI) Nepal – an international non-governmental organization (NGO) headquartered in Washington, D.C. – working with communities around the world to co-create sustainable solutions utilizing community engagement and participatory media and technology. With funding from bi-laterals, multi-laterals, foundations, and individual donors, EAI has a 20-year track record implementing social change projects around the world and currently operates through 12 country programs across Asia and East and West Africa.

In Nepal, EAI Nepal serves as an implementing partner to FHI 360 on the USAID funded Civil Society: Mutual Accountability Project (CS:MAP) which aims to foster a more legitimate, accountable and resilient Nepali civil society, capable of advancing public interest using evidence based research. To support ongoing activities of CS: MAP, EAI is seeking applications for the following positions-

1.  Monitoring and Evaluation Officer (Full time position) _ Fixed term contract till June 2022.

  • Support and strengthen the MEL components of the CSMAP project to ensure EAI Nepal achieves its goals and objectives.
  • Work on EAI's research based projects as required in close coordination with any international and local research partners. This includes drafting field operations manual, setting-up safety plans, supervision of data collection team in the field, ensuring data quality through appropriate data verification procedures, coding and analyzing data and leading data analysis as required.
  • Support the implementation of the Performance Monitoring Plan (PMP) in line with the requirements to capture project performance and results, including developing and administering baseline and end line assessments as required, and all monitoring tools for any process and outcome evaluations.
  • Conduct targeted evaluations, including designing tools, data collection, management and analysis.
  • Design and undertake rapid / snapshot surveys as required.,
  • Track and analyze data from various sources, included the IVR system, weekly feedback forms, partner reports etc
  • Track and monitor the activities led by the local project partner organizations.
  • Assist in preparing periodic reports on the activities/projects by leading results, reporting and providing written documentation on MEL activities and inputting indicator based results for progress/final reports, as appropriate.
  • Undertake field visits to project targeted locations on a periodic basis, to ensure compliance with operational procedures and assess progress.

QUALIFICATIONS:

  • Bachelor’s Degree or higher in human resources, social science, statistics, economics, public policy, in a field related to the scope of work
  • Minimum 3 years of relevant professional experience in monitoring and evaluation of development programs
  • Proven experience and expertise in quantitative and qualitative methodologies, operations research, management of information systems, reporting, data quality assessments, data analysis and presentation
  • Understanding of Interactive Voice Response mechanisms, social media platforms, and media program production will be considered an asset.
  • A track record of working with international organizations, including international research / academic organizations, and a good knowledge of NGOs and other local development agencies is preferred.
  • Experience in conducting research on sensitive issues / working with sensitive data, including violence against women and girls, will be considered an asset.
  • Excellent verbal, written interpersonal and presentation skills in Nepali and English language

2.  ICT4D Officer (Full-time position) - Fixed term contract till June 2022.

IVR SYSTEM MANAGEMENT

  • Lead IVR/SMS system management including:
    • Design the content for both push and pull messaging, and use of IVR/SMS
    • Organize the data emerging from the IVR/SMS platform in an easy-to-manage database system and present the report on the same for further analysis and reporting
    • Design and maintain the data processing mechanism for SMS polls and IVR feedback
    • Conduct preliminary analysis of data from the SMS / IVR system as required by the M&E and Program Managers of EAI Nepal
    • Transcribe and translate voice messages received through the system

ONLINE PLATFORM & SOCIAL MEDIA MANAGEMENT

  • Maintain EAN’s online portal, MeroReport, ensuring it is participatory, user-led and interactive
  • Manage other EAN social media platforms, usually Facebook, including creation of original content text/posts for the pages, managing posts and responding to the followers as required.
  • Provide moderation support to Meroreport and other online platforms – this includes regular check-in to ensure that user queries are responded to in a timely fashion, new content is moderated for quality, relevance and appropriateness, and maintain a log book to record MeroReport content by type (print, audio, photograph, visual etc.) and thematic area (democracy & governance, agriculture, health etc.) from the IVR/SMS system and online platforms.

GENERAL

  • Provide the required technical support to resolve the day to day ICT related troubleshooting to the project team.
  • The associate may be expected to undertake other tasks related to the above scope of work, even if not specifically outlined above.

QUALIFICATIONS:

  • Bachelor's degree in relevant field (preferred Information Technology)
  • At least 3 years of experience in information management systems.
  • Knowledge of IVR/SMS system
  • Knowledge of social media campaign management and content creation
  • Knowledge and skills to link ICT and development
  • Ability to work in a diverse group of people
  • Excellent verbal, written interpersonal and presentation skills in Nepali and English language
