PROGRAM/DEPARTMENT SUMMARY:
On April 25, 2015, a devastating earthquake with a magnitude of 7.8 on the Richter Scale struck Nepal, causing significant loss of life and injuries as well as extensive damage to infrastructure including roads, markets, buildings and water systems. An estimated 8 million people have been directly affected by the earthquake with a death toll reported over 6,000 and many more are injured and displaced. As a result, Mercy Corps is launching a significant response in areas of shelter, food/non-food, water and sanitation programming. New programs means and accountability measured need to be ensured.
GENERAL POSITION SUMMARY:
- The primary function of the Monitoring and Evaluation Officer is to assist the Design, Monitoring and Evaluation
- Manager in designing and implementing assessments as well as monitoring and evaluation plans to ensure donor
- requirements are met and Mercy Corps and international standards upheld. The Monitoring and Evaluation Officer
- will collaborate with Program Managers and the Emergency Response Team Leader to ensure that grant procedures,
- performance monitoring and results reporting are effectively implemented. The Monitoring and Evaluation Officer
- will travel frequently to various field locations for implementation of M&E activities.
ESSENTIAL JOB FUNCTIONS:
- Monitoring & Evaluation System Development - Collaborate closely with program teams to ensure the implementation of an effective M&E system: support planning, coordination of monitoring and evaluation activities, training of staff, data collection, cleaning and analysis.
- Staff Training and Capacity Building - Identify gaps and build the capacity of all relevant team members to develop and maintain a high quality M&E system and contribute to producing high quality reports for program. Recruit and train monitors for surveys.
- Monitoring and Evaluation Assessments - Assist in designing programs that incorporate Mercy Corps' standards on design, monitoring, and evaluation. Ensure that monitoring systems meet donor requirements. Liaise with field staff to understand beneficiary feedback, ensure participatory processes, enable ownership and facilitate quality of data. Disseminate best practices and lessons learned and incorporate them into project approaches, scale-up and delivery.
- Grants System Development - Create a grants library and update it regularly by reviewing and processing grant management documentation of Mercy Corp South Sudan. Ensure that accurate and complete storage systems are developed, and that records and files are set up, maintained and updated. Maintain electronic files related to all aspects of the grants cycle, including: grant application materials and proposals, grant agreements, correspondence with prospective donors and program staff materials on each grant. Disseminate and capitalize on best practices and lessons learned regarding the grants management process.
- Assistance with Grants Management - Assist with overall program development and future proposals for program follow-on activity. Follow-up with relevant stakeholders to obtain information on proposal writing and budget preparation. Monitor all approved grants based on the Reporting Calendar and ensure timely program reporting is completed
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Other duties as assigned by the Program Manager.
SUPERVISORY RESPONSIBILITY: The Monitoring and Evaluation Officer will supervise all Mercy Corps staff and monitors hired on a daily basis for data collection in the field. However, this supervisory role is temporary and the Monitoring and Evaluation Officer will not supervise any Mercy Corps staff on a permanent basis.

REPORTS DIRECTLY TO: District Coordinator
WORKS DIRECTLY WITH: Program, Operations and Finance teams
KNOWLEDGE AND EXPERIENCE:
- University degree
- At least five years M&E experience (including analytical skills and general knowledge of statistics and monitoring and evaluation principles)
- Previous experience in a supervisory role in conducting surveys, data management and analysis mandatory
- Comprehensive with MS Office Package
- Fluent in spoken and written English
- Knowledge of digital data collection strongly preferred.
