Currently, NFWLHA is implementing the Treatment, Care and Support Program in 25 districts across Koshi, Madhesh, and Bagmati Provinces with support from the Global Fund through UNDP. To support the effective implementation of this program, NFWLHA invites applications from qualified and motivated candidates for the following position:
Position: Monitoring and Evaluation Analyst -1
Project: Treatment, Care and support program
Duty Station: NFWLHA Central Office, Kathmandu (Frequent travel to program district)
Reports/responsible to: National Program Coordinator
Supervisory Responsibilities: Project officer and project associates.
1) Purpose of Position
The M&E Analyst will lead the monitoring, evaluation, data management, and reporting functions of the Treatment, Care and Support Program. The position will ensure quality data collection, analysis, reporting, program learning, and compliance with UNDP/Global Fund and organizational requirements while providing technical support to project staff and sub-sub recipients.
2) Major Responsibilities:
Monitoring & Evaluation System Development
- Develop and implement an M&E framework, tools, and indicators for program activities based on the M&E guideline of NFWLHA.
- Ensure availability and regular updating of log frames, M&E plans, result frameworks, indicators, data collection tools and reporting templates for all projects and programs.
- Ensure M&E activities align with organizational goals and donor requirements.
- Develop and implement an M&E framework, tools, and indicators for program activities based on the M&E guideline of NFWLHA.
- Ensure availability and regular updating of log frames, M&E plans, result frameworks, indicators, data collection tools and reporting templates for all projects and programs.
- Ensure M&E activities align with organizational goals and donor requirements.
- Support the development and implementation of project-level M&E systems, including tools, frameworks, and guidelines aligned with program needs.
- Ensure timely collection, review and validation, and of program data into the HIV care and ART Tracking system and HMIS system.
- Conduct analysis of RM&E data, identify gaps and trends, and support program teams in using data for decision-making.
- Participate in monitoring visits and joint field visits to assess Care and Support program implementation and data quality.
Data Quality, Systems, and Compliance
- Support implementation of data quality assurance mechanisms, including routine checks and data verification processes.
- Assist in conducting data quality audits and follow-up actions to ensure data accuracy and reliability.
- Ensure compliance with organizational standards and national requirements, including coordination with government systems such as HMIS.
- Maintain an accurate and updated database of program beneficiaries and activities.
- Prepare periodic progress reports, and impact assessments.
- Ensure timely submission of reports to donors, stakeholders, and management.
Coordination, Reporting, and Learning
- Work closely with program teams and implementing partners to ensure timely submission of quality data and reporting deliverables.
- Provide technical support to program teams and Sub-Sub Recipients (SSRs) in data analysis, interpretation, and reporting.
- Contribute to donor reporting processes by supporting data compilation, analysis, and documentation of program progress.
- Support documentation of lessons learned, best practices, and evidence-based insights for internal and external dissemination.
- Assist in preparing knowledge products such as reports, briefs, and presentations.
Organizational, Strategic and Operational Support
- Assists the Program Coordinator in identifying and developing new programs, writing proposals and raising funds.
- Implements formulated policies, rules and regulations, and long-term objectives of the organization at national, regional, and district levels and provides appropriate feedback.
- Actively participates in the process of organizational change process and implements work plan directions.
- Provide support in the development and refinement of M&E-related components of program proposals and new initiatives.
- Maintain working relationships with relevant government stakeholders and partners on M&E-related matters.
- Contribute to organizational learning and continuous improvement of M&E systems and processes.
- Perform other related duties assigned by the supervisor in support of program evidence, learning, and accountability.
- Maintain and monitor the Program Evidence budget and expenditure.
Understand and comply with the organization policies and ethics

PSEA compliance

Staff Management and Development
- Supervises work of associate staffs, delegate tasks, set priorities and deadlines.
- Supports National Program Coordinator to guide and coach the progress of NFWLHA and staffs.
- Supports associated staff with development and implementation of C&S work plans.
- Implements the developed plans to build management and technical capacity of the associate staffs and support member organizations in these matters.
Meeting/Communication
- Participates in and organizes meetings to ensure that information is shared with appropriate staff members, according to the meeting schedule and on ad-hoc basis if needed.
- Attends program-related meetings at regional, district and (inter-) national level, when necessary, with (non-) governmental agencies and member organizations.
- Maintains consistent communication with Program Managers, Program Coordinator, finance manager and officers, Member Organizations, and Executive Committee.
3) Required Education and qualifications:
- Master's degree in public health, demographics, population studies or a related field.
- Minimum of 5 years of experience in monitoring and evaluation, preferably in the development sector.
- Strong knowledge of M&E principles, methods, and tools.
- Experience in designing and implementing M&E systems for health or social development programs.
- Excellent data collection, analysis, and reporting skills.
- Proficiency in statistical software and data visualization tools.
- Strong communication, interpersonal, and problem-solving skills.
- Ability to work collaboratively with teams, and diverse stakeholders and community.
- Fluency in Nepali and English (written and spoken).
- Knowledge of HIV/AIDS-related issues, HIV care and ART tracking system, HMIS system (preferred).
