Position: MEAL Assistant (Monitoring, Evaluation, Accountability & Learning Assistant)

Type of Contract: Fixed Term, Full-time (12 months with possible extension based on performance and fund availability)

Duty Station: Biratnagar or Saptari (as per project requirement; local candidates will be given high priority)

Program/Project: HEARD Nepal – all projects (as per project requirement)

Reports To: Program Coordinator / Executive Director

I. Position Summary

The MEAL Assistant will support Monitoring, Evaluation, Accountability, and Learning (MEAL) functions at the field level for HEARD Nepal projects. The role involves data collection, verification, and documentation, reporting, and supporting field teams to ensure timely and quality data management. The MEAL Assistant collaborates closely with program staff, municipalities, and health facilities to strengthen evidence-based decision-making and program improvement.

II. Key Responsibilities

A. Monitoring, Data Collection & Reporting

  • Support routine data collection from field activities, beneficiaries, and community-level interventions. 
  • Ensure completeness and accuracy of data collected by field staff and volunteers. 
  • Assist in verifying data with source documents, registers, and reporting formats. 
  • Support timely compilation and submission of weekly, monthly, and quarterly reports. 
  • Maintain proper records and documentation of all monitoring data and reports. 

B. Data Quality Assurance & Documentation

  • Conduct regular field visits to verify reported data and ensure quality standards. 
  • Support data cleaning, validation, and cross-checking processes. 
  • Maintain organized digital and physical filing systems for MEAL-related documents. 
  • Assist in preparing simple data summaries, tables, and charts using Excel or other tools. 

C. Support to MEAL Systems & Tools

  • Assist in the use of digital data collection tools (e.g., Kobo, ODK, DHIS2 where applicable). 
  • Report any data inconsistencies or system issues to supervisors. 
  • Support implementation of standard MEAL tools, formats, and guidelines. 

D. Supervision & Capacity Support

  • Provide basic support and guidance to field staff and volunteers on data collection and reporting tools. 
  • Assist in organizing orientations and refresher trainings on MEAL tools and processes. 
  • Follow up with field teams to ensure timely and accurate reporting. 

E. Evaluation, Learning & Accountability

  • Assist in conducting surveys, assessments, and evaluations (baseline, endline, or process). 
  • Support collection of feedback from beneficiaries and stakeholders. 
  • Document success stories, lessons learned, and case studies. 
  • Participate in review meetings and contribute to learning and adaptive management discussions. 

F. Coordination & Communication

  • Coordinate with field staff, municipalities, and relevant stakeholders for data collection and verification. 
  • Support joint monitoring visits and review meetings. 
  • Ensure proper communication and reporting flow within the organization. 

III. Qualifications & Experience

Education

  • Minimum Bachelor’s degree (BPH, Bachelor of Nursing, B.Ed., BA, or equivalent in relevant field).
  • Experience
  • Minimum 1 year of relevant experience in MEAL, data collection, or project support roles. 
  • Experience in NGO/INGO projects, especially in health, education, or community development, is preferred. 

Skills & Competencies

  • Basic knowledge of monitoring and reporting systems. 
  • Familiarity with MS Excel, Word, and digital data collection tools (Kobo/ODK preferred). 
  • Good communication and interpersonal skills. 
  • Ability to work in field settings and travel as required. 
  • Strong attention to detail and commitment to data quality. 
  • Ability to work independently and meet deadlines. 
  • Understanding of community-level programs in Nepal is an asset.
