Position Title: Manager – Finance, Admin & Compliance

Location: Kathmandu, Nepal

Reports to: Executive Director

Position Type: Full-time

1. Background

Ujyalo Foundation, a feminist organization committed to equity and justice, is seeking a qualified and experienced Manager – Finance, Admin & Compliance to lead its financial systems, oversee administrative functions, and ensure organizational compliance. The position is central to maintaining transparency, accountability, and smooth day-to-day operations within the organization.

2. Purpose of the Position

The Manager – Finance, Admin & Compliance will oversee financial planning and management, supervise administrative systems, and ensure compliance with national laws and donor requirements. The candidate will provide strategic leadership in financial sustainability, risk mitigation, and operational efficiency across all levels of the organization.

3. Key Responsibilities

A. Financial Management

  • Lead budgeting, forecasting, and financial planning in alignment with program and organizational goals.
  • Oversee and ensure maintenance of accurate financial records and timely reporting to donors, management, and the Board.
  • Oversee day-to-day financial operations, including petty cash, bank transactions, payroll, reimbursements, and procurement.
  • Develop and implement financial policies and internal controls.
  • Coordinate annual audits and liaise with auditors and external stakeholders as necessary.
  • Oversee and ensure timely submission of VAT, tax returns, and other government filings.

B. Administration

  • Manage administrative functions including office management, asset inventory, procurement, and vendor contracts.
  • Supervise support staff and ensure smooth daily functioning of the office environment.
  • Maintain updated documentation, including leases, insurance, and other legal documents.

C. Compliance

  • Ensure organizational compliance with national laws, donor agreements, and internal policies.
  • Maintain documentation related to labor law, social security, tax, and company registration.
  • Oversee staff contracts, renewals, and HR compliance in coordination with the management team.
  • Track deadlines for key filings and renewals (e.g., SWC registration, PAN/VAT, etc.).

D. Team Support & Capacity Building

  • Build financial literacy and administrative capacity across the team.
  • Support program teams in preparing budgets and financial reports.
  • Collaborate with the Executive Director on strategy, funding pipelines, and risk assessments.

4. Required Qualifications & Experience

  • Minimum Master’s degree in Accounting, Finance, Business Administration, or related field.
  • Minimum 5 years of relevant experience in finance, admin, and compliance roles in NGOs or INGOs.
  • Strong knowledge of financial systems, donor reporting, and compliance (e.g., audit, tax, labor law).
  • Proficient in accounting software (e.g., Tally, Wave, QuickBooks, etc.).
  • Excellent understanding of the Nepali legal and regulatory environment for non-profits.
  • Strong analytical, communication, and team leadership skills.
  • Commitment to feminist values, integrity, and organizational ethics.

5. Remuneration

Salary will be commensurate with experience and in accordance with the organizational scale.
