BASE Organization (Backward Society Education) is a leading NGO officially registered in 1991 in Dang with DAO and SWC. BASE Organization has been working in the field of Education and Social Protection (Child Labor and Human Trafficking), Livelihood, Agriculture, Entrepreneurship and Employment, Health, Nutrition, WASH, Peace, Governance and Human rights, Climate Change Adaptation and Disaster Risk Reduction, GEDSI, Advocacy and Institutional Strengthening, infrastructure support, Maternal and Newborn Child Health  and protection & promotion of traditional indigenous culture as well as increasingly working with beneficiaries from other marginalized communities.

BASE organization is implementing various projects including ‘Access to Justice for Children project’ in Lumbini, Sudurpashchim and Karnali Provinces with the financial support of Just Rights for Children in Nepal (JRCN). The project aims aligning with the vision of JRCN in the four thematic areas:

1. Child Marriage
2. Child Trafficking 
3. Child Sexual Abuse
4. Child online Sexual Abuse

The project is going to ensure child protection as well as contribute and align with Nepal Government's Child Marriage Free Nepal by 2030.

BASE Organization intends to recruit qualified and experienced Nepalese citizens for the following position “subject to funding availability”: 

Post: Legal Officer – 1 based in Tulsipur, Dang District. 

Required Qualifications/ Competencies/Experiences: 

• At least Bachelor’s degree in Law (BL) combined with substantial relevant experience in litigation, civil society and human rights sector. Minimum 2 years of professional experience, preferably within civil society organizations, NGOs, or the human rights sector. Licensed to practice law in Nepal with demonstrated experience in litigation and legal procedures.

KEY FUNCTIONS/RESPONSIBILITIES: 

• Provide legal representation for cases supported by BASE Organization before police and relevant authorities/agencies. 
• Offer legal advice and consultation to the organization, staff and victims on matters related to child protection laws and procedures. 
• Interpret relevant laws, regulations, and judicial precedents to guide legal strategies and organizational decision-making. 
• Build coordination with the law enforcement agencies, children network, child rights committees as well as stakeholders for the child marriage, child trafficking, child sexual abuse and child online sexual abuse cases identification and then move forward with the legal process. 
• Maintain proper case management systems by documenting case reporting, preserving legal records, and ensuring timely follow-up actions to ensure the justice. 
• Verify and review evidence and documentation provided by project team and stakeholders regarding prevention and intervention efforts. 
• Coordinate with law enforcement agencies, prosecutors, and judicial bodies to support effective investigation and prosecution of cases. 
• Analyze and review policies, laws, and strategies of the Government of Nepal related to child rights and protection. 
• Contribute to the drafting and development of policies, legal frameworks, and advocacy documents at local, provincial, and federal levels. 
• Draft, review, and negotiate contracts, agreements, MoUs, and other legal instruments to ensure compliance with applicable laws. 
• Design and deliver training sessions for the organizational as well as project team and stakeholders on case identification, documentation, and legal intervention. 
• Participate in field visits to project sites to assess implementation progress, provide legal support, and document outcomes. 
• Collaborate with government stakeholders and other CBOs in handling cases and strengthening child protection mechanisms. 
• Participate in meetings, workshops, consultations, and forums as required. 
• Prepare reports, case briefs, data management and documentation to support program implementation, advocacy, and knowledge management. 
• Support survivors and their families by facilitating access to justice and explaining legal processes in a child-sensitive manner. 
• Ensure all project and legal interventions align with project/organization's child-centered and rights-based approach. 
• Contribute to organizational planning, monitoring, and evaluation processes as required. 
• Undertake any other responsibilities assigned by management to support the objectives of the organization. 
• Participate in any other activities as decided by the management which may be required to be undertaken to fulfill the objectives of the organization.

SKILLS AND COMPETENCIES:

• Excellent knowledge of child protection laws and public interest legislation
• Strong understanding of civil, criminal and regulatory laws 
• Strong analytical and problem-solving skills 
• Ability to conduct in-depth legal research and analyze case laws
• Strong dispute resolution skills for settlements and client advocacy
• Expertise in drafting and reviewing legal agreements
• Familiarity with corporate governance, risk management, and statutory frameworks.
• Accuracy in reviewing legal documents and contracts (Essential)
• Commitment to confidentiality, fairness, and legal ethics
• Strong interpersonal skills and social values 
• Ability to advocate for children 
• Knowledge of laws and regulations relating to child marriage, children's rights
• Good Project Management and Time Management Skills
• Proficient in computer skills
• English and Nepalese written and verbal
