INF Nepal, established in 1952, is a Nepali non-government organization serving Nepali people through health and development work to improve the quality of life of individuals and community as whole. The organization works in four provinces (Gandaki, Lumbini, Karnali and Sudurpaschim provinces) of Nepal to bring sustainable improvement in the health and development of individuals and communities by empowering communities, providing health care and preparing for disasters. In Community Health and Development, the major focused thematic areas are (i) livelihood and resilience (ii) disability inclusion/rehabilitation (iii) mother and neonatal child health (iv) Leprosy and NTDs. Similarly, GEDSI and climate change adaptation and disaster resilience are INF Nepal’s cross-cutting thematic areas.

INF Nepal requires the service of a qualified independent consultant to conduct a disability inclusive assessment for the project titled Community Based Inclusive Development (CBID 1.0) Project in Dang district. The project aims to enhance the quality of life for persons with disabilities in Dang district. To promote inclusion and ensure that persons with disabilities lead dignified and fulfilling lives, the project works with various stakeholders, including Self-Help Groups (SHGs), Ward-level Disability Coordination Committees (WDCCs), ward-level government agencies, rural municipality-level Organization of Persons with Disabilities (OPDs) along with health facilities and rural municipality-level government agencies. These groups are actively involved in awareness-raising initiatives and knowledge-sharing efforts related to disability issues. The project advocates for better healthcare services for persons with disabilities while simultaneously strengthening the PRT (Primary Rehabilitation Therapy) skills of health workers and project staff. This will be achieved through specialized training and skills development programs, ensuring that PRT services become more accessible to individuals in need. 

INF Nepal invites Expression of Interest (EOI) from the Professionals/Experts/Qualified individuals and companies for above-mentioned disability inclusive assessment of CBID 1.0 Project, in Dang districts.

Requirements for the lead consultant/consultancy are:

• The lead consultant must have at least 5 years of experience in the field of disability inclusion or community-based inclusive development. 
• Minimum 2 years of experience conducting assessment/ studies and participatory research.
• Experience working with OPDs.
• Sound knowledge of GEDSI framework.
• Familiar with and willing to travel and work in remote rural villages.
• The consultant should have an excellent track record of interviewing/engaging participants. 
• Consultant/consultancy should be registered in VAT, latest renewal and tax clearance certificate.

• Cover letter expressing interest in the project for disability inclusive assessment.
• Separate Technical and Financial proposal
• Detail profile of firm and Consultant's CV
• Updated firm registration, VAT and Tax clearance certificate of FY 2081/82.
• Estimated Budget including Breakdowns.
• Term of Reference (ToR) is available in the annex below and can be downloaded.
• The above documents shall be sent in envelope in sealed form to the following address no later than 5:00 PM of 4th June 2026 (21st Jestha, 2083).

The INF Nepal has right to accept or reject any/all proposal without assigning any reasons, whatsoever.
