Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

The organization has been actively working with various stakeholders including local governments, schools, OPDs, CSOs, and communities to promote disability-inclusive development and meaningful participation of children and young persons with disabilities.

Duration: One year with possibility of extension based on performance and project continuation

Reporting to: Project Coordinator/Project Officer

Position Description

The Field Program Officer will be responsible for supporting effective field-level implementation of project activities in close coordination with local stakeholders, schools, parents, children and young persons with disabilities, OPDs, CSOs, and local governments. The position requires frequent field visits, facilitation of meetings and sessions, stakeholder coordination, advocacy initiatives, documentation, and reporting.

Key Responsibilities

  • Prepare and implement project activity plans at field level.
  • Coordinate and collaborate with children and young persons with disabilities, parents/caregivers, schools, resource classes, OPDs, CSOs, and local governments.
  • Facilitate meetings, orientations, awareness sessions, child club activities, and daily living skills sessions for persons with disabilities.
  • Support schools and resource classes to enhance educational access, participation, and inclusion of children with disabilities.
  • Conduct regular field visits, monitoring, follow-up, and community mobilization activities.
  • Support advocacy and networking initiatives at local and provincial levels on issues related to children and young persons with disabilities.
  • Document project learnings, case stories, success stories, challenges, and field updates.
  • Prepare periodic reports and maintain proper documentation of project activities.
  • Ensure meaningful participation and safeguarding of children and persons with disabilities during project implementation.
  • Perform other project-related field activities as assigned by the organization.

Required Qualifications and Experience

  • Bachelor’s degree completed or on-going in Social Work, Education, Development Studies, Humanities, or related field.
  • Minimum one year of relevant working experience in community mobilization, disability inclusion, education, child rights, social development, or related sectors.
  • Good understanding of disability inclusion and relevant legal/policy provisions related to disability and child rights.
  • Experience working with schools, OPDs, local governments, CSOs, and community-based projects is preferred.
  • Strong facilitation, communication, coordination, and documentation skills.
  • Fluency in spoken and written Nepali and English.
  • Good computer skills including MS Word, Excel, email, and report writing.
  • Ability and willingness to travel frequently within project areas.
