About Federalism & Localization Center (FLC): The Federalism & Localization Center (FLC), established on August 8, 2024, is a non-profit think-tank committed to strengthening federalism in Nepal. Formed through a unique partnership of major political parties, experts and professionals, FLC serves as a platform for dialogue, research, and capacity building across all three tiers of government.

FLC works to bridge knowledge gaps and promote inclusive governance, intergovernmental collaboration, and democratic values. Our activities include research, training, seminars, and policy discussions on key areas such as political, fiscal, and administrative federalism, education, climate change, governance reform, and social inclusion.

FLC aims to become a premier resource hub for provinces, opening offices across Nepal and deepening grassroots engagement. We are recognized nationally for fostering political consensus and strengthening sub-national governance.

FLC is currently seeking two applications for a project entitled “Strengthening Federalism through Knowledge Production, Consultation, and Dialogue,” that aims to enhance Nepal’s federal system by generating evidence-based insights, fostering intergovernmental collaboration, and facilitating structured dialogues.

Vacancy 1: Program Coordinator

Major responsibilities:

  • Lead and coordinate project implementation at both national and sub-national levels in close collaboration with project team members and stakeholders.
  • Program Planning and Implementation: Develop and manage detailed work plans, timelines, and ensure smooth execution of dialogue activities at federal and subnational levels.
  • Act as the primary liaison between program stakeholders, ensuring consistent communication and effective collaboration.
  • Organize and facilitate inclusive and well-documented dialogue events, ensuring logistical arrangements and meaningful participation.
  • Track progress, support data collection, and prepare reports (both in English and Nepali) to inform program learning and accountability.
  • Support in budget oversight, coordinate resource use, and proactively address challenges to keep the program on track.
  • Perform other duties as assigned by the supervisor or leadership team in line with project needs.

Qualifications and Skills Required:

  • Master’s degree in Law, Gender Studies, Sociology, Development Studies, or a related field, with a minimum of 5 years of relevant experience in the development sector, preferably, in bilateral and multilateral agencies and development sector.
  • Proven experience in managing and implementing development cooperation projects, particularly at the provincial and local levels.
  • Strong understanding of governance, federalism, and inclusive development practices in Nepal.
  • Excellent communication, facilitation, and report writing skills in both English and Nepali. Proficient level of Nepali and English typing is a must
  • Has functional understanding of federalism and subnational governance like Intergovernmental relations (IGR), Fiscal Federalism etc.
  • Demonstrated ability to work independently, manages multiple priorities, and meets deadlines under pressure.
  • Self-motivated, proactive, and a strong team player with a commitment to learning and continuous improvement.

Vacancy 2: Finance Officer

Major Responsibilities:

  • Oversee and manage day-to-day financial and administrative operations of the organization.
  • Support the overall financial planning, budgeting, and reporting processes of the organization and its projects.
  • Ensure compliance with internal financial policies and applicable government regulations.
  • Prepare monthly payroll in line with staff contracts and ensure timely payment of applicable taxes.
  • Process and reconcile advances, review financial documents, and verify expenses from field activities.
  • Coordinate travel arrangements, event logistics, and other operational needs.
  • Maintain a well-organized filing and documentation system for financial and administrative records.
  • Manage petty cash transactions and reporting.
  • Carry out additional finance and administration-related tasks as assigned by the leadership team.

Qualifications and Skills Required:

  • Bachelor’s degree (Master’s degree is preferred) in Finance, Accounting, Development Finance, or a related field.
  • Minimum of 2 years of relevant professional experience, preferably in I/NGOs.
  • Proficiency in accounting software and Microsoft Excel; familiarity with FAMAS is an asset.
  • Strong understanding of financial regulations, accounting principles, and reporting standards.
  • Excellent organizational and documentation skills, both in English and Nepali, with attention to detail and accuracy.
  • Ability to work under pressure and meet tight deadlines with minimal supervision.
  • Strong interpersonal skills; self-motivated, confident, and capable of working effectively in a team environment.
