HECAF360 is seeking a qualified and committed Nepali professional to support the financial management, reporting, and compliance of organizational and project-related activities. The Finance Officer will play an important role in ensuring accurate financial operations, maintaining compliance with donor and organizational policies, and supporting effective financial planning and reporting.

The position will contribute to strengthening the organization’s financial systems by ensuring proper documentation, monitoring financial transactions, supporting audits, and coordinating financial processes related to project implementation.

 

Position Details

  • Position: Finance Officer

  • Location: Kathmandu (HECAF360 Office)

  • Reports to: Executive Director / Admin and Finance Controller

  • Duration: 12 months, with an initial probation period of 3 months (High possibility of extension)

  • Level of Effort: Full-time

  • Joining: Immediate

 

Objective of the Position

The Finance Officer will be responsible for supporting financial management and administrative operations of HECAF360 projects and programs. The role includes preparing financial reports, monitoring project expenditures, supporting budgeting processes, ensuring compliance with financial policies, and maintaining accurate financial records.

 

Key Responsibilities

Project Financial Management and Coordination (50%)

  • Compile and submit monthly, interim, and final financial reports to internal management and donors, ensuring accuracy and timely submission with required supporting documentation.

  • Coordinate with Project Coordinators to collect financial documents, verify expenditures, and ensure alignment with approved project budgets.

  • Prepare project-wise Statements of Expenditure (SoE) and assist in preparing Budget versus Actual (BVA) analyses for management review.

  • Participate in coordination meetings with project teams and key stakeholders to provide financial updates and clarifications related to project budgets and expenditures.

  • Support project teams with operational and logistical arrangements, including processing advance payments, travel arrangements, and other administrative support in line with organizational procedures.

 

Financial Operations and Budget Management (30%)
  • Support preparation of the annual organizational budget and assist in monitoring cash flow to ensure availability of funds for operational and project activities.

  • Review and verify financial transactions to ensure invoices, receipts, and supporting documents are properly recorded and documented.

  • Prepare journal vouchers and payment documentation in accordance with organizational financial procedures.

  • Coordinate with vendors and service providers to collect invoices and facilitate timely payment processing.

  • Manage petty cash transactions and support routine operational expense disbursements.

  • Provide support for banking transactions, including deposits, payment processing, and resolution of payment issues.

 

Audit Support, Documentation and Compliance (15%)
  • Assist in statutory and project audits by preparing financial records and supporting documents as required.

  • Maintain organized and accessible financial documentation, including vouchers, reports, and supporting evidence.

  • Support compliance with organizational financial policies, internal controls, and donor requirements.

  • Verify and maintain vehicle movement logs and reimbursement records to track operational expenses.

 

Administrative and Other Responsibilities (5%)
  • Maintain proper records of incoming and outgoing official correspondence and support document filing systems.

  • Ensure confidentiality of financial information and adherence to organizational policies, including safeguarding and data protection standards.

  • Perform other tasks assigned by the supervisor related to finance and administrative operations.

 

Required Qualifications and Experience
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree or professional certification will be an advantage).

  • Minimum 5 years of relevant experience  in NGOs, INGOs, or development organizations.

  • Experience in financial reporting, budgeting, and donor compliance is preferred.

  • Familiarity with accounting systems, financial documentation, and audit processes will be an advantage.

 

Skills and Competencies
  • Strong financial analysis, accounting, and reporting skills.

  • Good organizational and documentation skills with attention to detail.

  • Proficiency in MS Excel and financial record management.

  • Ability to work independently and maintain effective coordination with program teams.

  • High level of integrity, confidentiality, and professional ethics.

 

Workstation

The position will be based at the HECAF360 office in Kathmandu.

 

Other Duties

The Finance Officer may be required to support additional tasks assigned by the supervisor to ensure smooth financial and administrative operations of the organization.
