Field Officer – Healthcare Waste Management (HCWM)

HECAF360 is seeking a qualified and committed Nepali professional to support the implementation of activities aimed at strengthening safe Healthcare Waste Management (HCWM) systems at a Hospital in Surkhet. The project focuses on improving environmental health standards within healthcare facilities by supporting effective healthcare waste management through capacity building, coordination, monitoring, and technical support.
The Field Officer will play a key role in coordinating day-to-day project implementation at the hospital level, ensuring compliance with National Healthcare Waste Management Standards and Operating Procedures, and supporting the adoption of safe, sustainable, and environmentally sound waste management practices.
Position Details

- Duration: 9 months, with an initial probation period of 3 months
- Level of Effort: Full-time, field-based position

Objective of the Position
The Field Officer will support the effective implementation and coordination of healthcare waste management activities at a Hospital in Surkhet. The role will focus on strengthening institutional capacity for HCWM, supporting coordination with hospital staff and stakeholders, monitoring implementation of waste management practices, and ensuring proper documentation and reporting of project activities.
Key Responsibilities
Project Implementation and Coordination (60%)
- Coordinate day-to-day project activities related to safe healthcare waste management at Provincial Hospital in accordance with National HCWM Standards and Operating Procedures.
- Work closely with hospital management, HCWM focal persons, and relevant departments to support implementation and improvement of waste management practices.
- Facilitate coordination between HECAF360, hospital authorities, and relevant stakeholders to ensure smooth project implementation.
- Support planning and implementation of project activities in collaboration with the Project Coordinator and hospital team.
Training and Capacity Building (20%)
- Support the organization and implementation of trainings and orientation sessions for healthcare workers on healthcare waste management based on national standards and operating procedures.
- Facilitate logistical arrangements for training activities and provide on-site operational support during sessions.
- Assist in the dissemination and practical application of HCWM guidelines and tools among hospital staff.
- Ensure proper documentation of training activities including attendance records, feedback forms, photographs, and training reports.
Monitoring, Compliance and Technical Support (10%)
- Conduct regular monitoring of waste segregation, collection, transportation, storage, and treatment practices within the hospital.
- Provide on-site guidance and technical support to hospital staff to improve compliance with HCWM protocols.
- Identify operational challenges and gaps in implementation and report findings with recommendations for improvement.
- Support hospital teams in maintaining safe, environmentally sound, and compliant healthcare waste management practices.
Documentation, Reporting and Knowledge Management (10%)
- Collect and organize field data, photographs, and supporting documentation related to project activities.
- Prepare and submit weekly updates and monthly progress reports to the Project Coordinator.
- Maintain organized records of project documentation and support preparation of reports, case studies, and visibility materials when required.
Required Qualifications and Experience
- Bachelor’s degree in Public Health, Environmental Science, Environmental Health, or a related field.
- Minimum 3 years of relevant experience in healthcare waste management, WASH, environmental health, or public health programs.
- Experience working with healthcare facilities and government health institutions will be an advantage.
- Experience in organizing trainings, capacity building activities, or health facility-based interventions is preferred.
Skills and Competencies
- Strong communication, coordination, and interpersonal skills.
- Ability to work independently and maintain effective working relationships with hospital staff and stakeholders.
- Strong documentation, reporting, and organizational skills.
- Basic knowledge of healthcare waste management practices and infection prevention principles is desirable.
- Commitment to professional integrity, teamwork, and environmental health improvement.

The position will be based at a Hospital in Surkhet.
