Beyond Beijing Committee (BBC) Nepal is a feminist, women-led national human rights network established after the Fourth World Conference on Women in 1995. It unites over 230 member organisations across all seven provinces and holds Special Consultative Status with the UN ECOSOC. BBC Nepal works to advance gender equality and empowerment for women, girls, persons with disabilities, sexual and gender minorities, and marginalised communities through an intersectional rights-based approach. The organisation strengthens civil society leadership in implementing and monitoring CEDAW, ICPD, UPR, and the SDGs, and actively engages in policy advocacy and reporting to hold governments accountable. It is also a founder and secretariat of key platforms, including the Nepal SDGs Forum, Women Major Group for Sustainable Development, and national coalitions advancing gender justice.

1. Position: Finance and Admin Officer- One
Major roles & responsibilities:
Overall operations of the finance and administration-related systems to ensure accurate and timely operations and reporting; monitors, evaluates, and manages budgeting and financial matters for the effective and efficient utilisation of resources; and directs all administrative functions of the project, including the development and maintenance of administrative systems and operational procedures as well as inventory management.
A. Financial Management
- Accounting
- Ensure and maintain an accurate and up-to-date accounting of BBC’s expenditures in line with the approved budget and existing requirements. This includes, preparing vouchers, updating the cashbook, advance register, and making payments.
- Ensures that the supporting documents attached to vouchers are accurate, valid, and comply with the tax, contract and other contemporary laws of Nepal.
- Manage routine organisational expenditures by verifying invoices, ensuring accurate payments, and overseeing timely salary disbursements.
- Ensure all payment documents/vouchers are properly filed, numbered and located safely with correct labelling.
- Timely advance release to staffs and settle on time as per the policy.
- Prepare monthly bank reconciliation and petty cash management as per policy.
- Financial and Reporting
- Ensure effective management of project funds, including timely disbursement for planned activities, verification of fund accountability statement (FAS), and preparation of financial reports for donors and other stakeholders.
- Prepare and maintain periodic financial reports and present them to the Donors, partners and BBC Executive Board as required.
- Present the periodic accumulated and separate project financial status to executive board meetings as required.
- Budgeting and Planning
- Prepare and revise all grant budget proposals and make sure that all budget line items are allowable, allocable and reasonable as per donor and partner requirements with the guidance of the Programme Manager and the BBC Executive Board.
- Work closely with programme/project staff in preparing and/or revising grant budgets to support new proposals or realignments and ensure the submission is within timely manner and the adequate coverage of organisational and programme operating costs.
- Ensure the budget revision of the needed programme/projects and provide the necessary feedback to the Programme Manager and Project Leaders/Holders for the cost effectiveness and proper budget utilisation.
- Ensure that the organisational cash and donors' fund forecasts are accurate by working with programmes/projects to help them develop more accurate cash forecasts of their programme needs.
- Regular budget monitoring, follow-up action plan, budget forecast/plan, coordinate and support to the Programme Manager for decision making and projection of expenditure to meet the deadlines.
- Audit
- Conduct all necessary arrangements for the undertaking of the statutory (annual) and project audit as required by the project, in line with Generally Accepted Accounting Standards, NFRS and IFRS as per partner/donor requirements.
- Coordinate and manage project and external audits, ensuring timely completion and appropriate communication and follow-up of audit findings and sharing the findings with the chairperson.
- Financial Controls and Compliance
- Conduct regular checks, including field monitoring visits, to ensure financial standards and procedures are consistently applied across the organisation.
- Ensure compliance with organisational financial policies, partner/donor requirements, and applicable financial and administrative regulations.
- Ensure statutory compliance of organisational renewal at DAO, annual tax clearance, SWC renewal, project approval, etc.
- Adhere to and comply with approved organisational policies and procedures.
B. Administrative Management
- Administrative
- Ensures all administrative documents, such as BBC’s legal documents, Staffs’ personal documents (certificates should be confidential), project agreements, bank-related documents (cheque books, password of online banking, statements, etc.) and other documents are kept safe and secure while maintaining high-level confidentiality.
- Support the BBC Executive Board on revising and updating the Finance Management and Administrative (FMA) Regulation and Human Resource Development and Management (HRDM) Regulation and guidelines so the organisation is up to speed with changing contexts.
- Ensure the repairs and maintenance of office spaces, furniture, computers, intercom and equipment.
- Logistics and Assets Management
- Lead the logistics operations, overseeing procurement, stock and inventory management, contract performance, and compliance with the Finance Management and Administrative Regulation for procurement processes.
- Coordinate logistics support for national/international events, travel, accommodation, and visa processing for BBC staff, Executive Board and Stakeholders.
- Arrange and provide logistic support to conduct training, workshop and seminars.
- Arrange vehicle hire, flight ticket (National/International) booking, and other related work.
- Procured the goods and services by the standard procurement process as prescribed by BBC’s HRDM regulation.
- Prepare annual roster, decision memo for goods and services and contracts for the vendors and consultants.
- Prepare agreements for annual vendors and contracts for short-term consultants and house owners.
- Inventory and document management/physical review/disposal/ auction.
- Ensure procurement maintains the supplier roster, issues invitations to bidders and suppliers, collects quotations, prepares a comparison sheet, and submits with a recommendation to the Programme Manager and concerned project staff.
- Review purchase orders and a decision memo for procuring goods/services and submit it to the Programme Manager.
- Verify and maintain the fixed asset registers, stationery stock register, vendor roster, purchasing files, agreement files, incoming/outgoing register, etc.
- Review and verify the physical verification of all expendable and non-expendable items and supplies at least once a year.
- Human Resource Management
- Fully apply the BBC’s HRDM regulation and review it in line with the current labour act, social security fund and other government compliance.
- Ensure the proper documentation of human resource records, individual personnel files, staff attendance records, and leave records of each staff.
- Prepare, review and finalise the preparation of the monthly staff salaries with accurate taxation, SSF calculation and deductions where relevant as per BBC’s FAM and HRDM Regulations.
- Support HR administrative functions, including staff recruitment, onboarding, timesheet and maintaining HR records in line with national labour laws and BBC’s HRDM Regulations.
- Facilitate exit processes include final clearance, documentation, and payment settlements, ensuring timely and compliant offboarding.
C. Other
- Carry out other relevant tasks and activities as assigned by the Programme Manager and Chairperson as per requirement.
Qualification, Skills and Knowledge:
- Bachelor’s degree in Commerce, Business Studies or Equivalent, Master’s degree in finance/Accounting or Equivalent, preferred.
- Minimum 5 years of experience in independently handling budgeting, financial accounting, planning, analysis, HR and logistics management in an NGO/ INGO.
- Demonstrated experience in the use of MS Office Package (Word/Excel/PowerPoint, etc.) & Internet.
- Ability to lead financial management of the project/program and make the linkage of this with the overall financial management of the organisation.
- Practical knowledge of project budgeting, accounting in FAMAS & reporting with the ability to manage complex budgets and partner and donor relations.
- Able to articulate and communicate ideas well verbally and in writing.
- Knowledge of tax and compliance.
- Good interpersonal, problem-solving & time management skills.
- Demonstrated ability to foster teamwork, build capacity, and manage diverse teams.
- Willingness to work under pressure with tight deadlines and to travel across the project areas as necessary.
Languages: Good command of Nepali and English (oral and written).
